RESOLUTION NO. 62R-996: Councilman Krein offered Resolution No. 62R-996 for adoption. Refer to Resolution Book, A RESOLU[ION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING AND DIR- ECTING THE PAYMENT OF DEMANDS AGAINST THE CITY AS OF NOVEMBER 13, 1962. (Warrants Nos.21,220 to 21,572, both inclusive, totaling $1,927,177.26.) PROPOSED ZONING ORDINANCE - PROCEDURAL SECTIONS: City Attorney, Preston Turner, explained and presented to each Councilman for study and review the procedural sections of the new proposed zoning ordinance, and suggested %ha% the resolu- tion referring said procedural sections to the City Planning Commission for proper public hearing and recommendations be placed on the November 20th agenda. 6~54 City Hall, Anaheim, California - COUNCIL MINUTES - November 13, 1962~ 3:90 P.M. RECLASSIFICATION NO. 54-55-6 AND VARIANCE NO. 1356: Request of Loran D, Covington for refund of cash bond, posted in lieu of construction of masonry fence, pursuant to Variance No. 1356 under the name of Herbert Lawson, was sub- mitred. The City Manager explained that the adjacent property was zoned R-O, but has been rezoned to R-3 (Reclassification No. 61-62-108), with only the southerly seventy-eight feet remaining in the R-O Zone, and recommended that the wall be required adjacent to the R-O property only. Subject files were reviewed by the City Council and discussion held; at the conclusion thereof and on the recommendations of the City Manager, it was moved by Councilman Krein, seconded by Councilman Schutte, that Covington Brothers Construction Company be required to construct the block wall on that portion adjacent to the R-O property only, and the bond be released thereafter. MOTION CARRIED. RECLASSIFICATION NO. 58-59-99 - EXTENSION OF TIME: Request of Del Walton, Tyee Park Estates, Inc., dated September 26, 1962, for one year extension of time to bond, posted pursuant to Resolution No. 5349 in Reclassification Proceedings No. 58-59-99, was submitted, and said request granted, on motion by Councilman Schutte, seconded by Councilman Dutton. MOTION CARRIED. PUBLIC HEARING~ YELLOW CAB SERVICE - PROPOSED RATE INCREASE: Request was sub- mitred by E. A. Slagle, General Manager, Yellow Cab Company of Northern Orange County, Incorporated, requesting permission to increase taxi fares in the City of Anaheim from present rates to .50 minimum and for the first half miler and .10 for each additional one-quarter mile, with .10 charge ~r each one and one-haIf minutes waiting time. The Mayor asked if the applicant was present and wished to address the Council. Mr. E. A. Slagle, applicant, advised that their former rates were .50 minimum and for the first mile, .10 each additional one-quarter mile, and .10 per one and one-half minutes waiting time. He explained the reasons for said request, and advised that the average taxi trip length was two miles. Mr. Murdoch read a comparison of taxi rates in the Los Angeles County area~ as submitted by the Associated Taxicab Operators of Southern California~ and noted a favorable report has been given by the Chief of Police as to the operation of the Yellow Cab Service in Anaheim. Mr. Slagle reported that the present rates have been in effect since 1955, and stated that request for rate increase is also coming before the City Council of the City of Buena Park this evening, and the City of Fullerton has already granted the increase. The Mayor asked if anyone else wished to address the Council, there being no response, declared the hearing closed. RESOLUTION NO. 62R-997: Councilman Krein offered Resolution No. 62R-997, granting an increase in rates, as requested. Refer to Resolution Book. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM GRANTING A RATE INCREASE TO YELLOW CAB COMPANY OF NORTMERN ORANGE COUNTY~ INCORPORATED~ FOR TAXI SERVICE IN THE CITY OF ANAHEIM. None. The Mayor declared Resolution No. 62R-997 duly passed and adopted. 6255 City Hall, Anaheim, California - COUNCIL MINUTES - November 13, 1962, 3:00 P.M. RECLASSIFICATION NO. 61-62-60 - REVISED PLANS: Revised plans dated October 29, 1962, submitted by W. S. Messenger, John B. Kilroy Company, in connection with Reclassification No. 61-62-60, were reviewed by the City Council, together with recommendations of the City Planning Department. Due to a possible conflict of interest, Councilmen Krein and Coons withdrew from the discussion and action on this matter. Discussion was held by the City Council and Mr. Kreidt, and at the conclusion thereof, it was moved by Councilman Chandler, seconded by Councilman Dutton, that Union Oil Company plans marked "Rev. 1" Exhibit No. 1, and "Rev. 2", be approved, subject to the inclusion of a planting strip between the driveways, as noted on said plans by Mr. Kreidt, said planting strip to be a minimum of two feet in width. MOTION CARRIED. Councilmen Krein and Coons returned to the meeting. CONDITIONAL USE PERMIT NO. 305: Submitted by Richard and Lucy Anthony, request- ing permission to construct store buildings on property located at 1050 West Ball Road; was withdrawn at the Planning Commission hearing at the applicant's request and on the recommendation by the Planning Commission, with further recommendations of the City Planning Commission that the filing fund be refunded. The City' Council denied said refund at their mee%ing held October 30, i962, as costs had been incurred by the City. Mr. Reese, Plannin9 Director, explained 'the circumstances of the petition and stated the petition should not have been accepted due to a recent Council Policy regarding allowable uses in the Disneyland recreation area. Councilman Chandler moved that 'the previous motion denying said refund be rescinded, and the refund in the amount of $50.00 be authorized, as recommended by the City Planning Commission.
