WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Pebley moved to
waive the reading in full of all ordinances and resolutions, and that
consent to the waiver of reading is hereby given by all Councilmen,
unless after reading of the title, specific request is made by a Councilman
for the reading of such ordinance or resolution. Councilman Schutte
seconded the motion. MOTION UNANIMOUSLY CARRIED.
PUBLIC HEARING - RECLASSIFICATION NO, 65-66-68: Initiated by the Anaheim
Planning Commission for a change of zone from R-A to C-l; property located
at the northeast corner of Lincoln Avenue and State College Boulevard.
The City Planning Commission pursuant to Resolution No. 1895,
Series 1965-66, recommended approval of said reclassification, uncondition-
ally.
Associate Planner Ronald Thompson advised that subject reclassifi-
cation was initiated, together with four other reclassifications to be
considered by the Council this date, for the purpose of establishing the
appropriate C-1 zonin9 on existing service station properties, and the
approval of said reclassification would allow the property owners to remove
any deed restrictions recorded on subject properties which limit the uses
thereof to service stations or any use allowable under C-1 provisions.
Mayor Krein asked if anyone wished to address the City Council
for or against the proposed reclassification, there being no response,
declared the hearing closed.

Associate Planner Marvin Krieger reported that the proposed
amendments were recommended to provide that those portions of the re-
sidential zones permitting birds and animals would conform with amendments
to Title 18~04o020(6), as recently adopted by Ordinance No. 2222,
Mayor Krein asked if anyone wished to address the Council, there

ORDINANCE NO. ~2a5: Councilman Pebley offered Ordinance No. 2245 for first

MUNICIPAL CODE.
PUBLIC HEARING - GENERAL P~AN AMENDMENT NO. 61: Public hearing was scheduled
to consider General Plan Amendment No. 61, pursuant to City Planning
Commission Resolution No. 1876, Series 1965-66, recommending amendment
to the General Plan Circulation Element - Highway Rights-of-Way, by the
addition of Howell Avenue as a secondary highway.
Mr. Krieger noted the location of Howell Avenue on the General
Plan Map connecting State College Boulevard to Katella Avenue in the
southeast industrial area near Anaheim Stadium. He noted findings of the
Planning Commission which were the basis for the recommended approval of
General Plan Amendment No.

The Mayor declared Resolution No. 66R-82 duly passed and adopted.
RECLASSIFICATION NO. 65-66-51 AND VARIANCE NO. 1745: Communication
dated January 3, 1966, from John D. Lusk, of Lusk Corporation, was sub-
mitted requesting deletion of Condition No. 3, Resolution No. 65R-890,
approving Reclassification No. 65-66-51. Said condition required dedication
of an additional 7 feet, Portion 3 of subject property, adjacent to Lincoln
Avenue° Property located south of Lincoln Avenue west of Villareal Drive,
on the Nohl Ranch. '
Also suOmitted and reviewed were reports and recommendations from
the City Engineer and Development Services Department.
Discussion was held by the City Council and the City Engineer,
and Mr. Maddox advised that to conserve land in the hill side area, it is
proposed to post the commercial portion of Lincoln Avenue with "No Parking"
signs, which would render unnecessary the additional dedication for on-
street parking lanes. He explained that off-street parking standards are
sufficient to compensate for the parking restrictions in the commercial
district of the Nohl Ranch.
Councilman Chandler was of the opinion that to follow such a
plan would incur the same type of future problem as the City is currently
experiencing on $o~ East Street and Harbor Boulevard.
Mr, Stuart Clark, of J. D. Lusk and Son, 10522 South Santa
Gertrudes Avenue, Whittier~ addressed the Council advising that Lincoln

Avenue was originally graded by the City from the frontage road easterly to
the existing Crescent Avenue, in accordance with standards for developments
established at that time. The developers then improved Lincoln Avenue on
the basis of the original hill side ordinance with no access to residential
garages to be allowed from said street.
Mr. Clark further advised that since the street was improved,
City requirements have been modified, and in his opinion, to require de-
velopers to grade an additional 7 feet for parking lanes would constitute
a hardship.
At the conclusion of further Council discussion, it was determined
that Council consideration on the issue be deferred one week to allow visual
inspection of the area in question, in order to better determine future
needs for public parking.
RECLASSiFICATiON NO. 63-6.4-58 AND CONDiTiONAL USE PERMIT NO. 645 - EXTENSION OF
TIME: Request of Eva S. B~_elanski, dated 3anuary 3, 1966, for 180 day extension
of time to certain conditions of Reclassification No. 63-64-58 and Conditional
Use Permit No. 645, was submitted.
On motion by Councilman Chandler, seconded by Councilman Schutte,
180 extension of time was granted by the City Council. MOTION CARRIED.
EAST STREET PARKING: Petitions requesting the "No Parking" provision in the
500 and 800 blocks of South East Street be limited to peak traffic hours
only, was submitted together with reports from the City Engineer and Right-
of-Way and Land Section of the E~tgl,~eering Department. Said department re-
commended that no change be made in the parking restrictions.
Edward Granzow, Traffic Engineer, reported that the peak hour
restrictions northerly from Lincoln Avenue are due ~o the tremendous volume
of traffic in thaT, area, anJ' the :ncreased traffic ind~cat, es that' "no parking
at any time" will also ~e required ir. tt.~s area in order to o~ain gas tax

