OF ANAHEIM ESTABLISHING THE BOUNDARIES OF
THE FIVE POINTS HISTORIC DISTRICT AND TAKING
OTHER ACTIONS IN CONNECTION THEREWITH
WHEREAS, in the 1850s, German imn~igrants originally settled that portion of California then
commonly known as the "Anaheim Col4ny" which grew to become, over time, the City of
Anaheim (the "City"); and
WHEREAS, the original Anaheim Col~.ny encompassed approximately'2,127 acres bounded by
North, East, South and West Streets; ar~
WHEREAS, in 1997, the City established the Anaheim Colony Historic District in order to build
community pride, provide a tangible lin~ to the City's past and to promote the preservation of
unique resources in that portion of the Qi,'ty known as the original Anaheim Colony; and
WHEREAS, the City has participated ip the preservation of certain structures and buildings in
the Anaheim Colony Historic District determined to be historically significant resources through
the acquisition, rehabilitation and disposition of Such structures; and
WHEREAS, the City has also preserve~ historically significant resources in the Anaheim
Colony Historic District by implementir~g numerous Historical Property Preservation Agreements
under the Mills Act, California Governnhent Code Section 50280 et seq. (the "City's Mills Act
Program"); and
WHEREAS, several structures and dist~'icts within the Anaheim Colony Historic District appear
on the National Register of Historic Pla~es, including the Carnegie Library, the Kraemer
Building, the Ka-oeger~elrose District and the Melrose Backs Neighborhood Houses; and
WHEREAS, immediately west of the Anaheim Colony Historic District in an area subsequently
known as "Five Points," Timm Boege established a vineyard in the early days of Anaheim's
winemaking past; and
WHEREAS, the Five Points area became a thriving commercial district in the early Twentieth
Century, serving as the gateway to "DoWntown" for those persons traveling from the orange and
walnut ranches to the west; and
WHEREAS, City staffhas conducted ~ preliminary survey of structures and buildings or
collections of structures and buildings deemed to be potentially important to the history,
architecture and/or culture of the Five POints area (the "Preliminary Survey"); and
WHEREAS, the Preliminary Survey identified approximately thirty-eight (38) structures and
buildings which may be historically significant resources; and
WHEREAS, designating the Five Point~ area an historic district would uniquely identify that
portion of the City and encourage the preservation and rehabilitation of historic and unique
resources in the Five Points area; and '~
WHEREAS, designating the Five Point~ area an historic district would protect investment in
historic and unique resources, increase t~operty values and encourage neighborhood stabilization
in the Five Points area.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES
HEREBY RESOLVE AS FOLLOW~:
Section 1. Designation of Five Poi~lts Historic District. That portion of the City of
Anaheim, California (i) bounded by Lin,:oln Avenue to the north, West Street to the east,
Broadway to the south and the Santa A~a Freeway to the west and (ii) depleted on the "Map of
the Five Points Historic District" which is attached hereto as Exhibit A, is hereby designated and
named the "Five Points Historic Distric!."
Section 2. Adoption of Historic P[¢servation Plan. The Anaheim Colony Historic District
Preservation Plan is hereby adopted as the preservation plan for the Five Points Historic District.
Section 3. Authorization to Creat,~ the Five Points Historic District Qualified Historical
Structures List. The Executive DirectOr of the City's Community Development Department, or
such person's designee, is hereby authoiSzed to create, and update from time to time, a list of
historically significant structures and bfiildings in the Five Points Historic District consisting of
structures that have been restored and rShabilitated in accordance with (i) the rules and
regulations of the Office of Historic prqServation of the California Department of Parks and
Recreation, (ii) the United States Secretary of the Interior's Standards for Rehabilitation and (iii)
the State Historical Building Code, as the same may be amended, restated or replaced from time
to time (the "Five Points Historic Distrik:t Qualified Historical Structures List").
Section 4. Authorization to PartiCipate in Mills Act Program. The owners of those
properties designated on the Five Point.~ Historic District Qualified Historical Structures List are
hereby authorized to participate in the Gity's Mills Act Program.
THE FOREGOING RESOLUTION IS PASSED, APPROVED AND ADOPTED BY THE
CITY COUNCIL OF THE CITY OF ~NAHEIM THIS NINETEENTH (19TH) DAY OF
OCTOBER, 2004, BY THE FOLLOWING ROLE CALL VOTE:
