The purpose of said meeting is to explore the desirability and feasibility of formulating a. Community Coordinating Council, or Ex- Change. He advised that representatives from thirty to forty social and service organizations are expected to he ~resen% at:said meetin~~ and that representatives from other Coordinating Councils will present some of the advantages to he gained, and will answer questions. Mr. Robert Mickelson reported that the initiation of Reclassi- fication No. 64-65-20 and Area Development Plan No. 8 was a result of request by the City Council at the time C-O zoning was approved at 314 West Ball Road (Lot No. 3 of subject property). He advised that during the time subject application was under consideration by the Planning Com- mission, a city-wide study of the approximately 2,700 homes which front on or side on arterial streets and highways was initiated to determine the best and most practicable uses for said properties. That because this study is not completed, it was the recommendation% of the Planning Staff to the Commission that subject reclassification be denied without prejudice, with a new reclassification to be initiated when said study is completed. Mr. Mickelson called attention to Area Development Plan No. 8, Exhibits A, B, C and D, posted on the east wall of the Council Chamber, and to Resolution 1546 recommending approval of Exhibit B, as a feasible means of development in the event the properties are approved for commercial zoning; and he noted the further stipulation contained in said resolution, that should future evidence be submitted indicating that plan "B" is not a feasible means of development, alternative methods may be recommended for adoption. ' ' The Mayor Pro Tem asked if anyone wished to address the City Council in favor of the reclassification. Mr. J. E. Miller, owner of property at 302 West Ball. aoad, addressed the Council noting the extremely heavy industrial and commercial traffic on Ball Road, which is the only· route from the Santa Aha Freeway serving Anaheim's southeast industrial district and commercial areas. In his opinion, traffic noises render subject properties unsuitable for single- family residential use, and he reported that a traffic count taken by the City of Anaheim in 3uly of 1964, revealed 23,000 vehicles using Ball Road during a 24 hour period. Mr. Miller submitted copies of brochures from the City of Anaheim and the Angels Baseball Club, which contained a map illustrating Ball-Road as one of the major accessways to the Anaheim Stadium. He noted that the industrial-commercial area served by Ball Road is an estimated 30 PerCent saturated, and with the baseball stadium in operation,-together with pro- jected Orange County Refuse Transfer Station, amusement center and additional industry and businesses, the traffic problem will be compOQnded. ~ Mr. Miller was of the opinion that in view of the traffic situation, and considering C-1 zoning approved on the property located at the northeast corner of Ball Road and Palm Street, plus existing commercial zoning on the north side of the street, it was only logical to zone subject properties commercially. He requested that the City Council grant subject reclassification. Mr. George Rose, 222 West Ball Road (southeast corner of Ball Road and Claremont Street), advised that he is the owner of a one half acre parcel, that a' variahce, waiJ~denied him in 1957, and he has been conducting an accounting office in his home, Mr. Rose noted that the alley extension as proposed on Area Development Plan No. 8 would bisect his property, and he was in accordance with said alley extension, provided that the zoning is changed tO allow the construction of an office building on the front portion of his property, with parking to the rear. Mr. Gale Hartman, 2406 Ivy Place, Fullerton, addressed the Council advising that he is the owner of the largest parcel in 'the 'study ar.e~,..~just east of Palm Street, and requested that the alleyway extension to the north, as proposed, be relocated to eliminate the "L" shaped division of his parcel; and he further requested that subject reclassification.be granted, Mayor Pro Tem Dutton asked if anyone else wished to address the Council in support of subject reclassification, there being no response, asked if anyone wished to offer ~pposition. 8545 City Hall. Anaheim, California - COUNCIL MINUTES - March 30, 1965, 1:30 P.M,_ Mrs. Irene Welton, 1024 Cambridge Street, referred to converted residential buildings in other parts of the City, and requested that if C-1 zontng~is granted, removal of the existing residential structures be re- quired prior to development of properties. Mr. Robert W..Bernard, 319 West Berry Street, requested that C-O zoning be approved on subject properties to protect adjacent property owners from possibly less desirable uses on subject properties. Mrs. Florence Hill, 1137 South Lemon Street, stated that although she was not opposed to the proposed reclassification, she was concerned about hazardous traffic conditions on Ball Road, particularly as pertained to elementary school children in the neighborhoOd. Mayor Pro Tem Dutton asked if anyone else wished to address the City Council, there being, no response, declared the public hearing closed. The City Clerk advised that a telephone call was received in her office from Mr. Luigi Savaneschi, of McDonald's Walk-Up Restaurants, ad- vising that a letter will be forwarded to the City Council setting forth their approval of the proposed change in zone. Mr. Mickelson advised that the City Planning Commission felt that neither the C-1 nor the C-O zone, as currently constituted, would be appro- priate to apply to all properties under consideration. Variance No. 5526, proposing the establishment of an auto laundry with three gasoline pump 'islands, located on the north side of ~incoln Avenue, approximately 150 feet'west of Brookhurst Street, recommending consideration of the following: i~ .That access .to Polk Street be denied by dedication of access rights, 2. That a 6-foot masonry wall be required along.the Polk Street property line to separate the commercial use from the residential development. 3. Orange County Street Naming Committee - County's Master.Plan of Arterial Highways between Nev~oort Boulevard and Deodara Street, north of Brea, 16 miles. On. the recommendations of the City Manager, it was moved by Councilman Pebley,-seconded by Councilman Schutte, that said report be received and filed, and that Anaheim's representative on the Orange County Street Naming Committee be requested to implement the necessary action to accomplish similar changes in other names of streets which extend through both the Cities of Orange.and Anaheim.
