PROCLAMATION: Mayor Clark proclaimed the month of May, 1970, "Visitor and
Convention Bureau M~nth."
RESOLUTIO~ OF COP~iENDATION: A Resolution commending the Orange County Council
of Y.M.C.A. for their Annual Good Friday Breakfast, to be held March
27, 1970, was unanimously adopted by the City Council and presented
to Mr. James Webb, Chairman of the Good Friday Breakfast Committee.
MINUTES____~ Minutes of the Anaheim City Council meeting held March 3, 1970, were ap-
proved on motion by Councilman Pebley, seconded by Councilman Dutton. MOTION
CARRIED.
WAiVER, OF P, EAD.~NG - ORDINANCES AND RESOLUTIONS: Councilman Dutton moved to waive
the reading in full of all ordinances and resolutions, and that consent to
the waiver of reading is hereby given by all Councilmen, unless after reading
of the title, specific request is made by a Councilman for the reading of such
ordinance or resolution. Councilman Krein seconded the motion. MOTION UNANI-
MOUSLY CARRIED.
REPORT - FINAN~.IAL DEMANDS AGAINST THE CITY: Demands against the City, in the amount
of $701,862.15, in accordance with the 1969-70 Budget, were approved.
D.I~R DANCING...PLAGE PERMIT: Application filed by Gregory J. Sibaila, for dinner-
dancing permit at the Red Baron Restaurant, 3291Miraloma Avenue, was submitted
and granted, subject to provisions of Chapter 4.16 of the Anaheim Municipal
Code, as recommended by the Chief of Police, on motion by Councilman Pebley,
seconded by Councilman Krein. MOTION CARRIED.
LI~ENS~ I~E WA;VER_.' Request of Cecil M. Conner, for waiver of business license
fee for the Mexindian Thrift and Gift Shop, 273 East Lincoln Avenue was sub-
mitted, together with report of the City Attorney's office stating said or-
ganization presently does not qualify for charitable exemption.
On motion by Councilman Duttou, seconded by Councilman Pebley, said
request was denied as recommended by the City Attorney. MOTION CARRIED.
SIDEWALK WAIVE~ - 2220 EAST CERRITOS AVENUE: Request of Mutual Benefit Life In-
surance Company for temporary waiver of sidewalks at 2220 East Cerritos Ave-
nue, together with report of the City Engineer recommending said request be
granted, subject to the condition that no permanent planting or permanent-
type improvemants be permitted within the area reserved for future sidewalk.
On motion by Councilman Dutton, seconded by Councilman Krein, said
request was granted, as recommended by the City Engineer. MOTION CARRIED.

ORANGE COUNTY YOUTH COORDINATOR PROGRAM: The Assistant City Manager introduced
a proposed letter to be signed by Mayor Clark and addressed to Alton E.
Allen, of the Orange County Board of Supervisors, supporting their applE-
cation for a Federal..grant t° set~up~a,-Youth Coordinator,Program.
On motion by Councilman Krein, seconded by Councilman Dutton,
said letter was approved. MOTION CARRIED.
CITY PLANNIH~ COMMISSION ITEMS: Actions taken by the City Planning Commission.
at their meeting held February 25, 1970, pertaining to the following ap-
plications, were submitted to the City Council for their information and
consideration:
VARIANCE NO. 2153: Submitted by William A. Eddy, to establish a sign manu-
facturing concern on M-1 zoned property located on the south side of La
Palma Avenue and a portion of another parcel of land fronting on the west
side of Richfield Road, south and west of the southwest corner of La Palma
Avenue and Richfield Road, with waivers of:
a. permitted uses,
b. required 6-foot masonry wall.
The City Planning Commission, pursuant to Resolution No. PC70-23,
granted said application in part, subject to conditions, except that a 6-
foot masonry wall along the north and east property lines of proposed stor-
age and assembly area of subject property shall be installed at such time
as the expansion of the manufacturing facility occurs or within four years.
VARIANCE NO. 2155: Submitted by ASP Land Company, to erect an additional
free-standing sign on C-1 zoned property located at the southeast corner
of Euclid Street.and Pampas Lane, with waivers of:
a. minimum distance between free-standing signs,
b. maximum height of a free-standing sign,
c. location of a free-standing sign.
The City Planning Commission, pursuant to Resolution No. PC70-24,
granted said application, subject to conditions.
VARIANCE NO. 2156: Submitted by Dr. Edward H. Abrams, to construct three
additions to an existing residential structure on R-O zoned property lo-
cated on the west side of Dwyer Drive, south of Vermont Avenue, with wai-
vers of:
a. minimum required side yard,
b. minimum required rear yard.
The City Planning Commission, pursuant to Resolution No. PC70-25,
granted said application, subject to conditions.
CONDITIONAL USE PERMIT NO. 1156: Submitted by Morris Drul and Steve
Cebrynski, to establish outdoor storage of heavy equipment ohM-1 zoned
property located at the southwest corner of Broadway and Vine Street,
with waivers of:
a. permitted use of a residential structure,
b. minimum required landscaped structural front setback,
c. minimum required landscaped structural side setback,
d. enclosure of outdoor storage areas (withdrawn)
e. required number of parking spaces.
The City Planning Commission, pursuant to Resolution No. PC70-26,
granted said application, subject to conditions.
The foregoing actions were reviewed by the City Council and no
further action taken.

