Approved Recommended Adoption of Exhibit "A" to City Councii sr3089ey.doc Jonathan Borrego, Principal Planner, introduced Item No. 9 and stated the subject item could be considered a clean-up item to the Citywide Generat Plan Update (Genera! Plan Amendment • No. 2004-00419) which was approved unanimously by the Planning Commission on April 19, 2004 and approved by City Council on May 25, 2004. As the General Pfan was put into place and implemented, staff identified errors, omissions and also some clarifications that needed to be made in the General Plan. The first batch of amendments relate to the Circulation Element of the General Plan and there were some changes that staff would be recommending to Lincoln Avenue, State College Boulevard and Katella Avenue, redesignating certain segments of those streets. The second batch of amendments relate to modifying some language related to future levels of service within the General Plan and also adding a reference to the Circulation Element by directing people toward the Santa Ana Canyon Road Access Points Map. The third batch of amendments relate to the Noise Element of the General Plan. He pointed out that, as a follow-up item to today's request, staff will be bringing forward some changes to the Zoning Code and Council Policy No. 542 which relate to sound attenuation in order to bring everything up to consistent standards and also to provide better direction for the development community. He feels they would be better served to have the noise standards in the Zoning Code as opposed to a Council policy. TNE PUBLIC HEARING WAS CLOSED. FOLLOWING IS A SUMMARY OF THE PLANNING COMMISSION ACTION. OPPOSITION: None ACTION: Commissioner Buffa offered a motion, seconded by Commissioner Romero and MOTION CARRIED (Commissioner O'Connell absent and with one Commission vacancy), that the Anaheim Planning Commission does hereby determine that the previously-certified EIR No. 330 is adequate to serve as the required environmental documentation for this ~ request. 01-10-05 Page 2 JANUARY 10, 2005 PLANNING COMMISSION SUPPLEMENTAL DETAILED MINUTES Recommended City Council approval of General PlanAmendment No. 2004-00422, ~ Exhibit "A" (to amend the Circulation and Noise Element of the Anaheim General Plan}.
