Anaheim Chamber of Commerce Resolution dated Septembem 15, 1970, opposing adoption of said Resolution was submitted and read. Mr. Thompson referred to report submitted by the Development Ser- vices Department recommending, should the Project be considered favor~bly,~'~ that the Resolution be specifically limited to this particular proposal and to the site under consideration. Mr. Robert Hirsch, 15233 Ventura Boulevard, Sherman Oaks, Cali- ~fo~nta., referred tO..his former appearance-before the'City Council on this subject. Mr. Hirsch advised that should the request be granted and.the Resblution adopted, they would be filing a variance application to reduce the apartment sizes'. 'He.'fUrther'reported'that the~'uni_.ts in· the projects~ they presently operate"are between.1540 Square..feet..and600 Square feet in size. He felt there was a definite need for this type of development and noted that the location was ideal. , He ~tated that .t.he proJec~ is,de- signed particularly for the senior, citiz~nftenant, h~Ving 'safety. rails in the bathrooms, lower light'switches, ramps--for wheel ch~!r.s, and cen- tral recreational room. .... In explaining the proposal, Mr. Hirsch reported that to qualify, a tenant must have less than;$5,000.O0, in liquid a~set~..not counting ow- nership of an automobile; a single person may have a maximum income of $250.00 per month; a couple, $300.00 per month. He further reported that Old Age Security allows-mingle people over age: 62,$t86..00. per month, of which- $63.00 is'for rent. ,~he.Federal. Gover~ment would subsidize the difference between the $160.00 per month rent, and the $63.00 allowance, 25% of the qualified tenants are eligible for 70% rent subsidy, and 75% Of' the qualified tenants are eligibte f~r 60%...subsidy., In answer to Councilman Pebley's question, relative to building costs, Mr. Hirsch reported that followingGoverr~ent~requirements and specifications for each individual component, that is labor and material, costs'are $13~00 per square.fo~t, for construction,., not including the cost of ~and, financing, or ar-chi~te'ctural fees. Councilman Pebley noted that the estimated cost of each unit on this basis would be $7,150.00, and that such a project would be as- sured success and 100% occupancy with the tenant paying $60.00 per month and' the,Federal GOvernment. paying.the $t00,00 balance. Mr. Hirsch replied that the Federal Goverr~e..nt ltmit~ the de- veloper to a 6% return on a 10% equity investment. The loan is a 90% loan and the project must'b~, cos~ certified. Councilman Stephenson qugz-t~oned the. fairness of"such a p~oJect to other apartment house owners, who have provided larger unit.s and re- ceived less rent. - _ Councilman Pebley repo~ted that according ~0 i~formatt0n he had Obtained within an-8-mille radius of City Hal-l,..involvi~g between 4,000 and 6,000 apartment units, a ,25% vacancy factor can be.expec.ted~ by January or Febzuar_y. . . Mr. Hirsch reported he was aware of the .survey made by one of the leading banks where al0% vacancy factor is estimated in Orange County, However, in his opinion, they would not contribute to this problem as they have found their tenants are-~hose presently li~ing with relatives. He further reported that i~n, all of their existing projec=s the average age is 74 years; over~85% women, and approximately 10% or 11% couples. 70-~77 City Hall, Anaheim, California - COUNCIL MINUTES - September 15, 1970, 1:.30 P.M~ Councilman Dutton reported that the Senior Cit'izens group in this City number~.'over 1,000, and there has never been any demonstrated need on their part for such a project. This being the case, the tenants, in his opin- ion, would come from other than the Anaheim area. Mr. Hirsch advised.that~ as a private developer, he could presently build under Section 236 FHA Projec~ (Family-type), which would not require any legislatiOn on the part of the City, and still be entitled to an interest subsidy of up to 7-1/2% of a total 8-1/2%. In conclusion, Mr. Hirsch stated they would welcome the City's sup- port and that the variance previousl~ referred to would be primarily on the size of the units, recognizing that senior citizens do not need larger apart- ments, nor would the project be economically feasible if larger apartments were required. Councilman Clark requested a statement from the City Attorney as to whether the City Council could limit the approval given by the adoption of the proposed Resolution to a specific site and to senior citizens only. He further added that if the adoption 'of such a Resolution gave a carte blanche to developers for this type of project, he would be opposed to any such action. Councilman Clark was concerned with the possibility of being dis- satisfied with the way project either proceeds or is handled, and the possi- bility of lOsing all authority in future develOpments. Hr, Hirsch offered to show' the City Attorney how the law is inter- preted, and how a specific project can be designed entirely for the elderly, under this program. Mrs. Joan Riddle, President of Anaheim-Garden Grove League of Women Voters, advised of,~thelv"in4.de~th'/study of housing Problems and urged favor- able consideration of said Resolution, stating reasons therefor. In their opinion, Sufficient control by the City Council would be maintained. Councilman Pebley asked if Mrs. Riddle felt the City~Council should be a party to requiring payment of 28 cents per square foot for housing, He