MINUTES: Minutes of the Anaheim City Council Meetings held August 29 and September 5, 1967, were approved on motion by Councilman Krein, seconded by Councilman Chandler° Councilman Dutton abstained from voting° MOTION CARRIED~ WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Krein moved to waive the reading in full of all ordinances and resolutions, and that consent to the waiver of reading is hereby given by all Councilmen, unless after reading of the title, specific request is made by a Councilman for the reading of such ordinance or resolution. PUBLIC HEARING ,z RECLASSIFICATION NOo 66-67-70 AND CONDITIONAL USE PERMIT NOo 946~ Submitted by Marion V. Goodyear requesting change of zone from R-1 to C-0, and permission for office use of a residential structure in the C-0 zone; property located at 736 North East Street° The City Planning Commission pursuant to Resolution No. PC67-179 recommended denial of said reclassification, and pursuant to Resolution No. PC67-180, denied said conditional use permit~ Zoning Supervisor Ronald Thompson noted the location of subject property and the existing uses and zoning in the immediate area, briefly summarizing the evidence submitted to and considered by the City Planning Commission~ He called attention to findings of the Commission in re~- commending denial of subject reclassification and conditional use permit. (Councilman Schutte entered the meeting, 1:37 P,M~) Mayor Pebley asked if the applicant wished to address the City Council, there being no response, asked whether anyone wished to address the Council in opposition~ Mrs~ Stanley Szot, 727 Juniper Place, adjacent to subject pro- perty on the east, was of the opinion that the intrusion of commercial office zoning in the area would destroy the residential integrity of the R-1 properties, as well as being detrimental to the market value thereof. The Mayor asked if anyone else wished to address the City Council for or against the subject applications, there being no response, declared the hearing closed. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM DENYING CONDITIONAL USE PERMIT NOo 9~6o Roll call vote; AYES: COUNCILMEN: NOES: COUNCILMEN: ABSENT: COUNCILMEN: Dutton, Krein, Schutte, Chandler and Pebley None None The Mayor declared Resolution Noo 67R-508 duly passed and adopted. 10354 City Hall~ Anaheim~ California - COUNCIL MINUTES - September 12, 1967~ 1~30 PoMo PUBLIC HEARING - RECLASSIFICATION NOo 67-68-10: Submitted by Norbert To and Dora Ann Eimers and Margaret Co Shinn, requesting change of zone from R-A to R-3~ property located on the west side of Magnolia Avenue, north of Broadway° The City Planning Commission pursuant to Resolution Noo PC67-185 recommended approval of said reclassification, subject to the following conditions~ That the owners of subject property shall deed to the City of Anaheim a strip of land 53 feet in width from the center line of the street along Magnolia Avenue, for street widening purposes. 2o That street improvement plans shall be prepared and all engineering requirements of the City of Anaheim along Magnolia Avenue, such as curbs and gutters, sidewalks, street grading and paving, drainage facilities, or other appurtenant work shall be completed as required by the City Engineer and in accordance with standard plans and specifications on file in the office of the City Engineer; and that a bond in an amount and form satisfactory to the City of Anaheim shall be posted with the City to guarantee the installation of said engineering requirements~ That the owners of subject property shall pay to the City of Anaheim the sum of $2.00 per front foot along Magnolia Avenue, for street lighting purpcseso 4. ['ulton, West Coast Representative of the Oral Roberts Evangelistic Association, Inc~, was submitted requesting waiver of $1 parking fee for a religious convention to be held at Anaheim Stadium October 24 through 29, 1967~ Also submitted and reviewed was recommendation of Convention Center and Stadium Director Thomas Liegler, dated August 25, 1967, concerning the proposed lease agreement with the organization~ Mayor Pebley asked if anyone wished to address the City Council, Reverend Gordon B. Francis of Bethany Church, 121 West Cypress Street, Anaheim, Local Chairman of the Convention Committee who had invited the organization to the area, advised that this event was being sponsored by appr~ximately 45 churches in Orange County, and there would be a total of! ll sessions planned in the 6 days of the convention~ He briefly explained that a budget was established for this non-.profit event and a given amount paid to the Evangelistic Association, any remaining receipts after operating expenses to be distributed among the sponsoring churcbeso 10356 ~it¥ Hall~ Anaheim, California COI~CIL MINUTES - September 12, 1967~ 1~30 PoMe Discussion was held by the City Council and it was noted that the association would not be using the stadium structure, but would utilize a tent seating approximately 10,000 people~ Reverend Francis advised they would be willing to increase the amount of the rental fee in return for waiver of parking fees~ Councilman Chandler noted that the organization had previously suggested payment of $2,500~00 in addition to the $2,500°00 rental fee for the 6-day period, in order to allow free parking for those attending the meetings. Councilman Chandler was further of the opinion that to deviate to any substantial degree from the established stadium rental schedule, and the charges necessary to amortize the cost of the structure, would be establishing a precedent for'other organizations to make similar requests. Reaves for a temporary waiver c, fl sidewalk reqoirements at 611 South West Street, was submitted together with report from the City' Engineer dated August 31, 1967, reco~ending as fcllows~ (1) That a tempc~rary sidewalk waiver be granted from a point opposite the prol~ngation of the south sidewalk on Vineyard Avenue to the south property line of subject site, subject to no permanent planting or permanent type improvements be permitted within the area reserved for fut~re sidewalk~ (2) That the sidewalk be installed from the north pr~pert~ line to a point opposite the prolongation of the south sidewalk on Vineyard Aven~e and (~) That the curb and gutter be installed from the end of the existing curb and gutter southerly to join the existing curb and gutter along the Freeway fence. Mr~ Geisler noted that the entire facility was leased to the City of Anaheim, and the City Council had full authority to determine the utilization of the Convention Center.
