Resolution-PC 2000-60~ RESOLUTION NO. PC2000-60 • A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION ADOPTING AND RECOMMENDING TO THE CITY COUNCIL ADOPTION OF GENERAL PLAN AMENDMENT NO. 2000-00376 PERTAINING TO THE LAND USE ELEMENT WHEREAS, the City Council of the City of Anaheim did adopt the Anaheim General Pian by Resolution No. 69R-644, showing the general description and extent of possible future development within the City; and WHEREAS, Planning Commission directed staff to initiate an amendment to the Land Use Element of the General Plan, as follows: (a) To redesignate certain properties f~om the Low Density Residential, Medium Density Residential, General Commercial and General Industrial designations to the Low-Medium Density Residential designation; and (b) To redesignate certain other properties from the Low-Medium Density Residential, Medium Density Residential, Commercial Professional, Business Office/Mixed Use/Industrial and General Industrial designations to the General Commercial designation; and (c) To redesignate certain other properties from the Low Density Residential, Medium Density Residential and General Commercial designations to the Commercial Professional designation; and (d) To redesignate certain other properties from the Medium Density Residential and General Commercial designations to the Special Park Site designation; and WHEREAS, all the properties that are proposed to be redesignated comprise a 430-acre area which is located in the south central portion of the City along the east and west sides of Anaheim Boulevard between Broadway on the north and the Santa Ana (I-5) Freeway on the south, and also being located between Harbor Boulevard and the Santa Ana (I-5) Freeway on the west and Olive Street and the southerly extension of the Southern Paci~ic railroad tracks on the east; and that the area includes properties fronting both Anaheim Boulevard and abutting neighborhoods; and that major portions of the area lie within the south portion of the Commercial/Industrial Redevelopment Project Area; and that the specific sub-areas proposed to be redsignated are illustrated on the colored location maps labeled "General Plan Amendment No. 376, Existing, Figure 2" and "General Plan Amendment No. 376, Exhibit A, Figure 3" on file with the Planning Department; and WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on May 22, 2000, at 1:30 p.m., notice of said public hearing having been duly given as required by law and in accordance with the provisions of the Anaheim Municipal Code;, to hear and consider evidence for and against said General Plan Amendment and to investigate and rnake findings and recommendations in connection therewith; and WHEREAS, said Commission, after due consideration, inspection, investigation and study made by itself, and after due consideration of all evidence and reports offered at said hearing, DOES HEREBY FIND: 1. That the evidence presented substantiates the need for an amendment to the Anaheim General Plan and that, therefore, Exhibit A should be adopted redesignating specific sub-areas in the study area to the (a) Low-Medium Density Residential designation, (b) General Commercial designation, (c) Commercial Professional designation, a~nd (d) Special Park Site designation land uses. That this General Ptan Amendment will provide a long-term preferred land use strategy for the area, with the objective of eliminating blight and blighting influences. 3. That this General Plan Amendment will encourage regional commercial land uses to locate south of Ball Road, and "Boulevard Residential " and "Neighborhood Residential" land uses to locate north of Ball Road while focusing neighborhood commercial development at key intersections and encouraging new development which relates well to existing residential neighborhoods. 4. That this General Plan Amendment will promote appropriate levels of light, air, density of development, and efficient circulation of pedestrian and vehicular traffic. 5. That no one indicated their presence at the public hearing in opposition to the proposal, and that no correspondence was received in opposition. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Anaheim City Planning Commission has reviewed the proposal to amend the Land Use Element of the General Plan to change the current land use designations (a) from the Low Density Residential, Medium Density Residential, General Commercial and Gieneral Industrial designations to the Low-Medium Density Residential designation, (b) from the Low-Medium Density Residential, Medium Density Residential, Commercial Professional, Business Office/Mixed Use/Industrial and General Industrial designations to the General Commercial designation, (c) from the Low Density Residential, Medium Density Residential and General Commercial designations to the Commercial Professional designation, and (d) from the Medium Density Residential and General Commercial designations to the Special Park Site designation on a 430- acre area which is located in the south central portion of the City along the east and west sides of Anaheim Boulevard between Broadway on the north and the Santa Ana (I-5) Freeway on the south, and between Harbor Boulevard and the Santa Ana (I-5) Freeway on the west and Olive Street and the southerly extension of the Southern Pacific railroad tracks on the east; and does hereby approve the Mitigated Negative Declaration upon finding that it has considered the Mitigated Negative Declaration together with any comments received during the public review process and further finding on the basis of the initial study and any comments received that there is no evidence that the project will have a significant effect on the environment. NOW, THEREFORE, BE IT RESOLVED, that pursuant to the above findings, the Anaheim City Planning Commission does hereby adopt and recommend to the City Council of the City of Anaheim adoption of General Plan Amendment No. 2000-00376 pertaining to the Land Use Element, Exhibit A, to redesignate sub-areas of the study area from (a) the Low Density Residential, Medium Density Residential, General Commercial and General Industrial designations to the Low-Medium Density Residential designation, (b) the Low-Medium Density Residential, Medium Density Residential, Commercial Professional, Business Office/Mixed Use/Industrial and General Industrial designations to the General Commercial designation, (c) the Low Density Residential, Medium Density Residential and General Commercial designations to the Commercial Professional designation, and (d) the Medium Density Residential and General Commercial designations to the Special Park Site designation.
