A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING AND AUTHORIZING THE EXECUTION OF A COOPERATIVE AGREEMENT WITH /HE DEPARTMENT OF PUBLIC WORKS, DIVISION OF HIGHWAYS, WITH REFERENCE TO CONSTRUCTION WORK ON STATE HIGHWAY ROUTE 72 (ANAHEIM BOULEVARD) UNDER ENCROACHMENT PERMIT NO. 65-12. (West side of Anaheim Boulevard, south from Broadway) Roll call vote: AYES: COUNCILMEN: Dutton, Pebley, Schutte, Chandler and Krein NOES: COUNCILMEN: None ABSENI: COUNCILMEN: None The Mayor declared Resolution No. 65R-910 duly passed and adopted. .ADJOURNMENT: Councilman Pebley moved to adjourn to December 13, 1965, 5:15 P.M., and also move waiver of further notice of said adjournment. The City Council of the City of Anaheim met in adjourned regular session. PRESENT: COUNCILMEN: Dutton, Pebley, Chandler and Krein. ABSENT: COUNCILMEN: Schutte. PRESENT: ASSISTANT CITY MANAGER: Robert Davis. CITY ATTORNEY: Joseph Geisler. CITY CLERK: Dene M. Williams. Mayor Krein called the meeting to order, and announced that the meeting was scheduled to consider further information and facts relative to the proposed requirement that City employees reside within the corporate limits. Regarding the proposed requirement, that employees residing outside the City move into Anaheim within a reasonable length of time, Councilman Chandler submitted and read communication dated December 13, 1965, from Russel O. Roquet, of Roquet Realty, estimating the financial burden of a typical transaction of selling or exchanging a $25,000.00 home. The City Council stated that they had reviewed report from the Personnel Director, dated November 15, 1965, together with letters from the Anaheim Municipal Employees' Association, the International Brotherhood of Electrical Workers Local No. 47, and reports from Department Heads and Non-Resident employees. Councilman Pebley commended the Department Heads on the frankness of their reports. In his opinion, selection of Personnel should be the prerogative of the Department Head, with preference.gigen to Anaheim residents, qualifications being equal. Councilman Dutton advised that the proposed resolution has been completely misunderstood by a great number of People. The subject of Anaheim residency arose when it was learned that several employees who had resided within the City for a number of years sold their homes and moved to other areas; as a result, he requested to be advised of the reasons therefor. Subsequently, written reports have been received from each non-resident employee, the Department Heads, and from the Personnel 9109 City Hall. Councilman Dutton further advised of his concern and the possible desirability of requiring employees in positions having to do' with the public's safety and services to live within a specified radius of the City, or employment station. This, he stated, might apply to the Civil Defense personnel, and the Public Utilities Department, as well as the Police and Fire Departments. In conclusion, Councilman Dutton withdrew the proposed resolution establishing employee residence requirement. Further discussion was held by the City Council, and it was retrained that residency of City employees should be encouraged. At the conclusion of the discussion, Councilman Chandler moved that the City Attorney and the Personnel Director draft a policy for Council consideration, requiring residency within a certain radius of the City, to be applied prospectively to the employment of new personnel, particularly in those areas where time is of the essence in the interest of the health, safety and welfare of the City. Further, qualifications and all other things being equal in the promotion of current personnel, residency within the City will be ~iven preference. Councilman Pebley seconded the motion.
