Anaheim, California - COUNCIL MINUTHS - November 9, 1965, 1:30 P.M. , _ ' Mayor Krein stated that a good cross section of the evidence had been presented~ and thereupon declared the hearing closed. · RESOLUIION: Councilman Dutton was of the opinion that the City Zoning Code makes it extremely difficult to find a location which would allow the ambulance substation and also residential use of She property, and inasmuch as ambulance service is necessary for the safety and general welfare of the citizens of Anaheim, thereupon offered a resolution amending Title 18 of the'Anaheim Municipal Code to allow ambulance service as a permissive use in the C-0 Zone by restrictive conditional use Permit. Further discussion was held by the City Council, and at the conclusion thereof, Councilman Dutton withdrew the foregoing resolution. On the recommendations of the City Attorney, Councilman Chandler moved that this hearing be continued-for six months (residents in the area to be again notified), and further moved that six months interim permit be granted to allow the operation of an ambulance answering service on subject property, subject to.' (1) The residential character of' the property to be maintained. (2) No repairs to the ambulances to be made on the site. (3) Ambulance to be parked in the driveway on subject property, and not on Euclid Street or Alomar Avenue. (4) The ambulance to use Alomar Avenue in an easterly direction only ~when absolutely necessary. Councilman Dutton seconded the motion. MOTION CARRIED. The City Council directed a study and analysis be made, by the Planning Division and the City Manager's Office, of zoning regulations governing ambulance services in other municipalities, recommendations to be made as to possible amendments to the Anaheim Municipal Code to properly place this use. Mr. Richard Crane and a representative from the opposition requested to be members of said study committee. ADJOURNMENT: Councilman Pebley moved to adjourn. Councilman Chandler seconded th~ motion. PROPO$~ POLICY OF THE COUNCIL - CITY EMPLOYEES:' In accordance with request of Councilman I)utton, draft of Resolution was submitted, which would establish residency requirement for City employees, together with report from the Personnel Director, and communications from Anaheim Municipal Employees Association, and International Brotherhood of Electrical Workers; Local Union No. 47. Councilman Dufton advised that the proposition was advanced for exploratiOn, and that requested reports were just received~ allowing no time for review~ Councilman $chutte recognized the many factors to be considered, however, was of the opinion that residents of the City of Anaheim should be given first consideration for City employment. At the conclusion of the discussion that followed~ Councilman Dutton moved that the proposed policy be deferred approximately 60 days~ and that during the interum~ the City Manager ascertain from those employees residing outside the City of Anaheim their reasons therefor°' Councilman $chutte seconded the motion. LOS ANGELES REGIONAL TRANSPORTATION STUDY (LARTS): Councilman Dutton read portion., of the minutes of the LARTS Area Coordinating .Committee meeting held September 23, 1965, relative to comments made. concerning Article XII of Bylaws for the Transportation Association of Southern California (TASC). He read Article XII, and was of the opinion that the adoption of these bylaws would constitute a merger between LARTS and the Southern California Association of Governments (SCAG). In the opinion of Councilman Dutton, the City Council approved participation by the City of Anaheim in LARTS based on the premise that its purpose was a voluntary conveyance of information and needs to other agencies with interests of a like nature, and formation o'f SCAG was opposed by the City Council. RESOLUTION: Because of the apparent merger of the two organizations, Councilman Dutton offered a resolution withdrawing Anaheim's membership from LARTS. At the conclusion of Council discussion, the resolution offered by Councilman Dutton was tabled, and the Mayor was requested to arrange a meeting of all Orange County Mayors for further exchange of information. Councilman Dutton moved that the City Council go on record opposing the' contemplated merger, and are considering withdrawal of membership from the LARTS organization, further action on the proposed resolution withdrawing membership to be considered after said meeting of Orange County Mayors~ Councilman Pebley seconded the motion.
