The three reasons for requested reconsideration were read, and
1~ was determined by the City Council that these three points were pre-
sented and consid~red at the original hearing on the request, and that
the Council had reviewed both the proposed location of the sign and the
plans~ and thereupon said request for reconsideration was denied on motion
by Councilman Dutton, seconded by Councilman Chandler. MOTION CARRIED.
LA PALMA AVENUE EXTENSION: Discussion was held concerning extension of La Palma
Avenue from East Street westerly across the railroad tracks.
Plans were brought to the Council Table and discussion held Con-
cernIng rights-of-way. At the conclusion thereof, it was moved by
Councilman Dutton, seconded by Councilman Schutte, that the City Manager
and Right-of-Way Department be authorized to negotiate for the acquisition
of rlecessary right-af-way to complete the La Palma Avenue extension.
MOL:ON CARRIED.
PLANNING COMMISSION RESIGNATION: Letter of resignation was submitted by Mr.
James C. Craig.
Said resignation was accepted with regret, on motion by Councilman
Sch~~te~ seconded by Councilman Krein. MOTION CARRIED.
TWILIGHT MOTEL - 1050 WEST KATE'LLA AVENUE: Mr. Joseph Geisler called attention
to an advertisement in the Anaheim Bulletin of deluxe apartments "Twilight
ApartmentsH~ 1050 West Katella Avenue, and advised that this development
was means of a variance granted for a motel with kitchenette units.
Discussion was held, and at the conclusion thereof, this matter was
referred to tne City Attorney for handling.

Schutte offered Ordinance No. 1839 for first reading.
AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING TITLE 14, CHAPTER 14.32 OF
THE ANAHEIM MUNICIPAL CODE BY REPEALING SECTION 14.32.150 THEREOF, AND
BY AMENDING SECTION 14.32.190 RELATING TO PARKING. (No Parking at any
time, North side of Sycamore Street, certain areas between Los Angeles
Street and Railroad tracks.)
After hearing read in full the title of Ordinance No. 1839 and
having knowledge of the contents therein, Councilman Schutte moved the
reading in full of said Ordinance be waived. Councilman Krein seconded
the motion. MOTION UNANIMOUSLY CARRIED.
PUBLIC HEARING. HOUSE MOVING PERMIT: Application submitted by Lawrence L,
Campbell, requesting permission to move a small office from 325 South Los
Angeles Street to 718 South Los Angeles Street, Anaheim, California, was
reviewed by the City Council together with recommendations of the Building
Department.
The Mayor asked if anyone wished to address the Council, there

PUBLIC HEARING. PROPOSED ABANDONMENT: Public hearing was held pursuant to
Resolution No. 63R-252, duly published in the Anaheim Bulletin April 11,
1963, and notices thpreof posted in accordance with law, of the proposed
abandonment of an easement for street and highway purposes, dedicated for
the prolongation of Vermont Avenue to West Street.
The City Engineer reported that the proposed abandonment has been
approved by all departments and outside agencies, subject to a ten foot
easement being reserved for water line purposes, and recommended said
abandonment, subject to the provision that a letter of agreement be filed,
or a bond posted by the owner, guaranteeing the improvements for a modified
cul-de-sac at the existing easterly end of Vermont Avenue.
The Mayor asked if anyone wished to address the City Council.
Mr. Gaines, 899 South West Street, advised that approximately
forty to fifty per cent of the heavy traffic along Vermont Avenue consists
of trucks, and if the street were opened, he felt much of that traffic
would use West Street as an access.
The Mayor asked if anyone else wished to address the Council,
there being no response, declared the hearing closed.

Discussion was held regarding conditions of a bond or letter of
agreement, as recommended by the City Engineer, and at the conclusion
thereof, Councilman Krein moved the Council indicate their approval of the
proposed abandonment; howeve~, that further action be withheld at this time
to allow the City Engineer and the property owner to resolve details con-
cerning modification of the Vermont Street termination. Councilman Schutte
seconded the motion. MOTION CARRIED.
SIGN REQUEST - DENNY'S RESTAURANT]" ANAHEIM MOTEL: Application submitted by
Denny's Restaurant, 1610 South Harbor Boulevard, requesti~ permission to
erect a non-conforming integrated sign advertising said restaurant, and
incorporating additional sighs for Anaheim Motel and Coffee Shop, together
with plans, was reviewed by the City Council and report from the Building
Department as to sign dimenslons noted.

