PRESENTATIONS: Commissioner Richard Jackson of Atlantic City, guest of the City of Anaheim for the purpose of presenting and explaining the "Atlantic City · Jitney System", presented each member of the City Council certificates designating them "Honorary Life Guard of Atlantic City". Commissioner Jackson was presented a key to the City and a certificate naming him "Honorary Councilman of the City of Anaheim". _MINUTES: On motion by Councilman Dutton, seconded by Councilman Chandler, Minutes of the City Council Meefings held December 7 and December 13, 1965, were approved. MID-YEAR SALARY REVIEW: Personnel Director Roy Heissner, presented report of Mid-Year Salary Recommended Adjustments to be effective January 7, 1966, affectin9 approximately 65 percent of the City employees; recommended increases ranging from 0 to 12.5 percent, increasing City costs approximately $110,000.00 for the second half of the current Fiscal Year. Also presented was recommendation reducing the work week of the Fire Department personnel, working a 24 hour shift, from 67.2 to 63 hours per week to be effective March 4, 1966. Mr. Heissner reported that recommendation has been sent to the various employee organizations and suggested that the matter be continued to 3anuary 4, 1966, to allow sufficient time to analyze said reports. Mr. Ward, representing the Anaheim Employees Association, re- quested a one week continuance to study the reports just recently received, and also to allow time to submit'to the City Council recommendations of the Employees Association, which were made to the staff pertaining to the Mid-Year Survey, and to prepare and submit a critique concerning specific recommendations. Sergeant Gene Boyle, representing the Anaheim Police Association, advised that after reviewing the Personnel Director's recommendations, they were in accord with said recommendations. AGREEMENT - SOUTHERN CALIFORNIA WATER COMPANY - EXTENSION: In accordance with the recommendations of the Assistant City Manager, Councilman Dutton moved that the option agreement between the City of Anaheim and Southern California Water Company be extended to March 31, 1966, on the same terms and conditions to allow additional time to finalize purchase of facilities by the City of Anaheim. Councilman Schutte seconded the motion. MOTION CARRIED. PURCHASE - TRUCK: Mr. Robert Davis reported on informal bids received for the purchase of a 45,000 Ton, Cab and Chassis, to be equipped With an eight ton crane for the Water Department as follows~ International Harvester Co., Anaheim Woods-G.M.C., Inc., Anaheim McCoy Motor Co., Anaheim $8,139.94 8,130. O0 8,387.45 Mr. Davis recommended that the second low bid, that of International Harvester Co., in the amount of $8,139.94, be accepted as the lowest and best bid meeting specifications of required heavier frame. TRANSFER OF FUNDS - MAYOR AND COUNCIL OFFICE: Discussion was held concerning the cost of refurbishing an office in City Hall to a class A office for the Mayor and City Council. Mr. Davis reported that the estimated cost would be $2,150.00 to refurbish the office adjacent to the City Manager's office. At the conclusion of the discussion pertaining to the location of the office, it was moved by Councilman Chandler, seconded by Councilman Dutton, that transfer of $5,000.00 from the Council Contingency Fund be authorized to cover expenses of refurbishing an office for the Mayor and City Council; the actual amount needed to be expended not to exceed this amount. MOTION CARRIED. LETTER OF COMMENDATION - ANAHEIM POLICE DEPARTMENT: Mr. Davis submitted and read letter received from the Atchison, Topeka and Santa Fe Railway Company, commending the Anaheim Police Department on the efficiency and control exhibited at the unfortunate train and truck accident on State College Boulevard. On motion by Councilman Pebley, seconded by Councilman Dutton, the City Council authorized a letter prepared, expressing Council pride and commending the Anaheim Police Department. MOTION CARRIED. Mr. Alan Watts, Deputy City Attorney, reported that the Public Utilities Commission is presently conducting investigation in Orange County, for the purpose of up-grading all railroad crossings, and according to his information, a public hearing will be scheduled to be held in Santa Aha in February, 1966. LIBRARY APPOINTMENT: Councilman $chutte moved that Mr. Earl £. Dahl be appointed Member of the Library Board to fill the vacancy created by the resignation of Mr. Arthur Gray. Said appointment was unanimously approved by the City Council° RESOLUTION OF CONDOLENCE - STANLEY ALLEN: Councilman Chandler requested a Resolution of Condolence be prepared to be forwarded to the family of Stanley Allen, recently deceased. . PROFESSIONAL FOOTBALL TEA~ - ANAHEIM STADIUM - NECK)TIATION$ AUTHORIZED: Councilman Chandler moved that Mr. Tom Liegler, Anaheim Stadium and Anaheim Convention Center Manager, be authorized to negotiate on behalf of the City for a professional football team for the Anaheim Stadium; reporting status of negotiations to the City Manager and individual Councilmen upon request. Councilman Dutton seconded the motion. MOTION CARRIED. ~ APPRAISAL - ANAHEIM ELECTRICAL SYSTEM: Councilman Chandler requested the City Manager to investigate and report an estimate of cost for a complete appraisal by a qualified firm of the Anaheim Electrical System.
