PC2003-89 • A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION ADOPTING AND RECOMMENDING TO THE CITY COUNCIL ADOPTION OF GENERAL PLAN AMENDMENT NO. 2003-00410 PERTAINING TO THE LAND USE ELEMENT WHEREAS, the Anaheim Ciry Council did adopt the Anaheim General Plan by Resolution No. 69R-644, showing the general description and extent of possible future development within the City; and that said Resolution has been amended from time to time; and WHEREAS, on May 5, 2003, the Anaheim City Planning Commission did direct staff to initiate an amendment to the Land Use Element of the General Plan to redesignate certain properties from the Low Density Residential and Low-Medium Density Residential land use designations to the Low- Medium Density Residential land use designation on an irregularly-shaped 31-acre area located on the north and south sides of Orangethorpe Avenue, the northerly portion having a frontage of 1,245 feet on the north side of Orangethorpe Avenue and a maximum depth of 1,000 feet, the southerly portion having a frontage of 1,220 feet on the south side of Orangethorpe Avenue and a maximum depth of 70 feet, and both portions being located 660 feet west of the centerline of Kellogg Drive; and WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on June 16, 2003, at 1:30 p.m., notice of said public hearing having been duly given as required by law and in accordance with the provisions of the Anaheim Municipal Code, to hear and consider evidence for and against said General Plan. Amendment and to investigafe and make findings and_r_e_commendations in connecti.on therewith, and WHEREAS, said Commission, after due consideration, inspection, investigation and study made by itself, and after due consideration of all evidence and reports offered at said hearing, DOES HEREBY FIND: 1. That the subject properties are developed with single family residential tract homes on Woodwind Lane, Tango Avenue, Minuet Lane, Boisseranc Street, Coronet Circle and Cymbal Street to the north of Orangethorpe Avenue, and with the Atchison, Topeka and Santa Fe Railroad right-of-way on the south side of Orangethorpe Avenue. 2. That the evidence presented substantiates the need for an amendment to the Anaheim General Plan and that, therefore, Exhibit A should be adopted redesignating subject area for Low-Medium Density Residential land uses. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Anaheim City Planning Commission has reviewed the proposal to amend the Land Use Element of the General Plan to change the current land use designation from the Low Density Residential and Low-Medium Density Residential land use designations to the Low-Medium Density Residential land use designation on certain properties consisting of an irregularly-shaped 31-acre area located on the north and south sides of Orangethorpe Avenue, the northerly portion having a frontage of 1,245 feet on the north side of Orangethorpe Avenue and a maximum depth of 1,000 feet, the southerly portion having a frontage of 1,220 feet on fhe south side of Orangetf~orpe Avenue and a maximum depth of 70 feet, and both portions being tocated 660 feet west of the centerline of Kellogg Drive; and does hereby approve the Negative Declaration upon finding that the declaration reflects the independent judgment of the lead agency and that it has considered the Negative Declaration together with any comments received during the public review process and further finding on the basis of the initial study and any comments received that there is no substantial evidence that the project will have a significant effect on the environment. cr\PC2003-089.doc -1- PC2003-89 ~ • NOW, THEREFORE, BE IT RESOLVED, that pursuant to the above findings, the Anaheim City Planning Commission does hereby adopt and recommend to the City Council of the City of Anaheim adoption of General Plan Amendment No. 2003-00410 pertaining to the Land Use Element, Exhibit A, to redesignate the study area from the Low Density Residential and Low-Medium Density Residential land use designations to the Low Density Residential land use designation.
