LA PALMA COMMUNITY RECREATION BUILDING: Mayor Coons reported on a meeting held with the City Engineer and representative of the Lions~ Club Recreation Committee, concerning possible installation of 12" by 16u1 oak plank flooring. It was determIned that specifications and call for bids be revised to include both types of flooring, Lhe oak plank and the parquet~ and bid be awarded after determlrling the oid representing the best quality for the price. None. Dutton. The Mayor declared Resolution No. 63R-656 duly passed and adopted. SIGN REQUEST - AMERICAN OIL COMPANY: Application submitted by American Oil Company, 601 West Ball Road, requesting permission to erect an additional free-standing sign, together with plans and report from the Building Department, were reviewed by the City Council, Councilman Schutte moved that sign permit be granted, aubject to setback requirements of the Anaheim Municipal Code, and further subject to the removal of the existing sign. Mr. Bill Winterberg, of P.B.R. Company, contractor ror the sign, requested the small torch emblem identification sign be permitted to remain in order to retain their identification. Mr. Winterberg was invited to the Council Table for clarification of plot plan, and explained the sign would be placed on an angle, adjacent to the north side of the building. Discussion was held regarding orientation of the sign for freeway viewing, in possible conflict with the Landscaped Freeway Ordinance, and Mr. Winterberg reported many service stations install higher signs, even when not located near a Freeway. Councilman Schutte amended his former motion and moved said sign request be granted, subject to sufficient setback from the centerline of the street to conform to City standards. (Said motion was lost for lack of a second.) At the conclusion of the discussion, Council action on said sign request was deferred to be considered after the dinner recess, to allow further review of the presmises by the City Council. (Ref er to page 6989 . ) SIGN REQUEST - MOBIL OIL COMPANY: Application submitted by Mobil Oil Company, 1172 North East Street, requesting permission to erect a non-conforming sign, together with plans and report from the Building Department, were reviewed by the City Council. California - COUNCIL MINUTES - Auqust 6, 1963. 3:00 PaM, SPECIAL USE PERMIT NO. 79: Request of St. Markus Methodist Church, 3718 West Orange Avenue, for approval of modified plot plan filed with Special Use PermIT No. 79, was continued one week (August 13, 1963), at the request of the Planning Department, for the submission of additional details concerning parking. VARIANCE NO. 1563 (RECLASSIFICATION NO. 58-59-4): City Planning Commission Resolution No. 835, Series 1963-64, was submitted, granting Variance No. 1563 for a service station at the southeast corner of Haster Street and Katella Avenue, and rescinding Resolution No. 716, Series 1962-63. Assistant Planner Robert Mickelson reviewed past actions on subject property, advising that Reclassification No. 58-59-4 changed the zone from R-A to C-l and C-3, by Ordinance No. 1333, dated February 24, 1959, subject to conditions; and further advised that the applicant requested clarification of Variance No. 1563, regarding planter areas shown on the revised plans. Resolution No. 835, Series 1963-64, rescinds Resolution No. 716, Series 1962-63, by the revision of Condition No.2 of former resolu- tion; and further allows development, in accordance with plans, of a frame and stucco ranch style service station, and recommends deed restrictions filed on the original reclassification requiring building be constructed masonry or slmilar fire resistant materials, be amendedo Councilman Chandler moved that amendment to deed restrictions, filed on the property as a condition of Reclassification No. 58-59-4, eliminating Condition No.2 thereof, be authorized. Councilman Schutte seconded the motion. MOTION CARRIED. 1563. No further action was taken by the City Council on Variance No. PROPOSED GENERAL PLAN: Pursuant to City Planning Commission Resolution No. 834, Series 1963-64, the City Council scheduled public hearing to be held September 10, 1963,7:00 P.M., to consider the proposed General Plan, on motion by Councilman Chandler, seconded by Councilman Schutte, MOTION CARRIED. At the request of the City Planning Commission, an informal joint meeting was scheduled to be held on August 21, 1963, at 7:00 P.Mo, to review and fully discuss the proposed General Plan, as recommended, STANTON MOUNTED POSSE - HORSE SHOW: Communication dated July 30, 1963, from Edward L. Allen, Stanton Chief of Police, requesting permission to continue horse shows sponsored by the Stanton Mounted Posse, at the BB-J Ranch, 3548 West Ball Road in the City of Anaheim, was submitted. Chief Allen was present, and advised subject property is on the south side of Ball Road, west of Knott Avenue, with vacant property to the East and South, and a subdivision to the West~ He further advised that home owners in the subdivision had been contacted and had no objections to the periodic horse shows. City Attorney Joseph Geisler was of the opinion