Mr° Alfred Klinzmann, founder of the Phoenix Club, addressed the Council noting that these young people were selected by the City of Berlin. On behalf of the City Council, Mayor Pebley welcomed the group to the City of Anaheim~ PROCLAMATION: Mayor Pebley proclaimed the week of September 25, 1967, "Team Work Week" in the City of Anaheim° MINUTES: Minutes of the Anaheim City Council Meetings held August 15 and 22, 1967, were approved on motion by Councilman Krein, seconded by Councilman Schutte. WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Krein moved to waive the reading in full of all ordinances and resolutions, and that consent to the waiver of reading is hereby given by all Councilmen, unless after reading of the title, specific request is made by a Councilman for the reading of such ordinance or resolution° Councilman Chandler seconded the motion~ MOTION UNANIMOUSLY CARRIED~ 10345 City Hall, Anaheim, California - COUNCIL MINUTES - September 5, 1967, 1:30 P.Mo REPORT - FINANCIAL DEMANDS AGAINST THE CITY: Demands against the City in the amount of $288,852°93, in accordance with the 1967-68 Budget, were approved° TRAILER REQUEST~ Communication dated August 21, 1967, from Mrs. Lois Hermann, requesting permission for use of trailer as temporary living quarters on residential property at 2748 West Lincoln Avenue, was submitted together with report from the Zoning Division recommending that said request be granted for a period of one year, subject to conformance with all pertinent requirements of the Anaheim Building Code. On motion by Councilman Chandler, seconded by Councilman Schutte, said request was granted for a one year period, subject to the recommendations of the Zoning Division~ MOTION CARRIED° SIDEWALK WAIVER - 3601 EAST LA PALMA AVENUE~ Request of E. J. McCaffery, of General Electric Company, dated June 8th, 1967, for temporary waiver of sidewalks at 3601 East La Palma Avenue, was submitted° On the recommendations of the City Engineer, Councilman Chandler moved that temporary sidewalk waiver be granted, subject to no permanent planting or permanent type improvements being permitted within the area reserved for future sidewalks° Councilman Schutte seconded the motion. MOTION CARRIED. CONDITIONAL USE PERMIT NOo 291~ Communication dated August 16, 1967, from J~ W. Crough requesting permission for an outdoor display of scooters, bikes and lawnmowers, was submitted; M-1 property located on the south side of Lincoln Avenue west of Manchester Avenue, and approved for sales and service of motor scooters, lawnmowers and motor bikes under Conditional Use Permit No° 291. Also submitted and reviewed by the City Council was report of the Zoning Division dated September 5, 1967, recommending that said request be granted for outdoor display of motor vehicles, not including lawnmowers. Said request was granted as recommended by the Zoning Division, on motion by Councilman Chandler, seconded by Councilman Krein: MOTION CARRIED~ REQUEST - OUTDOOR ADVERTISING STRUCTURES~ Communication dated August 10, 1967, from James M. McCarthy of the Belinda Company, requesting permission for one year continuance of two existing outdoor advertising structures located at the northwest and northeast corners of the intersection of Imperial Highway and the Riverside Freeway, was submitted together with report from the Zoning Division recommending that subject request be approved, subject to the petitioners obtaining new permits from the Building Division. Madison, Authorized Agent for Calvary Baptist Church of Anaheim, for temporary permission to expand a church use previously granted by Conditional Use Permit Noo 753, to include a Christian Day School, pending action on Conditional Use Permit NOD 963, was denied by the City Council at their meeting held August 29, 1967; property located at 1906 East South Street. Communication dated September 5, 1967, from Miss Madison, was submitted and read, requesting Council reconsideration of temporary permit, together with petition signed by 46 persons in the immediate area of the proposed day school who had no objection to the requested interim use. City Attorney Joseph Geisler reported on a meeting held with the agent for the petitioners, and stated it was his interpretation of the Anaheim Municipal Code, relative to the relationship between the City Planning Commission and the City Council with respect to conditional use permits and variances, that if an application is granted by the City Planning Commission, it would not be illegal for the applicants to commence the use as approved, at their own peril, and with the full knowledge that in the event an appeal is filed, or review ordered, and at the public hearing held by the City Council, the final authority, action by the City Planning Commission could be reversed° Discussion was held by the City Council and at the conclusion thereof, Councilman Schutte moved that the interpretation of the Municipal Code, as given by the City Attorney, be ratified. Maddoxo ASSISTANT DEVELOPMENT SERVICES DIRECTOR: ZONING SUPERVISOR: Ronald Thompson. ASSOCIATE PLANNER: Marvin Krieger. PERSONNEL DIRECTOR: Roy Heissner. CONVENTION CENTER AND STADIUM DIRECTOR: Dutton, Krein, Schutte (entered the meeting 1:37 P.M.), Robert Mickelson. Thomas Liegler. Mayor Pebley called the meeting to order. INVOCATION: Reverend Thomas Pendell, of the First Methodist Church, gave the Invocation. FLAG SALUTE: Councilman Dutton led the Assembly in the Pledge of Allegiance to the Flago PROCLAMATIONS: Mayor Pebley proclaimed the following proclamations: "Constitution Week", September 11 to September 17, 1967. "Women's Army Corps Day", September 14, 1967. MINUTES: Minutes of the Anaheim City Council Meetings held August 29 and September 5, 1967, were approved on motion by Councilman Krein, seconded by Councilman Chandler~ Councilman Dutton abstained from voting. MOTION CARRIED° WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Krein moved to waive the reading in full of all ordinances and resolutions, and that consent to the waiver of reading is hereby given by all Councilmen, unless after reading of the title, specific request is made by a Councilman for the reading of such ordinance or resolution° Councilman Chandler seconded the motion. MOTION UNANIMOUSLY CARRIED°
