PC2002-60 • A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION ADOPTING AND RECOMMENDING TO THE CITY COUNCIL ADOPTION OF GENERAL PLAN AMENDMENT NO. 2001-00396 PERTAINING TO THE LAND USE ELEMENT (120-320 South Beach Boulevard and 2970 West Lincoln Avenue) WHEREAS, the City Council of the City of Anaheim did adopt the Anaheim General Plan by Resolution No. 69R-644, as amended, showing the general description and extent of possible future development within the City; and WHEREAS, the Planning Commission did direct staff to initiate an amendment to the Land Use Element of the Anaheim General Plan to redesignate certain properties consisting of 7.3 acres located south and east of the southeast corner of Lincoln Avenue and Beach Boulevard from the Genera/ Commercial designation to the Low-Medium Density Residential and Police Station (P) designations; and that said properties are additionally described as having approximate frontages of 80 feet on the south side of Lincoln Avenue and 1,340 feet on the east side of Beach Boulevard, and being located approximately 238 feet south of the centerline of Lincoln Avenue (2970 West Lincoln Avenue and 120- 320 South Beach Boulevard); and WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on May 6, 2002, at 1:30 p.m., notice of said public hearing having been duly given as required by law and in accordance with the provisions of the Anaheim Municipal Code, to hear and consider evidence for and against said General Plan Amendment and to investigate and make findings and recommendations in connection therewith; and WHEREAS, said Commission, after due consideration, inspection, investigation and study made by itself, and after due consideration of all evidence and reports offered at said hearing, DOES HEREBY FIND: 1. That the evidence presented substantiates the need for an amendment to the Anaheim General Plan and that, therefore, Exhibit A should be adopted redesignating subject area from General Commercial to Low Medium Density Residential and Police Station (P) land uses. 2. That no one indicated their presence at the public hearing in opposition to the proposal; and that no correspondence was received in opposition. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Anaheim City Planning Commission has reviewed the proposal to amend the Land Use Element of the General Plan to change the current land use designation from General Commercial to Low Medium Density Residential and Police Station (P) on approximately 7.3 acres located south and east of the southeast corner of Lincoln Avenue and Beach Boulevard and further described as 2970 West Lincoln Avenue and 120-320 South Beach Boulevard; and does hereby approve the Negative Declaration upon finding that it has consider~d the Negative Declaration together with any comments received during the public review process and further finding on the basis of the initial study and any comments received that there is no evidence that the project will have a significant effect on the environment.
