MINUTES; Minutes of the Anaheim City Council meeting held November 9, 1971, were approved on motion by Councilman Pebley, seconded by Councilman Thom. MOTION CARRIED. WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Thom moved to waive the reading in full of all ordinances and resolutions, and that consent to the waiver of reading is hereby given by all Councilmen, unless after read- ing of the title, specific request is made by a Councilman for the reading of such ordinance or resolution. Councilman Pebley seconded the motion. MOTION UNANIMOUSLY CARRIED. REPORT - FINANCIAL DEMANDS AGAINST THE CITY: Demands against the City, in the amount of $1,867,076.64, in accordance with the 1971-72 Budget, were approved. Claim filed by Kenneth and Karen M~Guire, for purported per- sonal injuries sustained on or about July 9, 1971, as result of their motor- cycle overturning in an unpaved, excavated area of the roadway. b. Claim filed by Timothy A. Emmett, for purported personal pro- perty damages sustained on or about October 23, 1971, as result of claim- ant's wife's car, while in left-hand pocket at Euclid and Buena Vista Streets, being struck by an Anaheim Police Department vehicle. c. Claim filed by Automobile Club of Southern California, sub- rogee of Walter Kuder, for purported personal property damages sustained on or about October 13, 1971, as result of City employee dropping measuring tape off Broadway Overpass of the Santa Ana Freeway, breaking claimant's winshield. APPLICATION TO FILE LATE CLAIM: It was moved by Councilman Pebley, seconded by Councilman Thom, that permission to present late claim submitted by Oshman, Brownfield, Smith and Hobart, Attorneys, on behalf of Alfonso Camacho, for purported personal injuries sustained on or about May 26, 1971 be denied, as recommended by the City Attorney's office. (71- 72-1 - C-1 ** (NOTE: SEE CORRECTION BELOW) FEDERAL G~ ~PLI~TION - ~SptSS-PR~: ~e Assistant City ~nager reported that it has become necessary to extend the scheduled co~letion date for the co~uterization of traffic records (~SPte~-~re~t B~vis~on-of-P~bt~-Work~-H~gh~ay-Bepar~men~-(H~g~ay-~a~e~-Ac~ ~nder Fed- eral Grant,) from Nove~er 30, 1971, to ~rch 31, 1972. Mr. Davis also stated that the State now again has revised the standard form used in this program and, thus, the State Office of Computer Safety has reconm~ended the City apply for an additional Federal Grant ($28,175.00), to modify the programs developed to take the latest form into consideration, such grant to constitute 100% of the cost, with no funds necessary from the City. On recommendation of the Assistant City Manager, Councilman Thom moved that application be made for the additional Federal Grant Council- man Pebley seconded the motion. MOTION CARRIED. RESOLUTION NO, 71R-523 - ELECTRIC RATE INCREASE; Councilman Dutton offered Reso- lution No. 71R-523 for adoption. Refer to Resolution Book. POOL ROOM PERMIT: Application filed by Ruben Earl Williams, for pool room permit at Golden Cue Penthouse Billiards, 1813-E Manchester Avenue, was submitted and granted, subject to provisions of Chapter 4.24 of the Anaheim Municipal Code, as recommended by the Chief of Police, on motion by Councilman Pebley, seconded by Councilman Thom. MOTION CARRIED. ANAHEIM BEACH - STATUS: In reply to Mayor Dutton's query on status of the Anaheim Beach project, Mr. Davis advised that the initial application for Grant has been disapproved by the State and will have to be resubmitted. EXCESSIVE MEDICAL CHARGES: Mayor Dutton reported that the charges for closing a cut in an ear of Mrs. Dutton caused by a recent kitchen fall had been $240.00, which he deemed excessive. He requested the City Attorney's office turn the records over to both the Orange County Medical Association and the Blue Cross Review Board, for investigation, since such charge practices tend to raise the cost of Blue Cross Insurance Coverage. COMMITTEES - U.S. CONFERENCE OF MAYORS/PACOM: Mayor Dutton reported an invitation received from Henry W. Maier, Mayor of Milwaukee and President of the United States Conference of Mayors,to serve on their Transportation Co~mnittee. He also reported an invitation from Honolulu Mayor Frank Fasi, for the City of Anaheim to join a new international government organization known as PACOM (Pacific-Asian Conference of Municipalities) and listing some com- mittees on which they would like representation. Mayor Dutton advised that he intends to remain in Honolulu a couple of extra days following the 48th Annual National League of Cities Congress of Cities, in order to attend the Founders' Meeting of this new organization, and also that he will accept ap- pointment to either or both the International Policy Con~nittee and Resolutions Committee. REPORT - VISITORS AND CONVENTION B~REAU TRIP TO JAPAN; Mayor Dutton reported on a trip to Japan to promote the City of Anaheim, under the auspices of the Visitors and Convention Bureau, from which he returned November 13, 1971. He reported that Disneyland has 300,000 visitors a year from Japan, and up to this time, most of them have been staying in Los Angeles; thus, the pur- pose of this trip was to inform the Japanese people and travel agencies that Anaheim is the hub of all of the Southern California tourist attractions, and to promote the area hotels and motels, as well as these attractions. He further reported that there was a delegation of approximately 28 persons from Alaska, including the Governor, in Japan at the same time and, in his opinion, Anaheim's delegation was better received and had a much more successful trip, for which much of the credit is due Disneyland repre- sentatives. Mayor Dutton noted that in February, 1972, Anaheim will host about 50 Japanese travel agency representatives who will attend Travel Agents Get- Together Week (TAG), air fare for whom will be paid by Pan American Airways. He added that in February the Japanese Airlines will lower the price of a flight from Japan to Los Angeles to that equal to the fare from Los Angeles to New Yor~. Mr. Dutton also listed a number of Japanese dignitaries visited while there. ADJOURNMENT: Councilman Pebley moved to adjourn. Councilman Thom seconded the motion. MOTION CARRIED.