On motion by Councilman Schutte, seconded by Councilman Krein,
said sign request was grantee, as requested (no projection). MOTION
CARRIED.
SIGN REQUEST - MELODYLAND THEATRE= Application was submitted by the Melodyland
Theatre, 10 Freedman Way, requesting permission to erect a non-conforming
sign (oversize) at 1650 South Harbor Boulevard, advertising said theatre.
Plans were reviewed by the City Council together with report from
the Building Department, and discussion was held regarding reference at this
time to the designation of an Orange County Convention Center.
On motion by Councilman Krein, seconded by Councilman Schutte,
said sign request was granted, subject to the deletion of the lettering
"Orange County Convention Center". MOTION CARRIED.
ENTERTAINMENT PERMIT - SHOWBOAT RESTAURANT: Application filed by Daniel V.
Hayes for Entertainment Permit to allow a piano bar at the Showboat Res-
taurant, 1747 South Harbor Boulevard, Anaheim, was submitted and granted,
subject to the recommendations of the Chief of Police, on motion by
Councilman Krein, seconded by Councilman Schutte. MOTION CARRIED.
SIDEWALK WAIVER. 729 WESTWOOD DRIVE: Request of Bernard E. Mallett for waiver
of sidewalk requirements at 129 Westwood Drive, was submitted.
On report and recommendations of the City Engineer, Councilman
Schutte moved temporary waiver of sidewalk requirements at 729 Westwood
Drive be granted, subject to the provision that no permanent planting
(trees) be allowed in the area reserved for future sidewalks. Councilman
Krein seconded the motion. MOTION CARRIED.
SIDEWALK WAIVER_ 246-246i MANCHESTER AVENUE: Request of Abbott R. Williams for
waiver of sidewalk requirements at 246-246t Manchester Avenue, was submitted.
On report and recommendations of the City Engineer, Councilman
Schutte moved temporary waiver of sidewalk requirements on the southeasterly
thirty feet of property at 246-246t Manchester Avenue be granted, subject
to the following conditions:
1. Clearing parkway area of obstructions and grading to uniform parkway
slope.
2. Installation of sidewalks at time of further development of property
to East of subject property.
Councilman Krein seconded the motion. MOTION CARRIED.
RECLASSIFICATION NO. 59-60-19: Request of Neil Reitman Company to post bond in
lieu of fence construction between his motel property at 1919 East Center
Street, and the R-l property to the West, was submitted.

The City Manager advised that investigation indicated that
subject property is zoned C-3, limited to a motel or any C-l us~; that
a wall between th~ motel and the R-l property would be necessary only if
automobile parking were located immediately adjacent to said R-l property.
No action was taken by the City Council.
RECLASSIFICATION NO. 61-62-104 - REVISED PLANS: Revised plans dated April 5,
1963, submitted by L. Fern Chandler in connection with Reclassification
No. 61-62-104, were reviewed by the City Council, together with recommen-
dations of the City Planning Department.
(Councilmen Dutton and Chandler entered the meeting - 3:33 P.M.)
Councilman Schutte moved that revised plans marked Exhibits 1 to 4,
Revision No. ?, be approved subject to the following conditions:
1. Subject driveway approach be widened to a minimum of 14 feet (9' 9"
now proposed), the sidewalk proposed could be moved westerly and
narrowed if necessary to provide for the wider driveway approach.
2. Provision of minimum acceptable trash collection areas as adopted by
the City Council February 19, 1963.
3. Completion of Reclassification No. 61-62-104. In lieu of removal of
existing structures, as required by Condition No.2 in Resolution No.
62R-585, a bond may be posted to guarantee removal of said structures
prior to Final Building Inspection.

restrictions recorded August 23, 1957, as a condition of Reclassification
No. 56-57-15, by deleting Conditions 2 and 4 therefrom on that portion of
the property described in application for R-3 zoning, Reclassification No.
62-63-60 (Ordinance No. 1838). Councilman Dutton seconded the motion.

CONDITIONAL USE PERMIT NO. 389 - Submitted by U. S. Hobbs, requesting permis-
sion to establish an ice vending machine on a rectangular parcel of land
having a frontage of 104 feet on the east side of Los Angeles Street, and a
frontage of 109 feet on the south side of Water Street~ and further described
as 600 South Los Angeles Street.
The City Planning Commission pursuant to their Resolution No. 697,

