DOC ' FEBRUARY 7, 2005 PLANNING COMMISSION MINUTES • Anaheim Planning Commission Agenda - 2:00 P.M. Items Of Public lnterest: Oath orAffirmation of Allegiance: New Planning Commissioner- Ed Perez. Commissioner Ed Perez was sworn in by City Clerk Sheryll Schroeder. Chairman Eastman introduced Commissioner Perez and stated that he wished to speak. Commissioner Perez thanked the City Council, fellow Commissioners and staff and stated he appreciates the opportunity in having to serve as a Planning Commissioner. He stated he has about 29 years of experience in.the fields of Business Engineering; Wireless Technology and land use development. He introduced his wife (Sue) and his son (Brian) who was present in the Council Chamber's audience. Public Comments: This is an opportunity for members ofthe public to speak on any item under the jurisdiction of the Anaheim Planning Commission or public comments on agenda items with #he exception of public hearing items. Charles Bertocchini, 295 S. Owens Drive, Anaheim,'CA, he referred to a development at 375 S: Mohler - Drive and stated on March 22, 2004 he was present at the Planning Commission meeting and had relayed concerns pertaining to the traffic and line of site. He stated a few weeks ago he received a notice • from Public Works regarding a meeting to be held pertaining to the grading. He visited Public Works today and asked to see the report regarding the line of site traff+c proposal that was discussed on March 22, 2004, he was told that there wasn't a study completed and it shouldn't be a problem because there are not too many accidents in the area. Greg McCafferty, Principaf Planner, stated staff appreciates the comments made and it is an engineering. issue that Public Works Department is aware of and there was a grading hearing today and it was discussed and a line of site study is forthcoming. The Traffic Engineer Alfred Yalda has been aware of the issue but until the line of site study is produced there is nothing to review. They understand the issue and from an engineering perspective it will be taken care of at the appropriate time. Chairman Eastman asked staff if they could report back to the Planning Commission on any progress of the issue. Mr. McCafferty responded yes, as soon as the study is compfete and the Public Works Department has reviewed the study they would then report back to the Planning Commission on the results. Chairman Eastman asked if the study would be open to the public, as public records. _ Mr. McCafferty responded yes. In response to questions posed by Mr. Bertocchini; Planning Commission and staff clarified that the Planning Commission has already taken action on the project pertaining to the land use issues and that the applicant would need to stay in contact with the Public Works Department to further address any concems he may have regarding the line of site issue. • 02-07-05 , Page 2 fEBRUARY 7, 2005 PLANNING COMMISSION MINUTES , Consent Calendar: The items bn the Consent Calendar will be acted on by one roll caU vote. Chairman Eastman encouraged Mr. Opperman to attend the Planning Commission meeting on February 23, 2005, as he would be able to review the staff report and may have additional comments. Greg McCafferty, Principal Planner; stated there was some discussion at today's preliminary plan review • session and Code Enforcement staff recommended an additional conditiorrwith regards to code enforcement inspections, that an inspection be conducted each six (6) months for the duration of the recommended time limit which is 2 years and the cost would be the responsibility of the applicant. He read into the record modifications to Condition No. 17. ApplicanYs Statement: Jose Macias, 11601 Capitol Drive, Riverside, CA, stated they have already complied with most of the conditions of approval and asked why an inspection is needed every 6 months. Roger Bennion, Code Enforcement Supervisor, stated the reason for the inspection is to ensure that all the conditions of approval are met. THE PUBLIC HEARING WAS CLOSED. Commissioner Buffa asked the applicant if there is any other space to include landscaping along the Lincoln Avenue frontage of their property or is it all paved. Mr. Macias responded it is all paved, if they added landscaping it would be towards the fence facing Euclid Street. Commissioner Flores asked the applicant if they would be doing any funerals. Mr. Trejo responded no, they are not big enough for a funeral. They have a wedding planned but are renting another building because their facility is too small. He stated their current facility is just a "stepping stone" as they are a small congregation, but they are already searching for another building. Layman Associates, 16633 Ventura Boulevard, #1320, Encino, CA, stated they concur i with the conditions of approval and will work with staff regarding the elevations facing State College Boulevard. When they developed the building their intention was for a clothing or furniture store`or art gallery and having a store front facing the street would assist them in marketing the product as well as visually from the street because the business is open during the night. They tried to make the building attractive and they have a series of awnings. ' THE PUBUC HEARING WAS CLOSED. Commissioner Buffa referred to the sign program and asked for clarification regarding the letter height. Mr. Saivar verified that the letter height is 20 inches. Commissioner Buffa asked the applicant to ensure to correct the information for the sign criteria to reflect the letter height of 20 inches. Commissioner Perez asked if there would be any surveillance for the facility. Mr. Saivar responded they received comments from the Police Department and doesn't recall them requiring surveillance in the parking lot. ' Further discussion took place amongst the Commission and the applicant regarding the windows, signage and storage. Mr. Saivar was in favor of placing a standard condition for tenants to compfy with.