Mr. Granzow further advised that 32 feet from center line would
be required to qualify for County and State funds.
Mr~ Ora Wells, 11151Palmwood Drive, Garden Grove, California,
owner of apartments at 5a9 and 555 South East Street, reported that ~hen
he purchased ~he property, on-street parking was permitted. He further
advised that the 20 units have only 16 parking spaces, and under the present
circumstances, with no parking permitted, no one can stop to inquire about
a rental; this situation has seriously affected his investment.
Mr. Wells requested the "no parking" be limited to peak traffic
hours only, and further advised that if there is sufficient land, he would
be willing to dedicate the necessary right-of-way to widen East Street.
Mr. Norman Jarvi, 2442 Alden Avenue, owner of 525 and 533 South
East Street, reported that he had been contacted regarding dedication of
right-of-way on three different occasions; however, the amount of land
needed differed in each instance,
Mr. Jarvi objected to the fact that under the present circumstances
a prospective tenant can not stop to inquire about a rental, and thereupon
also requested that the "no parking" limitations be restricted to peak '
traffic hours only.
Nadine Vandezande, 1250 North Placentia Avenue, Fullerton, owner
of home at 522 South East Street, advised that they were forced to abandon
their home because of lack of parking area to accommodate four cars. She
further advised they have been unaole to rent or sell their home because of
the parking situation, and if the street is widened, it would lessen the
driveway areas, thereby reducing existing off-street parking.

Mrs. Vandezande reported that others in the area do not have
sufficient off-street parking to meet their parking needs.
Discussion was held concerning the original zoning of the R-3
property, and how development thereof occurred without providing one off-
street parking space for each apartment unit.
RECESS: On motion by Councilman Chandler, seconded by Councilman Dutton,
a fifteen minute recess was called to allow for review of flies pertaining
to original zoning. M~3TION CARRIED. (3:05 P.M.)
AFTER RECESS: The Mayor called the meeting to order, all members of the
City Council being present.
Mayor Krein reported that further investigation would be neces-
sary, that at the time the apartment buildings were constructed, the re-
quirement was one parking space per apartment unit, he thereupon suggested,
the appointment of a committee to make further investigation and re-
commendations.
Mr. Jarvi requested that during the period of investigation,
the "no parking" restrictions be lifted to provide relief while the study
is taking place.
Mr. Jarvi was advised that restrictions could not be removed
without a full study and when the investigation is completed, a public
nearing will be held to determine the lssue.
Amelia Hodge, 2224 West Judith Lane, owner of 825 and 829 South
East Street, reported that her attorney advised against granting an

She further advised that she was not concerned with on-street
parking, as she had provided sufficient on-site parking for the tenants,

her propertv.
Mayor Krein requested Councilmen Schutte and Dutton, together
with the Engineerin9 representatives, meet with the property owners in an
effort to resolve the problem~

At the invitation of Mr. W. C. Turtle, Mr. Maddox, City Engineer,
scheduled a meeting with ~he property owners to be held at 837 South
East Street, FeOr~;ary ~, 1966, 7:30 P.M., at which time stakes will be set
to visually indicate the location .of required future street right-off-way.
Also, a servey will be taken to determine how much dedication can be
obt~}nea to provide for street widening and on-street parking.
WAIVER OF LICENSE FEES. Communication dated January 7, 1966, from Norman C.
Porter, 4414 West Tampion Avenue, Santa Aha, was submitted requesting
one year waiver of license fees, pursuant to Section 3.04.120 of the
Anaheim Municipal Code, "Exemption-Disabled Veterans"
Mr, Robert Davis reported that the applicant holds a 30 day
permit to solicit sales for his product from door to door.
Councilman Schutte moved said request be granted. Councilman
Dutton seconded the motion. MOTION CARRIED.