CONDITIONAL USE PERMIT NO. 1157: Submitted by Dr. Irving Moskowitz, to es-
tablish a one-story, 99-bed general hospital in conjunction with a 240-bed
convalescent hospital on C-l'and P-L zoned property located between Anaheim
Boulevard and Lemon Street, north of Ball Road and its nearest point.
The City Planning Commission, pursuant to Resolution No. PC70-27,
granted said application, subject to conditions.
Review of actiOn taken by the City Planning Co-~tssion was requested
by Councilman Clark, and the City Clerk was instructed to schedule the matter
for public hearing before the City Council.
ORANGE C~JNTy ~ONE. CHANGE CASE NO. ZCTO-2: A memorandum from the Development Ser-
vices Department was submitted, pertaining to Case No. ZC70-2, reporting notice
from the Orange County Planning Department that the County Planning Commission
has received an application for multiple-family zoning in the Santa Ana Canyon,
and indicating that if this zone change is approved the applicant will submit
a petition for a use variance for a mobile home park on the same property,
which property runs north of Santa Ana Canyon Road to the Riverside Freeway,
between Mvhler Drive on the west, and Eucalyptus Drive on the east.
The Development Services Department recomended that the City Council
send a recommendation of denial to the Orange County Planning Commission.
Zoning Supervis°r Charles Roberts, with the aid of a sectional map,
indicated the property in question, for which County R-2-4,000 zoning has been
requested. He also cited two previous requests for other than R-1 zoning in
that general area, which were denied, stating that at that time both the City
Planning Commission and City Council indicated that densities greater' than' those
projected for R-1 uses would not be appropciate in that general area. Mr.
Roberts and Assistant Development Services Director Ronald Thompson indicated
that thus far development in this area has been low density in character and
in conformance with land use projections of the General Plan, and establish-
ment of a mobile home park on this site would set a precedent for similar re-
quests in that area.
Councilman Dutton asked what had resulted from studies some time
ago on possible future higher-density sites in that general area.
Mr. Thompson indicated the area studied was on the north side of
the River.
Mayor Clark asked if the developer of this project was present and
wished to make a statement.
Mr. Frank Gelinas, of Santa Ana, representing the American Mobile-
home Corporation, stated that even though this area was not now in the City
of Anaheim, they recognized that some day it probably would be, and thus they
are willing to allow the City of Anaheim to control the landscaping of the
park, and would pay the $50.00 per unit assessment fee that Anaheim requires;
they would also put in two recreational areas, maintain the roads, install
drainage ditches, sewer and water.
Mr. Phil Walsh, 6335 Beach Boulevard, Buena Park, Regional Manager
of American Mobilehome Corporation, introduced a graphic display of the_ pro-
posed project, which is to be a joint enterprise with Pick Realty, a sub-
sidiary of Prudential Life Insurance Company.
Councilman Pebley, stating Hr. Walsh was a tenant of his, thereupon
declared his desire to abstain on this issue.
Mr. Walsh, in answer to density questions, said their plan for
this 44.7-acre mobile home park would be less than 8 units per acre, or 686
people in the park. He felt, under R-1 zoning, this same area could be de-
veloped with 1,263 people.

