Public hearing was held November 29~ 1966 and decision continued to December ZO, 19a6, March _~1, 196.?, and further continued to this date to allow the Development Services Department an opportunity to complete a "Front-on Study" (,f h.,mes within the city along arterial highways. Mr. Rcmald Gr~dzinski briefly reviewed the studies and past action by the City Plaoning Commissi~m and City Council on subject amendment. Excerpts of the City. Planning Commission held July 31, 196'7 were presented and read, wherein, the City Planning Commission recommendations were reconsidered (Resc~luti;Tn No. PC67.-178) as result o~ the "Front-on Study" and due to the fact that pending zoning reclassification in the area had not materialized. The amendment should be made to delete the commercial and proiessional ~.~se designation on the west side of East Street south of North Street t:o Sycamore Street, and that the low density residential use be designated. With the aid ~ the General Plan map posted on the west wall of the Council Chambers, Mr. Crudzinski noted the area. under study and reported that it was the opinion of the City Planning Commission that the residential integrity of this area c,)t~id be and should be retained~ Because of the number of people present interested in said matter, and although the public hearing had been declared closed, May~3r Pebley asked if anyone wished to address the Cc'uncil~ 10288 ~Anaheim California ~ COUNCIL_~MM[NUTES - Au ust 1. 1967 l~.'_JO P~M. Mr~ Cliff Beckler, 1242 East La Palma Avenue, reported that with the extension cf La Palma Avenue and the increased traffic, it had changed the character of his property to that of commercial~ He further advised that his property is approximately 160 feet by 360 feet; that they have lived on the property for 20 years and were happy', however it was no longer desirable for a home site, and because ef the size of the parcel, it should at least be considered for high density use. Mr. Grudzinski advised that the Front-on Study encompassed over 2,000 lots on arterial highways, which report will be transmitted to. the City Council in approximately three weeks~ Further, the report contains those areas that appear to: have commercial potential and also those which it was felt could be retained for residential use~ Mr'- Sz~_,t, 7z5 Juniper P]ace, asked what effect apartment development in the area would have on their property values~ Mayor ?ebley advised that apartments wculd be limited to one story development within 150 feet of any residential prop~rty~ Marian Ebert, 736 North East Street, advised that their lot is 270 feet deep and cannot be sold as R~i prcperty~ further~ those owning prcperties on East Street want a change and it appeared to her that the only objections were ~,m thc>se two or three blocks distant, Mrs, Carrie Beeson, lZl9 East Wi]belmina Street, asked if an alley or street would be contemplated at the rear of the deep lot on East Street~ Councilman Chand]er ad~ised that nc change in zone was contemplated at the present time, therefore, there was nc way of determining what conditions might be imp:-~sed in a z.~img action; that the General Plan is merely a plan for the entire city designating by different colors possible zoning~ Should an applicati,~,n fc, r a zme change be filed, a speci[ic applicatiom woold be considered b? the fit?
