PRESENT: COUNCILMEN: Chandler, Coons, Fry, Thompson and Schutte. ABSENT : COUNCILMEN: None. PRESENT: CITY MANAGER: Keith A. Murdoch CITY ATTORNEY: Preston Turner. CITY CLERK: Dene M. Williams The Mayor called the meeting to order and announced that th$ meet- ing of July 12, 1960 was adjourned to this date for the purpose of further considering a wage scale for city employees. He then requested CounCilman Chandler to give the report from the City Council on the matter of the wage scale. Councilman Chandler presented document marked Exhibit "A" and advised that this was the wage scale approved by the City Council with the following qualifications and amendments: Administrative Secretary, and Chief Clerk on a half-time basis, in Category No. 29, with a legal secretary. A new position of Acting, or Assistant ~lanain9 Director be formed, under Item 53 of Exhibit "A"o ' That in every instance in Exhibit "A" where $17.50 per month will be equal to, or less than 5%, the person iR that pay g~ade shall get'not less than a $17.50 per month raise. That in the balance of Exhibit "A", no individual receive during the first pay period more than a 5% raise over and abGve what he is meceiving hOW. That where necessary, "Y" steps shall be created in the event that this maximum 5% raises places a man between pay steps. Where a man is placed between pay steps, he must attain the next scheduled step before advancing a full step. Further condition, if inequities arise in the operation of this pay schedule, and upon recommendation of the City Manager,....~ and a .proper showing and finding by the City Council of said inequities, the City'Council may and reserves the right to make an adjustment to remedy the situation. The City Council desires to set up a policy on pay schedules and directs the City Attorney to draw a resolution setting 'forth that pOlicy, that the pay schedule, which we are adopting designed to raise the pay schedule of the City of Anaheim comparable with industries and other city governments, and that hereafter only minor adjustments and raises to conform to cost of labor market raises, and costs of living'in the general area and adjustments to the labor market will be considered. This shall be retroactive as of July 1, 1960. Discussion on the above qualifications and amendments was held, during which, Councilman Fry left the meeting (7:50 P.M) and requested the record to show that he was in accordance with the report and approved of t~e salary resolution~ and that his vote "aye" be recorded. RESOLUTION NO. 6148: Councilman Chandler offered Resolution No. 6148 and . moved for its passage and adoption. MINUTES~ Minutes of the regular meeting held July 12, 1960 and adjourned regular meeting held July 13, 1960, were approved on motion by Councilman Coons, seconded by Councilman Thompson~ MOTION CARRIED. PUBLIC HEARING - VARIANCE NO. 1258~ Submitted by Robert Clark, requesting permission to establish a County operated trash transfer station on property ~escribed~ briefly, as located 355 feet west of the intersection of Raymond and Romneya Drive~ running westerly to the easterly right-of-way of the Atchison~ Topeka and Santa Fe Railroad. The City Planning Commission, pursuant to their Resolution No. 279, Series 1959-60, denied said variance. Appeal from action taken by the City Planning Co~mission was filed by Walter B. Chaffee~ Attorney for the Applicantt and public hearth9 scheduled to be held this date. A let%er dated July 13, 1960 from Mr. Walter B. Chaffee, Attorney representing the Applicant, was submitted and read~ wherein it was requested that the appeal previously filed be withdrawn. Councilman Chandler moved to accept the withdrawal of the appeal. Councilman Fry seconded the motion. MOTION CARRIED. Councilman Coons proposed that no further action be taken by the City Council, thereby sustainin9 action taken by the City Plannin9 Commission in denying the variance.