Councilman Clark brought up the question of adequate circula-
tion.
Mr. Thompson stated this was a consideration in their recom-
mendation, since the 3.5-acre parcel adjacent to the subject site would
be landlocked, according to the plot plan of the proposed development,
since access to Santa Aha Canyon Road is prohibited at this location and
other streets necessary to serve the entire area would not be provided.
Mr. Walsh reiterated that American M~bilehome Corporation was
willing to abide by any conditions set down by the Council.
At the conclusion of the discussion, it was moved by Council-
man D~tton, seconded by Councilman Krein, that the recommendation of the
Development Services Department be sustained and forwarded to the Orange
County Planning Commission. Councilman Pebley abstained from voting on
said motion. MOTION CARRIED.

a. Claim submitted by Allstate Insurance Company~ on behalf
of Charles Chapman, for personal property damages purportedly sustained
on or about February 4, 1970, due to collision with City vehicle.
b. Claim submitted by Aitken & Bradshaw, Attorneys, on behalf
of John Barett Burnett, for personal injury damages purportedly sustained
on or about November 21, 1969, due to purported unsafe and defective
conditions for pedestrians at the intersection of La Palma Avenue and
Sunkist Street.
MOTION CARRIED.
APPLICATION TO FILE LATE CLAIM: It was moved by Councilman Dutton that per-
mission to present late claim submitted by Portigal and Knight, Attorneys
at Law, on behalf of Edward James Wheeler, for purported personal injury
and property damages sustained on or about August 16, 1969, be denied,
as recommended by the City Attorney's office. Councilman Krein seconded
the motion. MOTION CARRIED.

ORDINANCE NO. ~789: Councilman Pebley offered Ordinance No. 2789 for adoption.
Richard Molnaa,' of Anaheim, requested clarification of resale pro-
visions, stating he has been unable to sell his trailer and leave it in the
park.
The City Attorney advised that subject ordinance applied to newly-
established mobile home parks only, and his situation wodld be a matter under
State or Federal Re~ulation, not the City Council.
James Cooper, 304 North Normandie, Anaheim~ objected to the ordi-
nance on the grounds mobile homes are licensed as motor vehicles and thus
should be sold only on commercial lotS. He stated the. situation smells of
pay-off. All Councilmen objected to t.he inference of fraud. He further ad-
vised that the neighboring cities of Huntington. Beach, Garden Grove and Stan-
ton have ruled against closed parks.
Mr. Thomas Ballas, 1450 West James Way, Anaheim, dealer, requested
an amendment be considered that will allow a tenant to purchase his mobile
home from anyone he chooses. Mr. Ballas questioned the legality of the ordi-
nance, and whether it violated the Clayton Act. It was the City Attorney's
opinion that it was not a violation of the Clayton Act, and not illegal.
In view of .evidence presented that neighboring cities have adopted
ordinances prohibiting closed parks, and at the request of CoUncilman Krein,
Councilman Pebley withdrew his motion offering OrdinanCe No. 2789 for final
reading and adoption.

William R. Taylor, Sales Manager, American Environment Corpora-
tion, and o~ner and operator of a mobile home park in Santa Aha, refuted
a statement previously made by a speaker that premium prices would have to
be paid if a park were allowed to demand a mobile home be purchased from
them, since he has found in selling mobile homes in his park his prices
are comparable and sometimes lower'than that~of a co~mmercial dealer.
Denny Dickinson, owner of a mobile home park in Anaheim, stated
he felt the Ordinance should be adopted as presented and without amendments.
Councilman Krein moved that decision on this matter be delayed
to the meeting of April 7, 1970. Councilman Clark seconded the motion.
Motion failed to pass for lack of a majority vote.