Councilman Chandler, the Orange County Board of Supervisors was requested
to cancel county taxes on property acquired by the City of Anaheim for
municipal purposes, pursuant to Resolution No. 66R-42, formerly assessed
to Gar-Lo Inc., deed recorded January 24, 1966, as Document No. 16976,
in Book 7818 at Page 92~, Official Records of Orange County, California.

PURCHASE - FIRE EQUIPMENT: Mr. Davis reported that bids were solicited from
three firms for purchase of an aerial fire truck, and recommended accep-
tance of the one bid received, that of Seagrave Fire Apparatus, Incor-
porated, in the amount of Sa3,a65.00 plus tax, includin9 a 100 foot
aerial ladder. He noted that the Seagrave Firm also submitted a quotation
for a truck with an 85 foot ladder, in the amount of $a2,465.00 plus tax.
On the recommendations of the Assistant City Manager and the
Fire Chief, Councilman Dutton moved that the bid of Seagrave Fire
Apparatus, Incorporated, be accepted and purchase authorized, including
the 100 foot ladder, in the amount of $43,a65.00 plus tax. Councilman
Schutte seconded the motion. MOTION CARRIED.
PURCHASE OF EQUIPMENT: Mr. Davis reported on informal bids received for purchase
of One 1000 KVA Fransformer as follows, and recommended acceptance of the

PROPOSED STREET NAME CHANGE - KNOTT STREET: Request of the City of Westminster
for the City of Anaheim to change Knott Street to "Goldenwest Street"
within the City of Anaheim, was ordered received and forwarded to the
City Planning Commission for report and recommendation, on motion by
Councilmar} Chai~Jler, seconded ~y Councilman Durzon. MOTION CARRIED.

ALCOHOLIC BEVERAGE LICENSE APPLICATIONS: The following applications for
Alcoholic Beverage licenses were presented by the City Attorney to the
City Council for their information:
a. Application submitted by Ronald Winston and Barbara Helen Hobbs for
New On-Sale Beer and Wine license for Don's Circle Five Liquor, 600 South
Anaheim Boulevard (C-2 zone).
b. Application for Off-Sale General license for The Starlite Market,
910 South Euclid Street (C-1 zone).
No Council action was taken on the foregoing applications.
ALCOHOLIC BEVERAGE LICENSE APPLICATION: Application submitted by Virginia
Belle Hawes and Judy Ann Ratliff for New On-Sale Beer license at The
Huntress, 3a!4 West Ball Road #A (C-1 zone), was presented by the City
Attorney to the City Council for their information.
On motion by Councilman Dutton, seconded by Councilman Chandler,
the City Attorney was authorized to file conditional protest wi±h the
Alcoholic Beverage Control Board against said application, pending
approval of appropriate conditional use permit application. MOTION CARRIED.
ANIMAL CONTROL SERVICES: Council consideration of recommendation that Anaheim
Animal Control Operations be transferred to the County of Orange, was cOntinued
from the meeting of January 25, 1966, for further study.
Administrative Assistant Fred Sorsabal, briefly reviewed
recommendations as previously submitted. He noted that today was the last
day to obtain dog licenses at the City Treasurer's Office, and if the City
Council approves the transfer, licensing by the City could be suspended
immediately so that the public would not be penalized for late applications
for do9 licenses.
In answer to Council questioning, Mr. Sorsabal noted the basis
of his recommendation, that the primary reason for licensing of dogs was
to control disease, and it is currently estimated that only one half of
all dogs in the city are licensed. He further referred to the report
submitted, no~ing the advantages to the city should the operation be
transferred.
At the conclosion of Council discussion, Councilman Schutte
moved that transfer to the County of Orange of animal control operations be
approved~ and the sale of dog licenses by the City of Anaheim be suspended
until such time as the County of Orange can commence servicing the City.
Councilman Chandler seconded the motion. MOTION CARRIED.
ANAHEIM STADIUM - ALCOHOLIC BEVERAGE LICENSE APPLICATION: Councilman Chandler
reported on Alcoholic Beverage License application for Anaheim Stadium ad-
vising that the Alcoholic Beverage Control Board has approved the license
with the restriction that there be no "hawking" of beer in the stands, as
stipulated by the City of Anaheim.
RESOLUIION NO. 66R-ga: On the recommendations of the Assistant City Manager,
Councilman Chandler offered Resolution No. 66R-9~, adding Kennedy High
School to the contract with Anaheim Union High School District for student
play at the Municipal Golf Course°
