Zoning Coordinator Robert Mtckelson reported that Resolution of Intention No. 62R-335 was adopted April 10, 1962, setting forth conditions precedent to M-1 and P-L zoning for any properties located in the "North- east industrial area"; that since that time a cendttion~reqqiringl, pay~ent · of 15¢ per front foot for planting of parkway trees has been added to standard conditions for reclassifications, and ~ursu.ant to recommendations of the Intemdepaz~mentaL Committee, the City Planning Commission has recommended that the City Council amend said resolution to add the re- quirement, where property is adjacent to an existing or'proposed street or highway. POLICY OF THE CITY COUNCIL - WAIVER OF LICENSE FEES: Councilman Dutton moved that it be the poltcy of the City Council that waivers of license fees will be considered only if the following criteria are met: (1) That the activity is conducted by a civic or charitable organization. (2) That the activity t$ conducted in such a manner that such civic*or charitable organization receives a direct share of the profits. (3) That "charitable purposes" is not 'determined to be a private fund or a building fund for the benefit of the charitable organization. (4) No waiver of license fees, or portton thereof, shall be considered in the event profits from the activity are derived solely by a private individual. Councilman Schutte seconded the motion. MOTION CARRIED. R~UEST - RELIGIOUS R~VIV~L TENT: Request was submitted by Robert P. Lowry, on behalf of Reverend Leroy Jenkins, Tampa, Florida, for permission to erect a tent on undeveloped property, located on the north side of Katella Avenue, between West and Walnut .Streets, to hold religious revival services, tentatively s~heduled between June 18 and July 18, 1965. Reverend Scott, of Tampa, Florida, associated with Reverend Jenkins, advised that the average duration of thetr religious campaigns in any one location has been 17 to 24 days, however additional time has 8609 Citv Hall, Anaheim, California - COUNCIL MINUTES - May .4, 1965, 1:30 he requ,sted to allow for the erection!and removal of ~he:tent..He.reported tb~t the tent has a capacity of 8,000 people; the maximum in attendance at any one time has been approximately 5,000. Council discussion was held, and recommendations from the Planning Department noted. In answer to Council questioning, Reverend Scott advised that Reverend Jenkins, who has been conducting these non-profit campaigns for approximately fire'years, is a Presbyterian minister; that the campaigns are similar to those of Oral Roberts, but on a smaller scale. Funds realized from voluntary donations are used to help support a hospital, retirement home, and other endeavors in the city Of'Tampa. Reverend Scott further advised that they have approximately 25 people in the field who are on their payroll, and~ some local religious groups and church affiliated people will also be associ- ated with the campaign. Further discussion was held, and at the conclusion thereof, Council- man Schutte moved that the decision on this issue be continued one week (May'ili,~lg65).~fpr report f~om.'the~Anaheim. POLICy OF THE CITY COUNCIL: On motion by Councilman Dutton, seconded by Councilman Schutte, the City Clerk was instructed to draft a policy of the City Council, to be submitted to the Council for approval, incorporating the following information: When the erection of tent~ for special events are approved by the City Council, they shall be subject to the following: (1) Approval by the Chief of the Fire Department° (2) Approval by the Chief of Police as to traffic circulation and adequate parking.. (3) Approval of the Director of Public Works as to sanitary facilities, dust control, and the posting of a cash bond to insure clean-up of the Premises, said amount to be determined by the Director of Public Works. (4) Approval of the City Attorney of.a certificate of public liability and property damage insurance in an amount determined by the City A%torn~y~ and the furnishing of evidence as to the identity and responsibility of parties involved. MOTION CARRI£D. RBQUEST - WEB SERVICE CQ~PANY. INC.: Communication dated April 7, 1965, from Mr. Mark G. Ancel, of Baker., Ancel and Redmond, Attorneys representtng Web Service Company, Inc., was submitted requesting an opportunity to address the City Council regarding decision of the Superior Court in the matter pertaining to payment of business license fees for laundry machines. :The City Attorney briefed the past actions of the City Council on requests from the company, noting that the annual license fee was reduced by the Council from $3.00 per machine to $1.00 per machine; after subsequent refusal to pay these fees, complaint was filed against Web Service Company, and the. Municipal Court found the company' guilty of violation of the licens- ing oNdinance, which decision was sustained by the Appellate Division. of the Superior Court. ." Mr. Geisler further advised that in his opinion, this type of business activity has no relationship to those which are included in the gross receipts license fee regulations. The applicants are now requesting to develop the property for a maximum density of 8 units per acre, in accordance with former COunty zoning, and since there is no zone in the City of Anaheim having a maximum density of that requested, the R-2 Zone was applied for, (18 units per acre) and the petitioners stiPulated that if the R-2 was granted, they would then submit application for conditional use permit to allow planned residential development, which would, in effect, limit the R-2 zoning to the lower density. In answer to Council questioning, Mr. Mickelson advised-that the planned residential development is projected for subdivision and individual sale. If the R-2 were granted without the requirement of the lower density, the developers would he able to construct twice the number of units proposed. Councilman Chandler was of the opinion that the change of zone, if granted, should be granted without additional density restrictions. Mr. Mickelson called attention to letter dated March 26, 1965, from the Orange County Planning Commission, noting their opposition to the zoning because of allowable densitY. The Mayor Pro Tem announced that the meeting was scheduled to receive recommendations and comments concerning pending.salary adjustments. from City employees and City employee organizations. Mr. Edward ~. Hartnel, President of Anaheim Police Association, addressed the Council recommending the following: '~ 1. Seven and one half percent salary increase for Patrolmen. 2. Payroll deduction for police life insurance. 3. Clothing allowance adjustment for Warrant Officers. In briefing the contents of written material submitted, Mr. Hartnel reported that a patrolman salary has been out of line for the last four years, and that upon checking the formula used in deriving the recommended salary, it was foun~ that the figures used were those contained in the League of California Cities Survey of the precedihg year, as a result, hy the first of the year 1964, Anaheim's patrolmen salary ranked ninth in the County. He called attention to the training and education required and the apparent competition between cities for quaiified patroimen. With reference to recommendation concerning patrolmen on warrant dmty, Mr. Hartnel referred to his written comments justifying said re- cemmendationa,