JUDICIAL REVIEW OF LOCAL AGENCY FORMATION COMMISSION ACTIONS: The Assistant
City Manager recommended the City Council support pending legislation to
provide judicial review of Local Agency Formation CommissiOn actions, and
suggested City Attorney Joseph Geisler and Administrative Analyst John
Harding appear before the Committee reviewing this matter in Sacramento,
on March 19th.
On motion by Councilman Krein, seconded by Councilman Schutte,
City Council support was authorized, as recommended by the Assistant City
Manager. MOTION CARRIED.
AEROSPACE INDUSTRY: The Assistant City Manager asked if any action was desired
to support the efforts of the California Aerospace Industry in attempting
to obtain a two-billion dollar contract for B-1 Strategic Bombers.
No Council action was taken.
AGREEMENT - ANAHEIM STADIUM- PIEROSE MAINTENANCE CORPORATION: On motion by
Councilman Pebley, seconded by Councilman Schutte, authorization was gr~nted
to proceed with negotiations of a contract with the Pierose Maintenance ·
Corporation to provide game day maintenance services for the Stadium for
all major league baseball games, as recommended by the Assistant City Mana-
ger, City Attorney, and the Stadium-Convention Center Director. Final
document to be returned to the City Council for further consideration.
MOTION CARRIED.
PROPOSED LEGISLATION, BONDS - WATER: The City Attorney reported a request from
Water Superintendent August F. Lenain, for permission to participate on a
committee chaired by the Director of the Orange County Water District, sup-
porting Proposition 7 and the Peripheral Canal Project.
The City Council found no conflict, and authorized participation
as requested.
PLACENTIA ANNEXATION 69-1: The City Attorney introduced a letter from Harold
M. Stern, President, Hage Inc.,who owns two parcels of land adjacent to
Anaheim, which land is part of proposed Placentia Annexation 69-1. Mr.
Stern requested his property be annexed to Anaheim, in the event the Pla.-
centia annexation should fail.
On motion by Councilman Schutte, seconded by Councilman Pebley,
Mr. Stern is to be notified that the City Council go on record as interested
in annexing subject property, as requested by Mr. Stern. MOTION CARRIED.
On motion by Councilman Dutton, seconded by Councilman Krein,
the City Attorney's office was authorized to bring any action, or join
in any action, to test the legality of the Placentia Annexat{on 69-1.
MOTION CARRIED.
RESOLUTION OF COMMENDATION - NAVY LIEUTENANT LEO G. YODER: On recommendation
of Councilman Clark, the City Clerk was instructed to prepare Resolution
of Commendation to Navy Lieutenant Leo G. Yoder for courageously steering
his faltering plane away from Anaheim residences on March 13, 1970.
BOND ISSUES - CITY NEWSLETTER - REQUEST, JAMES H. TOWNSEND: Mayor Clark re-
ported a verbal request was received from Mr. James H. Townsend that when
the City Newsletter is published outlining the bond issues he be given
space to publish why they should not be approved.
Mr. Geisler advised that the basic obligation of the City in
publishing the Newsletter was to inform the people of the facts, and it
would be improper to editorialize either for or against the measures.
However, in this instance, since Mr. Townsend has officially filed argu-
ments against the measures, the official arguments both for and against
could have been printed; this being another method in addition to inclu-
sion with the sample ballots of informing the people. Amy one side, either
pro or con, would be improper.

Nr. Geisler further reported he had examined the forthcoming News-
letter, and in his opinion,the articles pertaining to the bond measures are
factual omly and do not encourage either a "yes" or "no" vote.
On motion by Councilman Krein, seconded by Councilman Dutton, Mr.
Townsend was to be informed that his request cannot be granted, since the
City Newsletter is only a fact sheet and cannot be used to editorialize.
MOTION CARRIED.
AMB~CE SERVICE: Mayor Clark introduced a letter from Carl G. Paladini, Presi-
dent of Schaefer's Ambulance Service, asking for a decision on their previous
request to be placed on the Anaheim Police Department rotation list.
The Assistant City Manager stated their investigation revealed the
present service appeared adequate, as far as the Police Department is concerned,
and that the basic charge for the existing service is comparable with those
of other cities.
Following discussion by the Council, it was moved by Councilman
Krein, seconded by Councilman Dutton, that previous Council action be re-
affirmed and that Mr. Paladini be informed that the service as presently
exists is satisfactory. MOTION CARRIED.
