Mro Lloyd Dykes, 735 South Euclid Street, north of subject property, advised that the position of the majority of residents in the area had been clearly expressed at the meeting held August 1, as well as at previous hearings concerning subject property, and he referred to the petitions of opp~.sition to any commercial use for the property, as submitted previously to the City Council.- In response tc Council questioning, Mro Dykes was of the opinion that the p~3tential cf the area was C-1~ but the logical method to effect a commercial transition would be to consolidate all properties in the area bounded by Euclid and Falcon Streets cn the east and west, and by the Cemetery and Crone Avenue cn the north and south, for one large commercial development~ that parcel by parcel development would not be feasible~ He called attention to increases in residential fire insurance rates resulting from commercial uses on adjoining str'octures~ In rebuttal, Mrs~ Hurley noted that the residence at 7.35 South Euclid Street was actually located a considerable distance west of Euclid, which afforded the occupants some relief from the noise and dust caused by the traffic on the street and her home was very close to the street. Reference was also made to the commercial uses in the area; making it impossible for her family to continue living there in safety and comfort. Councilman Chandler seconded the motion, MOTION CARR1ED~ CONTINUED PUBLIC HEARING - ABANDONMENT~ Proposed abandonment of a portion of Hilda Street, between I. izbeth and Wagner Avenues (Tract Non 3825). At the request of tbe owner of Lot 8, adjacent to Lots A and B, Tract No~ 3825, public hearing was continued fr~¢m the meeting of July 18, 1967, for in- vestigation and rep,Crt on the fee ownership of subject property by the City Attorney~ Mr. Geisler briefed his memorandum report dated August 14, 1967 (copies furnished each Councilman), advising that Lots A, B and C had been dedicated in fee to the County of Orange for public purposes prior to annexation to the City of Anaheim; however, a condition of the Orange County Planning Commission in approving the tentotive tract map required dedication of the three lots as temporary access to the tract, on condition that they would be eliminated as a street at such time as other access to a public street became available (future permanent access was expected to be secured from the nc~rth and west)° Subsequent to the recordation of the final tract map, the C:~unty Board of Supervisors approved the opinion of the County Counsel, that the intent of said dedication was tc accomplish the foregoing requirement, not te dedicate in fee, Mr0 Geisler agreed that the dedication was a restricted one, for roadway purposes only~ pending acquisition of permanent access; and he was of the opinion that through an.e×ation, the city had acquired the limited dedication, Further, that the permanent access to the north and west had been accomplished, and the fee ownership in Lots A, B and C, should be legally returned t.o the owners, Attention was called to report of the City Engineer dated July 13, 1967, recommending that the abandonment request be approved, subject to the following conditions~: Reservation cf public utility easement along the southerly 6,-~feet of Lot A to cover existing and prc~posed electrical facilities as requested by the Electric DivisirCn cf the City of Anaheim, the Edison Company and Pacific Telephone Company. 20 Reservation of public utility easement along the easterly 8 feet of Lot A to cover existing and proposed electrical facilities as requested by the Electrical Division c~f the City of Anaheim, tbe Edison Company and Pacific Telephone C~mpany~ 3. The Mayor asked if anyone wished to address the City Council in opposition to the proposed development, there being no response, asked if the petiti~ners or their representative wished to speak° Miss Ann Madison, agent for the property owner and the developer, advised that the homes in the subdivision would range from approximately $25,000° to $27,000°, and she stated she would answer any questions of the Council~ Councilman Chandler noted that the plans indicate single family dwellings adjacent to State College Boulevard, a major thoroughfare, and noted the current problems of residents living on major streets and highways within the city. Piersall briefly reported on proposed charges for trash disposal at the Orange County Transfer Station, advising that the city staff was opposed t':> a blanket charge, He stated that the proposed charge would be in contradiction to the master plan of reguse disposal adopted by the Be. ard of Supervisors, and to retain equitabl, e operation and disposal, cost should be on a county wide basis, through the general fond. Mr~ Davis stated that~ his oifice would further investigate and make rep~rt and recommendation tc the City Counczl at a later date. PROPOSED CONVENTION CENTER PROGRAMING COMMiTTEE~ Councilman Chandler recom- mended that the City Council consider appointment of a committee to study and discuss the Conv=ntion Center activities and the inter-relation- ship between political subdivisions in the area, in an effort to afford other jurisd~cti~-'ns an opportunity to share the burden of scheduling activities which contribute t~ the cultural, social, commercial and industrial advancement of the entire count~o It was his suggestion that the committee ctuld be composed of one City Councilman, representatives of the City Manager and City Attorney, Anaheim Area Visitor and Convention Bureau, Chamber of Commerce, and the Orange Count~ Board of Supervisors~ Conncilma~n Krein requested that Councilman Chandler submit his recommepdati~in in writing setting forth the goals of such a committee° It was determined that the issue would be brought back at a later date f,~;r c:~nsideration by the entire City Council~ EXECUTIVE SESSION~ On motion by Co,~nc~lman Chandler, seconded by Councilman Krein, the City Council recessed to Executive Session for consideration of possible litigation, MOTION (:ARRIED,, ADJOURNMENT~ Councilman Chandler mo'ved to adjourn° Councilman Krein seconded the mct.ion~ MO?ION CARRIED° ADJOURNED ~ ~;30 iP.M. ~ £itv Clerk
