PLANNING DIRECTOR: Robert Mungalt (Secretary, City Planning Commission) MINUTES: The City Clerk was authorized to amend the minutes of the meeting held November 11, 1958, to reflect the true intent of the City Council regarding the acceptance of petition for Street Lighting District, Tract No. 2489, and referring said petition to the Superintendent of Streets for report and recom- mendation, on motion by Councilman Coons, seconded by Councilman Fry. MOTION CARRIED. TENTATIVE MAP - TRACT NO. 3045 - PARK VILLAGE HOMES: Tract located on the east side of Dale Avenue, approximately 674 feet north of Lincoln Avenue, and extends northerly to Crescent Avenue, and contains 168 lots. With consent of the subdivider, action on said map was withheld by the City Council at their meeting of November 11, 1958, for further investigation relative to street width of Dale Avenue. The City Planning Commission approved said tentative map, subject to the following conditions: 1. That pertinent plot and building plans be submitted to the City Council for review. 2. Require that should this subdivision be developed as more than one subdivision, each successive subdivision thereof shall be submitted in tentative form for approval. 3. The erection of a masonry wall along the east side of Dale Street, where the lots back up to this street. 4. Engineering requirements. Mr. Murdoch reported on study made by AdminiStrative, Engineering, Public Works and Planning Departments regarding street tree planting and desired width of Dale and Crescent Avenues. Mr. Paul L. Pierce, subdivider and representative of Park Village Homes, was present and entered into the discussion regarding this tract. 3O30 City Hall~ Anaheim~ California - November 18~ 1958 - 7:00 P.M. At the conclusion of the discussion and on the recommendations of the City Manager, resulting from study made by the departments involved, Councilman Coons moved to accept tentative map, Tract No. 3045, subject to the recommendations of the City Planning Commission, and further subject to the 40 foot half street dedication on Dale Avenue, and indentations at each lot corner, 5 feet in depth; that the indentations be planted with trees in accordance with the recommendations of the Public Works Department; that the 2½ foot strip on Dale Avenue be improved with dwarf junipers; and that Crescent Avenue be 32 foot half street. Councilman Schutte seconded the motion. MOTION CARRIED. TRACI NO. 1646 - FLOOD HAZARD: Petition was submitted and read from property owners in the vicinity of Knott and Western Avenues (copies of which were furnished each Councilman) regarding possible flood damages to their properties resulting from construction of Tract No. 1646, and requesting whatever action necessary to safeguard their properties. Mr. Murdoch read the City Engineer's report to him regarding investigation made; that in the development of this'tract, a portion of the area that was apparently draining water as a part of the Carbon Canyon Wash was filled, however, the develop- ment of the tract has not actually changed the course of the water, and in view of the unofficial opinion received from the City Attorney's office, protective measure should be taken by the property owners as this was not the responsibility of the City. Mr. Bovetz, one of the property owners, addressed the Council and stated that where the subdividers had filled in, it reduced the area that formerly allowed the water to spread from approximately 80 feet to 15 feet. He then read a copy of the letter to the Security Title Insurance Company from H. G. Osborne, Flood Control Engineer, which was incorporated and made a part of the petition to the City Council. Mr. Turner stated that the street patter~of the tract takes water away from the channel and agreed that this was not the responsibility of the City, and the City Council has no action to take. Mr. Domries stated that there should have been no fill allowed until the channel had been built by the Flood Control District; that by filling it, it has moved the course of the water northerly. A letter dated January 23, 1958 was read by Mr. Piersall, received from Orange County Flood Control District, J. D. Brunner, Assistant Flood Control Engineer, confirming the proposed alignment and extension of right-of-way as shown on proposed tract map. Mr. Bovetz advised he didn't want to take action against anyone, he just wanted the channel cleaned out. matter. On this point~ the City Council stated that they would look into the RECLASSIFICATION NO. F-57-58-46: Submitted by Pitman Construction Company, requesting R-3 zoning at the southeast corner of Vermont Avenue and Citron Street. Communication was received from Mr. Arthur Fawver ( owner of the property) requesting clarification of the conditions as established in Resolution of Intent No. 4557. The City Clerk advised that Mr. Fawver requested the R-3 zoning be completed and agreed that the conditions as established in the Resolution of Intent 'were necessary, however, desired to withhold compliance at this time, until the property is either sold or developed; that the conditions then be incumbent on the purchaser or developer of the property. The City Council ruled that compliance of conditions as established by Resolution of Intent must be prior to actual rezoning of the property. DIRECTIONAL SIGNS - DOWNTOWN AREA: Mr. George Strachen, Secretary of the Anaheim Chamber of Commerce, addressed the Council on behalf of the Downtown Merchant's Association, requesting permission to erect two directional signs, 12 feet by 18 feet, on the Santa Aha Freeway, one north of the Lincoln Avenue turnoff, and one south of the Katella Avenue turnoff, reading, "Downtown.Anaheim, turn. off at Lincoln"; signs 3031 City Hall~ Anahe%m; California~ - November 1~ 1958 - 7:00 P.M. to be black and white and be in conformance with City and State requirements. Ihe City Council indicated no objections~ however, signs are to be approved by the City Manager prior to installation.