that no violation of the R-A zoning would be involved in the requested use, as no admission is charged to the events, the R-A Zone permits horses, and the request would be a secondary use to the primary ranch use of subject proPQrty. Councilman Chandler moved it be the finding of the City Council that the use requested is not a commercial venture; that no admission to the horse show is charged; that the use requested is a use that has been in existance and is continuing, and incidental to the initial use of the property. Councilman Schutte seconded the motion. MOTION CARRIEDQ EL COCO PALMS MOTEL SIGN - RECLASSIFICATION NO. 59-60-19: Communications dated August 5, 1963, from Mrs. Mabel Betzsold, et aI, were submitted requesting clarification of Council action on July 9, 1963, regarding abating the public nuisance created by the El Coco Palms Motel sign. _''''''''''''"'~~~,.*,"----~ 6981 City Hall, Anaheim, California - COUNCIL MINUTES - Auqust 6. 1963, 3:00 PQM. The City Attorney reported that on checking the sign it was noted that the flashing beacon-type lights had been removed from the center of the top cluster, and replaced by what appeared to be flood lights, which still cause a high degree of intensity. He further reported that he spoke with the manager of the motel this date, informing him that the change is not acceptable, and if not further changed, action would be taken; that the flood lights would have to be replaced with incandescent bulbs, so as not to cause a projecting beam. Mr. Geisler advised that his message to the manager of the motel was to be transmitted to the owner, and confirmed with the City Attorney's office. Mrs. Betzsold addressed the Council describing the density of the combined five flood lights on each side of the sign, as it revolves. (Refer to page 6988.) CIVIL DEFENSE WARNING SYSTEM: The Assistant City Manager reported on tests conducted on the two siren models which were bid for the contract to supply seven warning Slrens for installation in the City of Anaheim, said tests having been made on July 30, 1963, to determine actual performance. He compared the response from observers posted throughout the local area, as made on the Biersach and Niedermayer Company "Mobil-Directo" No. BN44E, and the Federal Sign and Signal Corporation "Thunderbo1til Noo 1000TT, and reported that, based on said tests, Civil Defense Coordinator Paul Hayes recommended acceptance of the second lowest bid, from Gaines Electric Supply Company, Long Beach, California, for seven "ThunderboltV' No. 1000TT warning systems, manufactured by the Federal Sign and Signal Corporation, in the amQunt Qf $20,400. ~ ."""....."ji~.~."'~...;""o;,'~..""~",.,..'''"';~~~.....,.. 6982 City Hall. Discussion was held by the City Council, and at the conclusion thereof, Councilman Chandler moved that it be the finding of this City Council that the bid of Gaines Electric Supply Co., Long Beach, for the Federal Sign and Signal Corp. "Thunderbolt'! No. 1000TT is the lowest and best bid for the purposes for which the equipment is to be used, and that purchase be authorized in the amount of $20,400. TRAFFIC CONTROL, KATELLA AVENUE-HASTER STREET: Mr. Murdoch advised that the Traffic Engineer has prepared plans for modification of the Kate1la Avenue- Haster Street intersection, for traffic safety, by means of signs, re-striping pavement, and traffic islands. Plans were reviewed, and discussion held by the Council; at the conclusion thereof, modification of said intersection as outlined by the Traffic Engineer was approved. COUNTY TRACT NO. 5000: Developer, Great Western Land Company; tract located south of the Santa Ana River and north of the Riverside Freeway, and contains 339 One Family Residential lots, 44 Multiple Family Residential lots, and one six acre Neighborhood Commercial lot. The City Manager reported on County Tract No. 5000, for which sewer and water services are being requested from the City of Anaheim. Mr. Frank Richardson, of Vorheis-Trindle and Nelson, Engineers for subject tract, was present at the meeting. Discussion was held by the City Council and City Manager, and at the conclusion thereof, Councilman Schutte moved that connection of City of Anaheim water and sewer facilities to Tract No. 5000 be approved, subject to conformance by the subdivider to original City Planning Commission recommendations of Tract No. 4427, adopted at their meeting of February 18, 1963, and forwarded to the Orange County Planning Commission; except lot frontages and width of streets, which deviate from City of Anaheim standards as shown on said Tract No. 5000; and also subject to all other requirements for standard subdivisions of the City of Anaheim be complied with, to which the developer has indicated agreement, except the street width of Batavia Street, which is to be determined at a later date. Mr. Reitman advised that 150 watt globes were removed from the top portion of the revolving sign, and replaced with 75 watt flood lights, which do not flash on and off. His interpretation of City Council action on July 9, 1963, was that the flashing beacon was to be removed or turned off.
