70R-283 RESOLUTION NO. 70R- 283 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM DECLARING THE CITY COUNCIL'S INTENT TO I'1AINTAIN THE PERALTA HILLS AND SANTA ANA CANYON AREAS AS LOW DENSITY RESIDENTIAL AREAS. WHEREAS, the Planning Commission of the City of Anaheim considered a reclassification petition for C-l, General Commercial, Zoning on property located in the Peralta Hills at a public hearing on April 20, 1970, and WHEREAS, the Planning Commission at said hearing recommended disapproval of said reclassification of choice resi- dential estate properties to the commercial zone; and WHEREAS, annexation of the Peralta Hills and Santa Ana Canyon )l..rea gave the City of Anaheim an opportunity to "get off to a fresh start" in planning the development of this relatively uninhabited and undeveloped area of Northern Orange County, thus the opportunity is presented now to build instead of rebuild and to plan rather than react; and WHEREAS, the City Council, the Planning Commission, and the City staff have devoted many hours at work sessions and public hearings in developing a General Plan that would provide a reasonable and lo~ical framework for guiding the development of the Hill and Canyon Area and that until evidence is presented that conditions and/or circumstances are such as to justify some type of development other than what is presently projected on the Plan, the current guidelines should be followed, and that since adequate facilities have been planned for the Santa Ana Canyon Area, any deviation from the Plan, unless justified by substanti- ating evidence, would be detrimental to the area and to the general planning program; and WHEREAS, residents of the Peralta Hills and Santa Ana Canyon Area were assured prior to their annexation to the City of Anaheim, and have been reassured subsequent to annexation, that this area of Anarwim 'I,,,ill be maintained as one of the finest lOW-density, residential areas in the City, and it is the duty of the City to retain the residential integrity of the Peralta Hills and Santa Ana Canyon Area in accordance with the land use policies established in the General Plan; and WHEREAS, unless good planning practices are followed in the initial development of the Hill and Canyon Area, the City will find itself reacting once again, rather than establishing a good planning framework; and WHEPillAS, the City Council of the City of Anaheim desires to support the policy of the City Planning Commission; and WHEREAS, the City Council hereby reaffirms its previous position regarding the planning principles established in the Anaheim General Plan by restating as a matter of policy that the Hill and Canyon Area should be retained for lOW-density residential purposes and that this restatement of policy should serve notice to any future developers of the Hill and Canyon Area as to what may be expected of them when they propose development within the area. -1- NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Anaheim does hereby re-affirm and restate its previous position regarding planning principles established in the Anaheim General Plan to retain the Hill and Canyon Area for low-density residential purposes, and this restatement of policy shall serve notice to any future developers of that Area as to what may be expected of them when any development is proposed for that Area.
