1967/05/0210115 City Hall, Anaheim, California - COUNCIL MINUTES - April 25, 1967~ 1:30 P.M. At the City Council meeting held April 18, 1967, review of action taken by the City Planning Commission was requested by Councilman Dutton, and the City Clerk instructed to schedule public hearing before the City Council. Councilman Dutton reported that he had subsequently examined the property, and found that the approval of said variance would not be granting a right to the applicants that had not been granted to other people in the area, and in his opinion any further delay would cause an unnecessary hardship to the petitioners. He thereupon requested permission to withdraw his former request for review of subject application. On motion by Councilman Chandler, seconded by Councilman Dutton, request for public hearing before the City Council on Variance No. 1865 was waived. MOTION UNANIMOUSLY CARRIED. MOTION UNANIMOUSLY CARRIED~ REPORT - FINANCIAL DEMANDS AGAINST THE CITY~ Demands against the city in the amount of $217,933~03, in accordance with the 1966~67 Budget, were approved° INTRODUCTION~ Safety and Training Coordinator Thomas Tyre introduced four new city employees attending the meeting as part of the city orientation program° 101.16 City Hall~ Anaheim, California COUNCIL MINUTES - May 2, 1967, 1:30 PoMo INTRODUCTION~ Loara High School Senior Class President Mark Edwards, was recognized and welcomed to the Council Meeting° VARIANCE NOo 18562 Public hearing was held before the City Council April 25, 1967 to consider petitioner's appeal to action taken by the City Planning Commission approving Variance NOo 1856 for waiver of maximum permitted sign area of sign to be located on C-I zoned property at 2856 West Lincoln Avenue, however said action limited the area of the sign to 20 square feet° At that time, the hearing before the City Council was closed, and action continued to this date to allow the interested property owners an opportunity to resolve their differences, and for the petitioners to remove an existing illegal sign. The City Clerk reported that verbal request had been received from the applicant to again continue the matter one week, as a model of the proposed sign was being prepared for review by the opponents, and would be available for Council review° On motion by Councilman Krein, seconded by Councilman Schutte,one additional week's continuance was approved (May 9, 1967). MOTION CARRIED° Mr. Harold F~ Androus, 1023 Fairway Drive, Orange, one of the owners of the C-1 parcel fronting Linceln Avenue, came forward to advise that the illegal sign had not yet been removed from the property° Mayor Pebley asked if a representative of the petitioners was present. Mrs Richard Pierce, 1736 Antigua Way, Newport Bea~h, one of the owners of the apartment complex which the advertising structure was to identify, addressed the Council advising that he had apparently misunderstood the action taken by the City Council directing that the illegal sign be removed within a week. Cou. ncilman Chandler reaffirmed his previous motion to continue the decision to this date, allowing the individual property owners an opportunity to resolve their differences, and to further allow the petitioners time to remove the existing illegal sign. Mr~ Pierce was advised that the existing sign was to be removed prior to ~urther consideration of the variance, May 9~ 1967~ REQUEST ~ BUILDING CODE WAIVER (VARIANCE NO° 1863): Request of Aaron Jo and Esther Warkentine for waiver of certain provisions of the Anaheim Building Code ipw~lving fire wall requirements, was deferred from the meeting of April 18~ 1967 (Minute Page 10092), pending report from the Fire Chief; property located at 323A West Sunnybrook Drive (R~I zone)~ Report dated April 24, 1967, from Anaheim Fire Marshal was submitted for Council review noting inspection of the property and including two photographs thereof~ In response to Council questioning, Assistant Chief Building Inspector Les King noted that the existing addition to the residential str~ctnre was constructed within three feet of the rear property line, with the eav~ projecting two additional feet; MOTION CARRIED° PURCHASE OF EQUIPMENT: The Assistant City Manager reported on analysis currently in progress relative to the April 13 power failure at Anaheim Stadium, and advised that in order to reduce the time of any future outage caused by failure of fuses, it was recommended that spare fuses and extra linkage be purchased for each location in the stadium° Mro Davis further advised that the one manufacturer of certain types of large fuses Westinghouse Electric Corporation of. East Pittsburg, Pennsylvania, has submitted a quotation for the necessary equipment in the total amount of $5,621o22, and he noted that further analysis of the electrical system at Anaheim Stadium, together with some changes in switching arrange- ments, may render some of the fuses unnecessary, in which case the manufacturer has agreed to take back any of the equipment subject to a 10 percent charge to cover their' handling costs~ He thereupon recommended the purchase be 10123 Cit Hall. Davis reported that discussions with the Convention Center Kitchen Consultant, the Designer, and the Concessionaire have resulted in the recommendation that a roasting oven having a greater capacity than the one previously proposed, be purchased and installed, and he n~ted the advantages in preparing banquets for a large number of peop]eo He advised that the Concessionaire has offered to pay the difference in the price (S13,736~32) and the $10,000o00 budgeted, and to add the extra amount to the 5 year equipment amortization program° Mr~ Davis further reported that two other items considered essential to the Convention Center kitchen operation were two electric fry-kettles at a price of $],055o50, and a fat filter to be used therewith, at $354077, total of these items being $1,466~68 including tax~ He thereupon recommended that purchase of the two electric fry~-kettles and the fat filter be authorized from Dohrmann Company of Los Angeles, and the purchase of the roasting oven be authorized from Robert L~ Steen Company of Los Angeles, the additional cost thereof to be under the joint arrangement of the Concessionaire as reported~ On motion by Councilman Krein, seconded by Councilman Schutte, purchase of kitchen equipment was authorized, including the extra size oven, as recommended by the Assistant City Manager~ MOTION CARRIED° REPORT - CONVEN%'ION CENTER LANDSCAPING~ In response to Councilman Dutton's questioning, the Assistant City Manager advised that the current Community Center Authority budget allows $50,000 for landscaping at the Convention Center~ that the Parks and Recreation Department Staff have met with the Community Center Autherity and are doing the landscaping design, and will be responsible for purchasing plant materials, the installation to be offered for bid proposals~ Parks and Recreation Director John Collier reported that the cost of planting is estimated at $25,000~00, which would allow the same amount for purchase of materialso He noted that this amount will not be sufficient to landscape the parking lot, however it is expected to take care of that area immediately adjacent to the building~ SALE OF E_~UIPMENT~ The Assistant City Manager reported on contacts made with various cities and others to determine interest in purchasing 63 surplus 2400 volt distribution transformers, advising that the City of Lubbock, Texas, has offered $2,725~00 for the transformers, and recommended acceptance of said offer~ On metion by Councilman Chandler, seconded by Councilman Krein, sale of the surplus distribution transformers to the City of Lubbock, Texas, in the toi_.~l a~o~,nt ~;f S2~725.00 was authorized.
