PC2000-30 A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION ADOPTING AND RECOMMENDING TO THE CITY COUNCIL ADOPTION OF GENERAL PLAN AMENDMENT NO. 373 PERTAINING TO THE LAND USE ELEMENT WHEREAS, the City Council of the City of Anaheim did adopt the Anaheim General Plan by Resolution No. 69R-644, showing the general description and extent of possible future development within the City; and WHEREAS, Planning Commission directed staff to initiate an amendment to the Land Use Element of the General Plan to redesignate subject property from the Medium Density Residential to the General Commercial designation on 0.5 acres located at the northwest corner of Orange Avenue and Knott Street with frontages of 132 feet on the west side of Knott Street and 135 feet on the north side of Orange Avenue, and further described as 527 South Knott Street; and WHEREAS, this property is developed with a commercial retail center (Knott-Orange Plaza) in the CL "Commercial, Limited" zone; and WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on March 13, 2000, at 1:30 p.m., notice of said public hearing having been duly given as required by law and in accordance with the provisions of the Anaheim Municipal Code; to hear and consider evidence for and against said General Plan Amendment and to investigate and make findings and recommendations in connection therewith; and WHEREAS, said Commission, after due consideration, inspection, investigation and study made by itself, and after due consideration of all evidence and reports offered at said hearing, DOES HEREBY FIND: 1. That the proposed Generali Plan Amendment will bring the General Plan land use designation into conformity with the existing use and zoning of this property, and will encourage the retention and possible redevelopment of a more appropriate neighborhood shopping center to serve the local community. 2. That the existing commercial uses and the proposed General Commercial land use designation are appropriate on property I'ocated at the intersection of finro arterial highways (Orange Avenue and Knott Street). 3. That t'he evidence presented substantiates the need for an amendment to the Anaheim General Plan and that, therefore, Exhibit A should be adopted redesignating subject area for General Commercial land uses. 4. That no one at the public hearing indicated their opposition to the proposal, and that no correspondence was received in opposition. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Anaheim City Planning Commission has reviewed the prOposal to amend the Land Use Element of the General Plan to change the current land use designation from Medium Density Residential to General Commercial for an area consisting of 0.5 acres located at the northwest corner of Orange Avenue and Knott Street with frontages of 135 feet on the north side of Orange Avenue and 132 feet on the west side of Knott Street, and further described as 527 South Knott Street; and does hereby approve the Negative Declaration CR3908pk.doc -1- PC2000-30 ~ • upon finding that it has considered the Negative Declaration together with any comments received during the public review process and further finding on the basis of the initial study and any comments received that there is no evidence that the project will have a significant effect on the environment. NOW, THEREFORE, BE IT RESOLVED, that pursuant to the above findings, the Anaheim City Planning Commission does hereby adopt and recommend to the City Council of the City of Anaheim adoption of General Plan Amendment No. 373 pertaining to the Land Use Element, Exhibit A, to redesignate the study area to the General Commercial land use designation.
