Mr. Guthery explained the over all deve ()pment of the 20 acre parcel and advised that there will be over 404 19h class apartment units, the apartments to rent for approximately $20 to $250 per month, that the development will be com- pletely landscape , including sprinkler system and water fountains. Introduction of apart- ments and such ma ters as increased traffic would disturb this established character. (2 Although it appears the existing R-A classification may not now be wh ~ly acceptable since conditions in this area have changed, it is questionabl that conditions have changed to such an estent to warrant a high de sity, residential development being superimposed on a pattern establis ti primarily for low density residential use. (3 The subject property is bounded on two sides by arterial highways, both of which, however, are classified as secondary highways. It does not seem nec 6sary to change the abutting land use because of the existence of thes highways.
