The City Council of the City of Anaheim met in Adjourned Regular Session in the office of the City Manager. PRESENT: COUNCILMEN: Chandler, Coons, Fry, Thompson and Schutte. ABSENT : COUNCILMEN: None. PRESENT: CITY MANAGER: Keith A. Murdoch CITY ATTORNEY: Preston Turner CITY CLERK: Dene M. Williams CITY ENGINEER: Thornton Piersall Mayor Schutte called the meeting to order. SEWER CONNECTION CHARGES: Resulting from the report of the City Manager and City Engineer regarding a meeting with the Home Builderse Association~ further action on a resolution pertaining to changing the charges established for connections with the public sewage system~ was deferred pending further in- vestigation of the total construction fees Charged° RESOLUTION NO. 6260: Councilman Thompson offered Resolution No. 6260 and moved for its passage and adoption. Refer to Resolution Book. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM CORRECTING OR RELOCATING A CERTAIN BOUNDARY LINE BETWEEN THE CITY OF ANAHEIM AND THE CITY OF BUENA PARK AND DESCRIBING THE CORRECTED OR RELOCATED BOUNDARY. On roll call the foregoing resolution was duly passed and adopted by the following vote: AYES: COUNCILMEN: Chandler, Coons, Fry, Thompson and Schutte. NOES: COUNCILMEN: None. ABSENT: COUNCILMEN: None. The Mayor declared Resolution No. 6260 duly passed and adopted. SIGN APPLICATION: Application of E. Anderson to construct one, 15-foot high unlighted, free standing sign at 2770 West Lincoln Avenue was held over from the meeting of August 30~ 1960 for more detailed information. Mr. Dale Jordan representing Mr. Anderson explained the con- struction of the sign. Artist rendering of the sign, made to scale was submitted and explained by Mr. Jordan. Councilman Chandiez~ moved that permit be granted, subject to review annually, and automatic renewal of said permit if adequate mainten- ance of the sign is continued. Councilman Thompson seconded the motion. MOTION CARRIED. SIGN APPLICATION: Application of Mobil Oil Co. for permission to construct one, 15-foot, 6-inches high, free standing lighted pole sign at 107 Nest Ball Road, was granted on motion by Councilman Chandler, seconded by Councilman Coons. MOTION CARRIED. SIGN APPLICATION: Application of Douglas Oil Co. for permission to construct one 37-feet 3-inches high, free standing lighted pole sign at 100 West Winston Road, was granted on motion by Councilman Chandler, seconded by Councilman Thompson. MOTION CARRIED. SIGN APPLICATION: Application of Bill T. Asawa for permission to construct one 45-foot high, free standing lighted sign at 921 South Beach Boule- vard (Tangiers Motel) was granted on motion by Councilman Thompson, seconded by Councilman Chandler. SIGN APPLICATION: Application of Bill Ward for permission to construct one 16-foot high, lighted projecting sign at 246 East Center Street was granted on motion by Councilman Fry~ seconded by Councilman Chandi er:~ MOTION CARRIED. SIGN APPLICATION: Application of Union Oil Co~ for permission to construct one iT-foot high, free standing lighted pole sign at 1198 North Los Angeles Street was granted on motion by Councilman Chandler, seconded by Councilman Coons. MOTION CARRIED° SIGN APPLICATION: Appiica%ion of Speedee Mart for permission to construct one 25-foot high free standing lighted pole sign at 801 South Euclid Avenue was granted on motion by Councilman Coons, seconded by Council- man Chandler. MOTION CARRIED~ SIGN APPLICATION: Application of Royal Archer Restaurant for permission to construct one 2i-foot high~ free standing lighted roof sign at 8i5 South Brookhurst Avenue was granted provided the height of the sign does not excee~ its distance from the centerline of the street, on motion by Councilman thompson, seconded by Councilman Fry. MOTION CARRIED. SIGN POLICY: In was determined by the City Council that additional study should be given to the regulations governing the erection of signs for the purpose of establishing a workable formula pertaining to height limitations, setbacks etc. CLAIM AGAINST THE CITY: McCRACKEN: Claim filed by Leonard Gerber, Attorney~ for and on behalf of Dennis P. McCracken for injuries sustained on or about 3uiy 18, 1960, John Marshall Elementary School~ in the amount of $i0,000.00 plus $250.00 medical expenses, was submitted. Said claim was denied by the City Council and ordered re- ferred to the City Attorney and Insurance Agent, on motion by Council- man Chandler, seconded by Councilman Coons. MOTION CARRIED. RESOLUTION NO. 6261: Councilman Chandler offered Resolution No. 6261 and moved for its passage and adoption. Refer to Resolution Book. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ACCEPTING A GRANT DEED CONVEYING TO THE CITY OF ANAHEIM CERTAIN REAL PROPERTY FOR AN EASEMENT FOR ROAD AND PUBLIC UTILITY PURPOSES. McDaniel, Engineer, for permission to withdraw tentative map, Tract No. 3614 (County territory) and aisc for the return of $25.00 filing fee was submitted and granted by the City Council, on motion by Councilman Fry, seconded by Council- man Coons. MOTION CARRIED. FINAL MAP, 'TRACT NO. 3676: SubdiviOer, Holland Homes Inc. Tract located on the east side of Knott Avenue, approximately 900 feet north of Ball Road and contains 39 R-i lots. Mr. Piersail repo.~ted that required fees have been paid, the improvement bond posted, an~ 'that City Council has reviewed plans for the tract. He further reported on a condition of the tract imposed by the City Council prohibit-i~g building permits being issued on lots contiguous to the flood control channel unr~ii the storm ohannei is acceptable for drainage. He estimated tha~ the channel would be completed sometime next $umm e r. Mr. McDaniel, Engineer for the tract, requested permission to proceed with the entire building program including the building of the houses adjacent to the flood control channel, providing whatever protection would be considered necessar'~f by the City. He explained that no major fill is required for this tract~ Mr. Murdoch suggested an agreement be made with the Developers of the tract, that if the flood control channel is not excavated prior to the winter rains, the Subdivider would excavate that portion of the channel over to Knott /~venue, the:reby protecting the Domries~ property, Mr. Lyons, Developer of the property, stated that he would be willing to proceed on that basis, and when they were ready to occupy the houses next to the channel, they would proceed to excavate that portion of the channei. Councilman Chandler moved that Final Map of Tract No. 3676 be accepted, and that the occupancy and building on the north tier of lots, being lot I, and 15 to 20, both inclusive, be allowed provided provision for drainage is acceptable by the City Engineer. Mr. Angelo Scaglione favored the reclassification, advising that because of traffic, this ~rea was no longer suited for residential use, and was destined to be commercial. The Mayor asked if anyone else wished to address the Council, there being no response~ declared the Hearing Closed. RESOLUTION NO. 6265: Councilman Chandler offered Resolution No. 6265 and moved for its passage and adoption, granting Variance No. 1274 in accordance with the plans presented, and further subject to necessary street improvements such as curbs, gutters and sidewalks, and the payment of $2.00 per front foot along Lincoln Avenue for street lighting purposes. Refer to Resolution Book. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM GRANTING VARIANCE NO. 1274. On roil call the foregoing Resolution was duly passed and adopted by the following vote: AYES: COUNCILMEN: Chandler, Coons and Thompson. NOES: COUNCILMEN: Fry and Schutte. ABSENT: COUNCILMEN: None. ORDINANCE NO. 1502: Councilman Coons offered Ordinance No. 1502, for first reading, and moved for its passage and adoption. AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING ARTICLE IX, CHAPTER 2 OF THE ANAHEIM MUNICIPAL CODE RELATING TO THE ESTABLISHMENT OF ZONES IN THE CITY OF ANAHEIM AND THEREIN REGULATING THE USE OF LAND, HEIGHT OF BUILDINGS AND YARD SPACES: ADOPTING A MAP SHOWING THE BOUNDARIES OF SAID ZONES: DE- FINING THE TERMS USED THEREIN: PROVIDING FOR ADJUSTMENT, AMENDMENT AND ENFORCEMENT: PRESCRIBING PENALTIES FOR VIOLATION AND REPEALING ALL SECTIONS OR PARTS OF SECTIONS IN CONFLICT THEREWITH. LAND SURVEY: LOS ANGELES STREET & ROMNEYA DRIVE-HOMER AND LEMON STREETS: It was moved by Councilman Coons, seconded by Councilman Thompson, that the firm of Land Acquisition Service be employed to make estimate of values of the 47 lots, as proposed in their letter dated September 1, 1960, and that the expenditure of $2,000.00 for this service be authorized. Hapgood, member of the City Planning Commission, for the ensuing term. Said appointment was ratified by the City Council on motion by Council- man Fry, seconded by Councilman Coons. MOTION CARRIED. EXCAVATION-GOLF COURSE: ~tr. Murdoch reported on the following informal proposals received for the necessary excavation of the area involved in the flood control channel running through the proposed golf course, and recommended the acceptance of the low bid, that of Enco Corporation. Enco Corp. $6,875.00 Foster 8,250.00 Ri 1 ey 10,750. O0 Councilman Thompson moved the proposal of Enco COrp. of Arlington be accepted, Councilman Fry seconded the motion. MOTION CARRIED. RESOLUTION NO. 6269: Councilman Chander offered Resolution No. 6269 and moved for its passage and adoption~ authorizing the purchase of property on the terms previously submitted, with the understanding that the acreage and description of the property be verified.
