83R-427 RESOLUTION NO. 83R-427 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM RECOMMENDING TO THE CITY OF ORANGE THAT (1) THE EXTENSIONS OF IMPERIAL HIGHWAY/LOMA STREET AND SERRANO AVENUE BE DEVELOPED IN ACCORDANCE WITH THE CURRENT MASTER PLAN OF ARTERIAL HIGHWAYS OF THE COUNTY AND THE CITIES OF ORANGE AND ANAHEIM AND (2) AN ACTION PLAN TO DETERMINE THE ALIGNMENT, FINANCING AND CONSTRUCTION OF SERRANO AVENUE BE REQUIRED PRIOR TO ANY FUTURE PARCELIZATION WITHIN THE TEXACO-ANAHEIM HILLS, INC. PROPERTY BOUNDARIES. WHEREAS, the City of Orange is considering the southerly extension of Imperial Highway to connect with Loma Street in con- formance with the existing Master Plan of Arterial Highways of the County of Orange and the Cities of Orange and Anaheim (hereinafter collectively "Master Plan of Arterial Highways"); and WHEREAS, the City of Anaheim has utilized the Circulation Elements of the General Plans of the County of Orange and the City of Orange as a guide for current and future planning of the hill and canyon area and any major changes would be counter-productive with future development and the circulation system of the area; and WHEREAS, the City of Anaheim has heretofore constructed Imperial Highway southerly of Santa Ana Canyon Road as a major arterial highway at great expense; and WHEREAS, the City of Orange is currently considering Tentative Parcel Map No. 83-765, separating ownership of Area 20 composed of 253 acres from the balance of that certain property owned by Texaco-Anaheim Hills, Inc. and located within the City of Orange's sphere-of-influence; and WHEREAS, Serrano Avenue as proposed is generally shown on the existing Master Plan of Arterial Highways as to be located on the aforesaid balance of property owned by Texaco-Anaheim Hills, Inc. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Anaheim does hereby recommend that the City of Orange approve the extensions of Imperial Highway/Loma Street and Serrano Avenue in accordance with the correct Master Plan of Arterial Highways of the County of Orange. BE IT FURTHER RESOLVED that the City of Anaheim encourages the City of Orange, along with the City of Anaheim, to require Texaco Anaheim Hills, Inc. to complete an action plan to determine the alignment, financing and construction of Serrano Avenue prior to any future parcelization within the Texaco-Anaheim Hills, Inc. property boundaries. ^--,"""~"~,'>'>-<'-',,,~ BE IT FURTHER RESOLVED that a certified copy of this Resolution should be forwarded to the City of Orange and the County of Orange by the City Clerk.
