A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM, CALIFORNIA, ORDERING THE CANVASS OF THE GENERAL MUNICIPAL ELECTION TO BE HELD ON THE 9th DAY OF APRIL, 1968, TO BE MADE BY THE CITY CLERK OF THE CITY OF ANAHEIM. Roll Call Vote: AYES: NOES: ABSENT: COUNCILMEN: COUNCILMEN: COUNCILMEN: Dutton, Krein, Schutte, Chandler and Pebley None None The Mayor declared Resolution No. 68R-88 duly passed and adopted. POLICY OF THE CITY COUNCIL: Discussion was held relative to certain parking stalls at Anaheim Stadium and the Convention Center, which have been re- served for the City Council's use, and a previous suggestion that the names of the Councilmen be removed from said spaces, and that the reserved stalls be identified by red paint. Councilman Dutton expressed the opinion that the names should be left on the parking stalls, that he desired his name to remain on those spaces reserved for his use, although he felt it should be the right of any Councilman, who so desired, to have his name removed from the parking space. Councilman Schutte stated it was his desire that parking space reserved for his use at the Convention Center be unmarked. POLICY OF THE CITY COUNCIL: Councilman Dutton moved that it be the policy of the City Council to have Council-member names on their parking stalls at Anaheim Stadium and the Convention Center, if they desire, and if the Council- man does not desire to have his name on the parking stall it be left blank. Further, that the entire 8-car parking area reserved for the City Council should be a "No Parking - Tow-Away Zone," posted in a legal form, as furnished by the City Attorney. ANAHEIM STADIUM: Councilman Dutton reported on two 55 to 60-foot palm trees which had been uprooted and reported lying on the ground near 2130 East South Street, for some time. He suggested that the trees be removed by the Parkway Mainten- ance Division and planted at the rear of the outfield section at Anaheim Stad- ium, subject to said trees being placed in accordance with the Development Plan for the Stadium. The City Council indicated their concurrence with Councilman Dutton's suggestion. ADJOURNMENT: motion. Councilman Krein moved to adjourn. MOTION CARRIED. CALIFORNIA PEACE OFFICERS TRAINING FUND - REIMBURSEMENT: Chief of Police, Mark Stephenson, reported reimbursement of $9,402.00 from the Cali- fornia Peace Officers Training Fund, representing 50% of costs for training during the year 1967. Mayor Pro-Tem Schutte presented Chief Mark A. Stephenson Certificate of Appreciation issued by Indiana University, Department of Police Administration, for cooperation extended by the Police Department and extended congratulations on behalf of the City Council. J MINUTES: Minutes of the Anaheim City Council meeting held January 23, 1968, were approved on motion by Councilman Dutton, seconded by Councilman Krein. MOTION CARRIED. WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Dutton moved to waive the reading in full of all ordinances and resolutions, and that consent to the waiver of reading is hereby given by all Councilmen, unless after read- ing of the title, specific request is made by a Councilman for the reading of such ordinance or resolution. REPORT - FINANCIAL DEMANDS AGAINST THE CITY: Demands against the City, in the amount of $625,078.16, in accordance with the 1967-68 Budget, were approved. SIDEWALK WAIVER - 400 WEST VERMONT AVENUE: Request of Ann T. Madison, Agent for Villa Enterprises, Inc., for temporary waiver of sidewalk requirement at 400 West Vermont Avenue, was submitted, together with report from the City Engineer, dated January 30, 1968, recommending that said sidewalk waiver be denied. Mrs. Madison requested permission to address the City Council and advised that the City Planning Commission, pursuant to their Resolution No. PC68-l5, granting Conditional Use Permit No. 996, to allow the day school use of subject property, deemed it appropriate that the City Council consider one-year temporary sidewalk waiver, inasmuch as adjacent properties have not n improved their parcels with sidewalks; further, finding No.6 of said reso- lution provided for a circular drive at the front of the property, to allow L. .. more efficient circulation of drop-off and pick-up traffic. 68-77 City Hall. Anaheim. California - COUNCIL MINUTES - February 13. 1968. 