The foregoing actions were reviewed by the City Council and no

fRAFFIC AND TRANSPORTATION STUDY COMMITTEE - APPOINTMENT: Mr. Murdoch briefed
the con~ents of a letter from William J. Phillips, Supervisor of the Third
District) req0esting a representative be appointed from the City of Anaheim
to serve on a technical committee which is being formed for the purpose
of conducting an overall traffic and transportation study of the Northern
Orange County area, and particularly the Orange Freeway (designated Route 19)
and other inter-counties roads.
Discussion was held by the City Council, and on the recommendation
of the City Manager~ Councilman Krein moved that Thornton E. Piersall,
D~rector of Public Works, be appointed to serve on said committee as
representative from the City of Anaheim. Councilman Dutton seconded the
motion. MOTION CARRIED.
CHARTER CITY STUDY COMMITTEE - RESIGNATION: Communication from Dan J. Foley,
tendering his resignation from the Charter City Study Committee, was sub-
mitted and read.
On motion by Councilman Chandler, seconded by Councilman Krein,

Site), acquired pursuant to Resolution No. 62R-I020, formerly assessed to

DISCUSSION - PROPOSED EDISON COMPANY RATE SCHEDULE .- FURTHER STUDIES ON SELF-
GENERATION OF ELECTRICITY: Discussion was held by the City Council, City
Manager and City Attorney regarding the delay in hearings before the Public
Util ties Commission as to the new proposed Edison Company rate schedules.
In connection therewith, discussion was also held regarding additional
detaIled s~udies necessary to follow up the preliminary report from Zinder
Company on the establishment of self-generation plants with the cities of
Riverside and Colton.
At the conclusion of the discussion, Councilman Chandler moved

Communication dated April 22, 1963, from J. W. Gendron, Vice
President~ Richfield Oil Corporation, was submitted and read in full,
advising that because they cannot be certain that their experiments at
their Research Center located at 1900 Crescent Avenue will or will not
cause annoyance to residents in the proposed R-3 development, they therefore
withdraw their previous protest to said development.
Plans and the files were reviewed by the City Council, and the
Mayor asked if anyone wished to address the Council.
Mr. Tom Yellis, 623 North Zeyn Street, owner of Yellis Dairy
at 2164 West Crescent, a twenty acre parcel bordered on the East and South
by the proposed R-3 development~ addressed the Council explaining in detail
the sit~ations causing undesirable living environment resulting from their
adjacent dairy operations, which could become very offensive to residents of
the proposed apartments; however, if the developers will consent to the
cons~ructiun of a six foot masonry wall along the south and east boundary
lines of the dairy, and if they feel the apartment residents will be willing
to tolerate the annoyances of an adjacent dairy, he would withdraw his
objections. Mr. Yellis stated that if he had to choose a type of residen-
tial use, he would prefer R-3; however in his opinion, the most appropriate
development would be light industrial.
Mr. Clifton T. Wolfe, 629 South Spring Street, Los Angeles, Agent,
advised that they have been unsuccessful in finding anyone interested in
~ndustrial development on subject property. Regarding the requested wall,
he referred to the condition of the Planning Commission requiring a six
foot wall along the north boundary lineg which would be adjacent to the
Yellis property. Mr. Wolfe explained their proposed development did not
IncllAde at this time the northerly ten acres of subject property fronting
Crescent Avenue. He advised that the remaining portion was proposed for a
qual development with apartment units renting for approximately $150.00
to $200.00 a month; that each lot would contain three, one story units and

7~ The masonry wall on "A" Street and Carol Street shall be six (6) inches
thick, six (6) feet high and located adjacent to the property line.
The curb face shall be four (4) feet from the property line. The
parkwaY9 from back of th~ curb to the wall, shall be full concrete.
"A" Street and Carol Str~et shall be d fifty-four (54) foot dedication.
Tentative Tract MdP WdS reviewed by the City Council in conjunc-
tion with development plans, and discussion held.
To further answer Councilis questions9 Mr. Jim Brownly,
developer of the project, fu~ther explained that said tract consists of
99 four unit lots, all front1ng on dedicated streets, plus six central
recreational lots; that each individual four unit building and lot would
be sold at a separate loan recorded against each lot and the improvements
thereon; the central recreational lot would be owned by a non-profit
organization~
Further discussion was held as to the location of the northerly
wall, and the developer advised that said wall would be placed on a one-foot
strip retained as lot "A" on the north side of the north street, which would
become a dedicated street.
MrQ Martin Kreidt advised it was his understanding that said wall
would be maintained in the same manner as the central recreational lots.
RESOLUTION NO. 63R-337: Councilman Chandler offered Resolution No. 63R-337
for adoption9 authorizing the preparation of necessary Ordinance changing
the zone as requested, subject to the recommendations of the City Planning
Commission~

