California - COUNCIL MINUTES - October 3~ 1961~ 3:00 PoMo ENTERTAINMENT PERMIT - TIKI ROOM: Application filed by Elmer Byron Stephens foX' Entertainment Permit at the Tiki Room, 910 North Los Angeles Street, was submitted" Councilman Thompson moved that said Entertainment Permit be granted in accordance with the recommendations of the Chief of police. Councilman Fry seconded the motion. MOTION CARRIED~ REQUEST - FALL-OUT SHELTER: Request of Mr. M. L. McCarty, 731 No. Roanne Street, for approval of fall-out shelter in his front yard, together with sketch, was submittedG Mr. McCarty was present and submitted an additional sketch to the City Manager showing more detail as to layout and landscapingo Councilman Chandler moved that said request for fall-out shelter be approved by the Council, subject to the approval of the Engin- eering Department and the City Manager's Office, and approval of the specifications by the Building Department. Councilman Thompson seconded the motion. MOTION CARRIEDo The City Council requested that future applications for fall-out shelters be accompanied by more detailed plans. SPECIAL USE PERMIT NO. 47: Request from Mr. Charles B. Frank, Secretary- Treasurer, Plantation Mobile Estates, Inc., for a clarification as to certain improvement requirements pursuant to Conditional Use Permit No. 479 was submittedo Mr. Frank came forward to the Council Table with the revised plans previously approved by the Council, and explained his request for relief from the street improvements on a portion of subject property, as they are presently negotiating for the sale thereof. At the conclusion of the discussion, no action was taken by the City Council, as it was determined that the improvement requirements should be guaranteed by the posting of a bond thereforeG TRACT NOo 3017: Request of Neil Reitman and Robert C. Miller, Owners of Tract No. 3017, for relief from the requirement of a block wall along the west alley boundary line of Tract No. 3017, adjacent to R-A propertY9 as they feel it would be impractical to erect a fence at this time because of the expediency of R-3 development in this area, was submitted; and a map of the area was reviewed by the City Councilo Discussion was held regarding possible development of the adjacent R-A property, and Councilman Chandler moved that the City Council declare a moratorium on the statute9 providing the applicant post a bond guaranteeing the construction of