1:30 P.M. In response to Council questioning, Assistant City Engineer, Ralph Pease, advised that the parkway in front of subject property was densely planted and afforded no room for loading and unloading of passengers, however, it was expected that there would be more activity than the circular drive could easily accommodate, and it was his recommendation that if the sidewalk waiver were granted, it be for a maximum period of one year. n On motion by Councilman Krein, seconded by Councilman Dutton, tem- porary waiver of sidewalks was granted, for a period not to exceed one year, subject to no permanent planting or permanent type of improvements being per- mitted within the future sidewalk area. MOTION CARRIED. CONDITIONAL USE PERMIT NO. 256 - EXTENSION OF TIME: Request of Anne Paulus, dated January 23, 1968, was submitted for one-year extension of time to comply with block wall requirement, pursuant to Condition No.5, Resolution No. 62R-688; R-A zoned property located at the southeast corner of Lincoln Avenue and Rio Vista Street. One-year extension of time was granted to bond guaranteeing said block wall requirements, on motion by Councilman nut ton, seconded by Council- man Krein. HOTION CARRIED. PUBLIC DANCE PERMIT: Application filed by Carmen Chavez, on behalf of Sociedad Progresista Mexicana #33, for permit to conduct public dance on February 25, 1968, at Carpenters Hall, 408 West Vermont Avenue, was submitted and granted, subject to provisions of Chapter 4.16 of the Anaheim Municipal Code, as recom- mended by the Chief of Police, on motion by Councilman Dutton, seconded by Councilman Krein. MOTION CARRIED. n TENTATIVE TRACT NO. 5389. REVISION NO.... 3; TRACT NO. 5623. REVISION NO.4: At the request of the developer, the R:A. Watt Company, it was moved by Councilman Chandler, seconded by Councilman Dutton, that Tentative Maps, Tract No. 5389, Revision No.3, and Tract No. 5623, Revision No.4, be continued to be con- sidered in conjunction with public hearing on Reclassification No. 67-68-48. PURCHASE: The Assistant City Manager briefed report from the Street Maintenance Superintendent, dated February 13, 1968, recommending purchase of the Bowles B-l02 Compactor, for compressing refuse, to be used at the Convention Center. Said report described trial period using stationary packing unit at the Con- vention Center, resulting in savings in cost of refuse removal of approxi- mately $270.00 per month, plus labor costs. r On the recommendations of the Assistant City Manager, Councilman Krein moved that purchase of said equipment be authorized in the amount of $8,600.00, plus tax, pursuant to quotation dated February 9, 1968, from S. Vincen Bowles, Inc., Sun Valley, California. Councilman Dutton seconded the motion. MOTION CARRIED. TRANSFER OF FUNDS: On motion by Councilman Chandler, seconded by Councilman Dutton, transfer of funds in the amount to cover purchase of Compactor from the Coun- cil Contingency Account was authorized. HUNTINGTON BEACH - PETITION FOR EXCLUSION FROM THE ORANGE COUNTY HARBOR DISTRICT - REPORT: Mr. Davis reported on the status of the petition filed by the City of Huntington Beach for exclusion from the Orange County Harbor District, formed in 1934; hearing before the Local Agency Formation Commission to be held Feb- ruary 21, 1968, advising that several cities had taken a position on the issue. He further advised of his attendance, with Mayor Pebley, at the Executive Board Meeting of the Orange County League of Cities, February 8, 1968, where they heard a report of the committee which had been studying the matter, which report would be duplicated and forwarded to the City Coun- cil. PROPOSED EXTENSION OF SUNKIST STREET: Councilman Schutte briefly explained alter- native alignments considered for the extension of Sunkist Street from Ball Road to Howell Avenue. ANAHEIM STADIUM - PROPOSED ALTERNATE POWER SOURCE: In response to Councilman Chandler's question, Mr. Davis advised that a study had been made for pos- sible alternate power source at Anaheim Stadium, in the event of a power failure, and copies of the report on said study would be forwarded to the City Council in the near future. "ELK OF THE YEAR" - HAROLD B. PAINE: Mayor Pebley announced that a City employee, in the Property Maintenance Division, Harold B. "Swede" Paine, had been named "Elk of the Year" for this area, at a special luncheon today. The City Council extended hearty congratulations to Mr. Paine. TOURISM PROMOTION - MAYOR PEBLEY: Mayor Pebley was granted permission to attend the "Gladhanders" Special Tourism Promotion in conjunction with the Anaheim Area Visitor and Convention Bureau, February 14 and 15, 1968, in San Francisco.
