quested to further study this section of the Code for possible improvement

PROPOSED 1961-1962 BUDGET: Mro Murdoch presented the proposed budget for the
fiscal year 1961-1962, containing the following budget message:
To the City Council and the Citizens of Anaheim~
A vigorous Anaheim calls for energetic actiono The 1961-62
Budget Proposal is in keeping with this spirit, while maintaining sufficient
conservativism to keep the City~s fiscal status soundo
The anticipated expenditure of $15,681,575 is in balance with the
combined expected revenue and funds carried over from the year just completed.
The balance is retained without increasing the nearly traditional $1010 total
City tax rate, and without changing any utility rates or rates for fees and
chargeso
Again this year, capital improvements occupy a major spot. Nearly
28% of the budget, or $4,358,975, is provided for these major improvements 0
$1,244,000 of this amount is for debt service on previously voted bonds.
The remainder, or $3,114,975, is for pay-as-you-go projectso These projects
include: building and equipping Fire Station #6; constructing addition to
City Hall; improving portion of parking lot for La Palma Park events; developing
second nine holes for municipal golf course; reconstructing 12 miles of streets;
installing five permanent traffic signals and several span wire signals;
supplementing storm dra~n construction beyond ability of bond funds to financeo
The electrical division plans to provide service for 200 acres of new
subdivisions at a cost of $70,000; miscellaneous transformer installations
at $225,000; new meters at $80,000; 12 KV transmission line extensions at
$150,000; $230,000 for purchase of some Southern California Edison Company
facilities in accordance with the CityVs agreement with the company, and
continuing participation in joint pole installations with the Edison Company and
the Pacific Telephone Company" We 3re still not able to concentrate on street
light installations to the degree desired, but $73,500 set up for these installations
will show some progress"
The water division expects to install $153,500 worth of new meters.
The remaining improvements this year for our water system are included in
the previously approved Bond Programc
The Park and Recreation Department will spend $132,800 for improvements
in existing parks and will begin development on several acres of new park areao
These improvements will include: installation of new sprinkler systems in 1105
acres of new park area; construction of restroom facilities in four parks; and
construction of walkways and creative play areas in several park areas.
These projects are a part of the CityVs continuing program of improving park
acreage over a period of years wlthin available fundso
Two additional branch library sites will be acquired this year
in the northeast and southwest areas of the Cityo
New sewer construction has been budgeted at $500,0000 This will
construct 9 miles of sewer lines to serve 250 acres or 1000 lots of new
developmento
Under the miscellaneous account in this budget, $350,000 was made
available to carry out one or more special projectso Suggested programs
for these funds were: acquisition of an additional reservoir site; im-
provements to City owned parking 10ts in conjunction with a possible mall
development; partial payment of the City~s share of the cost for capacity
in the Metropolitan Water District~s new Orange County Feeder Line; or
acquisition of additional electrical facilities from the Southern California
Edison Companyo Since the preparation of the budget, it a~pears that the
construction schedule for the East Orange County Feeder will require the
entire $350,000 to be used for this purposeo

In addition to the pay-as-you-go capital improvement, the pro-
jects previously authorized by Bond Issues are going ahead rapidlyo
The electrical substations and transmission lines are completed
and will all be in operation by September 150 The 60 million gallon
water reservoir in the hills east of Olive is taking shape and should be
usable next springo
Bids will soon be retaken on the branch library for the western
section of the Cityo The Library Board has just selected an architect for
the new main library, so plans will soon be forthcomingo
The police facility construction was delayed for site selection~
Every effort should now be made to remedy this critical needo
Site has been purchased and architectural plans are underway for
a fire headquarters station at Broadway and Melrose. Sites for stations
6 and 7 should be acquired as soon as possibleo
That portion of the street widening program financed from bond
funds was slow in starting while rights of way were acquiredo The program
is now moving wello
The east Ball Road storm drain is in operation; the west Ball
Road drain is under constructiono The remaining drains should all be
completed this yearo
A total of $807,766 has been spent or encumbered for acquisition
of 55 acres of park land under the bond program& Negotiations are under
way for additional land, and it is anticipated that the balance of
$592,234 in the Park Bond Fund will be spent this year.
Several organizational changes have been planned in this
budgeto In addition to the Engineering Department which was combined
under the Public Works Department last fiscal year, the Public Works
Department includes the new Municipal Golf Course Divisiono This new
division will have complete responsibility for the completion of con-
struction and maintenance of the new golf courseo
The Finance Department has a newly created Data Processing
Division set up to begin processing of utility billing and payroll
operations on punched cardso Other data operations will be placed on
these machines as rapidly as possiblea
While no budgetary changes are involved, it is planned to con-
solidate the electrical inspection function under the Building Departmento
This change will be made as soon as existing space is converted into an
office for the Electrical Inspectorsn
'The Plann~ng Department will add several new personnel this
year to begin a program of gathering basic research datao While this
material is necessary to complete the studies for the General Plan,
the same material will also be necessary if the City enters into any
urban renew;)} programo It is recommended thr:Jt the Council m3ke some
decision this fiscal year concerning urban renewalo If the City
undertakes such a program, the Council should also determine the best
mQ~ns of financ 09 the program, whether from Federal funds, City funds,
private capital, or a combination of one or more of these methodso
Since emergencies or the need for unforeseen expenditures may
arise during any flscal year~ a sound budget program should include
some provis on for these possibilitieso A contingency fund of $200,000,
or slightly over 1% of the total budget, has been provided for this
purposev These funds are under the direct comrol of the City Council,
and no expenditures from these monies will be made without specific
authorization from the Councilo
Budget preparation is only one part of a sound fiscal programo
An equally important part is budget administration, or a system of con-
stant checks and reviews to see that the policies and projects are

The City Planning Commission, pursuant tofueir Resolution No. 283,
Series 1960-61, granted said conditional use permit, subject to the
following:
10 Development substantially in accordance with plans presented
with the service station unit to be located on the southerly portion of the
160 feet by 219 feet of subject property and with the exception that all
structures shall be setback not less than 47 feet from the planned highway
right-of-way linea
20 That the southerly 160 feet of subject property shall be paved
in accordance with Code requirements except for those areas occupied by the
service station structureso
30 That a two year bond be posted to insure construction of a
six foot masonry wall on the south property line of subject property, said
bond to be released if properties abutting on the south are developed for

Mro Evans, Seaside Oil Company representive from Riverside, addressed
the Council, stating that this was a competitive business, and this location being
an inside parcel, to set the pump back 47 feet, in this particular case, would put
them completely out of business 0
Mro James Keul, 2171 Forrest Lane, addressed the Council in opposition,
stating his reasons thereforo