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM FINDING AND DETER-

l. Subject to the reclassification of subject property to the R-3,Multiple
Family Residential Zone, as approved and completed under Reclassifica-
tlon No. 62-63-91~
2. For the southerly thirty acres only:
a. Development substantially in accordance with Exhibit No. 1 through
10.
b. Recordation of a Final Tract Map of subject property.
c. Payment of a Park and Recreation Fee of $25.00 per dwelling unit
to be collected as part of the Building Permit.
d. Provision of standard trash storage areas as determined by the
Department of Public Works, Sanitation Division, prior to Final
Building Inspection.
eo Provision that the rear and side walls of the proposed carports
shall be stuccoed, enclosed storage cabinets shall be provided at
the rear wall of each carport, and that adequate bumper guards shall

TENTATIVE MAP NO. 5053: On motion by Councilman Chandler, seconded by
Councilman Dutton, Tentative Map, Tract No. 5053~ was approved, subject to
the recommendations of the City Planning Commission, and further subject
to the following:
1. All of the interior lots be designated as one buildable lot, except for
recreational buildings and purposes in connection with the unit.
2. A method of perpetual care of the recreational areas shall be submitted
to and approved by the City Council, prior to the filing of a Final
Tract Map.

Councilman Schutte left the meeting, 8:30 P.M.
RECLASSIFICATION NO. 62-63-68 AND VARIANCE NO. 1548: Submitted by Hemlock
Terrace, Inc., requesting a change of zone from R-A and R-l to R-l on
property located on the north side of Hilda Street CUl-de-sac, south of
Wagner Avenue; also requesting a variance to permit the following:
l. Create lot on cul-de-sac with less than 60 foot width setback.
2. Construct garage less than 8 feet from the main building.
3. Create R-A parcels less than one acre.
The City Planning Commission recommended the reclassification and
denied the variance.
Action by the City Council was deferred from the meetings of
March 5, 1963, and April 2, 1963, for submission of additional plans.
Communication dated April 17, 1963 from Delby E. Walton, Vice
President, Hemlock Terrace, Inc., advising that a map of the lot split
proposed has been submitted to the home owners in the neighborhood, and
further advising that the older house on subject property has been
demolished and the lot cleared.

The Mayor asked if the applicant was present to submit additional

dwellings identical to those constructed within Tract No. 4030 could be
placed on subject property. He advised that subject sketch was just
completed by McDaniel Engineering, and has not been submitted to the home
owners in the area.
Mr. Wilbur Holmes, 99l Hilda Street, came forward and reviewed
the sketch submitted, and requested that other residents in the area also
be given an opportunity to review the proposal submitted; that their objec-
tion was not only to the placement of two houses on subject propertY9 but
to the two driveways in the small remaining frontage on the cul-de-sac.

Mr. Holmes again advised of the offer made by himself and the doctor, as
adj acent property owners, to: each purchase a portion of subj ect property
adjacent to their homes, pro~iding the price was reasonable.
Mayor Coons reopen~d the hearing, and asked if anyone else
wished to address the Council.
Mr. C. W. Mauritz" 2616 Maverick Avenue, and Mr. William
Frandsen, 996 Hilda Street, iaddressed the Council in opposition, being
of the opinion that if the hbuses on Hilda Street had not been used as
tract models, this street wo~ld have been divided as the other cul-de-sacs
in the tract, and subject pa~cel would have been reduced in size, permitting
only one dwelling.

Mr. Morgan Wright, Attorney representing home owners in the cul-
de-sac, spoke in opposition, and noted that as Marjan Development will not
be building the homes, there would be no assurance as to whether the homes
constructed would be compatible with the existing homes.
Mr. T. M. Croxton, 990 Hilda Street, addressed the Council in
opposition and read from the restrictions recorded on Tract No. 4030,
pertaining to placement of dwellings on lots within said tract.
The Mayor asked if anyone had any new evidence to offer, there
being no response, declared the hearing closed.
Discussion was held by the City Council, City Attorney and Mr.
Walton, and at the conclusion thereof, Mr. Walton advised that they would
negotiate with the adjacent property owners in an attempt to resolve this
matter.
It was moved by Councilman Krein, seconded by Councilman Chandler,
that action by the City Council on Reclassification No. 62-63-68 and
Variance No. 1548 be continued to May 28, 1963, 7:00 P.M., to allow the
applicant and the interested adjacent owners an opportunity to negotiate
as to reasonable purchase price in an effort to resolve this matter.
MOTION CARRIED.
It was suggested by Councilman Chandler that negotiations be in
writing for presentation as evidence in this matter.
ADJOURNMENT: Councilman Krein moved to adjourn. Councilman Chandler seconded
the motion. MOTION CARRIED.