further stated that $160.00 per month rent would purchase a 550-square foot unit, and.on the same basis, a two-bedroom, 1,000~square foot unit would de- mand $280.00 per month rent. 70-478 City Hall, Anakeim, Califo'ruia-cOUNCIL MINUTES- September 15, 1970, '1:30 P.H. Mrs. Riddle advised tha~ their request to the City Council is to endeavor to find a way to'suppiement rents for the elderly people. Mr. Harold B. T01ar, President.of Anaheim Board of Realtors, Sdbmitted and read a re~olution adopted by the, Civic Affairs Committee and Board of Directors,supporting the concept of providing for housing for the elderly, handicapped, or otherwise underprivileged~ however, it was their opinion that the propospd pf°ject would no~fulfull this. need or contribute to the betterment of A1l. aheim. In answer to questi6n raised.by Coqncilm~.~n, Clark as. to why it was their opinion this development did not qualify, Mr. Tolar replied that one of the basic areas and, reasons was~,the cost. He stated that they were faced dally with rental' problems and, in their opinion, the rent was not only exhorbitan~u~l ridiculously high and could not be con- sidered low re~t for low-,income, groups. Mrs. Ann Mddison, Chairman of the Planning and Zoning Committee for the Anaheim Board of Realtors, advised of a joint meeting with the Civic Affairs Committee, at ~whiCh time it was unanimous that they recom- mend disapproval without prejudice, Mrs. Madison conf{rmed the reasons stated by Mr. Tolar., and ad- vised that most elderly people receive less than $200.00 per month, and on this basis they would be paying $50.00. per month and the taxpayers would be paying the difference.. They also were of the opinion that group- ing all 10w 'income people in a single comPlex would tend to .create a ghetto- like atmosphere. Further, this particular project might not benefit local people in need, nor can they ~uarantee.:that they would rent to people 62 years of age or older or to the handicapped. Mrs. Madison also advised that this would ,create. unfair compe~ tit.ion to other apartment hOUse owners in the area who~could not be ~uar- anteed similar rents for comparable property. Mr. Heald advised the philosoP'.hy and their position remains the same. He asked if a particular project can be subsidized, why cannot an individual who now owns property be subsidized. 70-479 City Hall, Anaheim, ~li~ornia' COUNCIL'.MIIilI~ES' September 15, 197O, 1:30 P~M. Mr. James Townsend addressed the Council.in opposition to the pro- posed rent supplement Resolution, recolending it.be denied, stating his rea- sons therefor= Mr. H.W. Dah~, General Manager of Community Management of two home- owners associations, adjacent to subject property on which the project is pro- posed, and representing AnaheimVfllage No. 1 and 3, and Gramercy Park Nos. 1, 2, and 3, all being condominium townhouse projects, addressed the Council, expressing their opposition to the proposed projeCt and submitted a letter representing 65 of the 72 homeowners in Anaheim Village No. 1, in opposition. Mr, Dahl reported that this is at present a congested area, and that Glenoaks is the only through-street in the area, with no other-access avail- able. He further advised that the proposed development would be adjacent to their park and playground area which, in their opinion, would not be com- patible to a senior citizen develoPment~ Mr. Hirsch advised that they'would be agreeable, and he would at- tempt to work out with the HUD that the rent supplement Resolution be limited to this facility being for only senior citizens and limited to this specific location. He stated that they only intend to take senior citizens and the pro- ject will be operated by private management, supervised by FHA Management"~eam. He noted that no greater density has been requested, and agreed to plans and Mr. Hirsch further advised that the rent includes u~llities, refri- gerator, air conditioning, built-in oven and ranges, and that 28¢ per square foot is a purely mythical figure; that FHA requires they use Federally~appr°Ved materials, and management is subject to periodic reViews, with repairs and re- placements provided through an impound fund. Mr. H'.~.ch reported that the City of Long Beach has recently approved a project for th~m, representing 230 units, and La Puente presently has a simi- lar development, He stated there will be a $1,000,000.00 mortgage, of which $100,000.00 represents their inves~ment, on which there will be..a3~'~e~urn on the investl~ent, plus a 5%management fee. In his opinion, this was not unfair to other s~artment owners, as a ireatmaJority of their tenants lived with relatives prior to coming to them. It was considered sufficient evidence had been presented, thereupon Mayor Dutton declared the hearing clOsed. Councilman Pebleymoved said request be denied. Councilman Stephen- son seconded the motion, Before voting on the above motion, recognizing a senior.citizen wished to speak, the hearing was reopened on motion by Councilman Pebley, seconded by Councilman Stephenson. MOTIO~ CARRIED. Mrs. Mary Berlin,:148 West Lincoln Avenue, Board Member of the Senior Citizens Organization, representing 1,350 members, felt that a 92-unit project would not help them. In her opinion, if such a project was considered, it should be in downtown Anaheim. Further, she was of the opinion that the City Council was correct in denying the request. The-motion to deny said request was restated.'
