RESOLUTION NO. 83R-433
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM AMENDING THE RATES, RULES AND REGULATIONS
FOR THE SALE AND DISTRIBUTION OF ELECTRIC ENERGY AS
ADOPTED BY CITY COUNCIL RESOLUTION NO. 7lR-478 AND
MOST RECENTLY AMENDED BY CITY COUNCIL RESOLUTION NO.
83R-264.
WHEREAS, the City of Anaheim maintains an electric distribution
system for the furnishing of electricity to residents and inhabitants of
the City of Anaheim and has adopted Electric Rates, Rules and Regulations
for the sale and distribution of electric energy~ and
WHEREAS, it is the policy of the City Council that Anaheim's
Electric Utility shall be self-supporting from charges made by the City
for electric energy furnished to consumers and for services rendered in
connection therewith~ and
WHEREAS, by Resolution 79R-190, the City Council delegated to
the Public Utilities Board the authority to conduct hearings pursuant to
the Public Utility Regulatory Policies act of 1978~ and
WHEREAS, a hearing was held on November 3, 1983 before the
Public Utilities Board and evidence was presented in connection with the
proposed revision of electric rates~ and
WHEREAS, the Public Utilities Board considered the California
Environmental Quality Act and made the following findings:
1. The largest single item requiring a revenue increase,
considering the period of July 1, 1983 through June 30, 1984, is
power supply at an estimated cost of $114,512,000.
2. Other operating expenses and capital expenditures, estimated to
cost $47,097,000 are due to salary increases, higher material costs,
and power supply projects.
3. Debt service requirements and an increase in reserve amounts
estimated to cost $22,252,000 are required to meet financial reserves
and requirements.
4. The transfer to the general fund in an amount estimated to be
$5,039,000 is authorized by the City Charter and constitutes an
Intra-City transfer.
5. The working capital decrease in an amount estimated to be
$8,759,000 is possible and still provides a reserve margin to meet
current debts as they mature and thus constitutes a reserve
requirement.
6. The matters covered in 1 a. through 1 e. above come within
Section 21080(8) of the Public Resources Code of the State of
California thus the establishment of these rates is exempt from the
California Environmental Quality Act.

WHEREAS, a Notice of Hearing in compliance with the National
Energy Act of 1978 was published as follows:
1. On October 21 and 24, 1983 notice of the public hearing on
electric rates was published in the Anaheim Bulletin and proof
thereof is on file with the Secretary of the Public utilities Board.
2. On October 21 and 24, 1983 notice of the public hearing on
electric rates, was published in the Register and proof thereof is on
file with the Secretary of the Public utilities Board.
3. On October 21 and 24, 1983 notice of the public hearing on
electric rates, was PUblished in the Orange County Edition of the Los
Angeles Times and proof thereof is on file with the Secretary of the
Public utilities Board.
WHEREAS, the Public Utilities Board has considered the proposal
of the Public Utilities Department and has considered the evidence
presented at the public hearing~ and
WHEREAS, the Public Utilities Board has made the following
findings with respect to the need for an electric rate increase:
1. The Electric System revenue requirement of the Anaheim Public
Utilities Department will be established, as set forth below, on the
basis of projections for the 1983-84 fiscal year consisting of the
twelve months July 1, 1983 through June 30, 1984.
2. A reasonable estimate of the revenue requirement for power
supply expenses for the 1983-84 fiscal year is $114,512,000.
3. A reasonable estimate of the revenue requirement for other
operating expenses for the 1983-84 fiscal year is $14,851,000.
4. A reasonable estimate of the revenue requirement for capital
expenditures for the 1983-84 fiscal year is $32,246,000, including
$426,000 for capital improvements associated with San Onofre Nuclear
Generating Station unit 2.
5. A reasonable estimate of the revenue requirement for debt
service and reserve increase for the 1983-84 fiscal year is
$22,252,000.
6. A reasonable estimate of the revenue requirement for transfer to
the General Fund for the 1983-84 fiscal year is $5,039,000.
7. A reasonable estimate of the revenue requirement offsets due to
other electric revenues and interest income for the 1983-84 fiscal
year is $41,654,000.
8. A reasonable estimate of the revenue requirement for working
capital decrease for the 1983-84 fiscal year is $8,759,000.
9. An estimated revenue requirement of $138,487,000 set forth
below, is appropriate for the 1983-84 fiscal year:

10. It is appropriate to perform cost-of-service studies in order to
determine the allocated revenue requirements for the test periods for
the following customer classes: Residential~ Small Commercial~ Large
Commercial~ Industrial~ Agricultural and Pumping~ Street Lights~ and
Municipal.
11. It is appropriate to provide Anaheim's electric customers with
reasonably stable rates and this is best accomplished at this time by
setting the base rates such that no Anaheim customer will have any
change in their overall electric bill. This results in an annualized
base rate revenue requirement of $166,719,000. The customer class
base rate revenue requirements as determined on the basis of the
cost-of-service analysis are appropriate:

12. Section 1221 of the City Charter provides that utility rates
charged to a class of consumers shall be uniform within the class and
shall be based on cost-of-service for the class. Section 1221 also
provides that lifeline rates may be established, which rates would
not necessarily be based on cost-of-service.

13. The California Public Utilities Commission has established
lifeline rates for Southern California Edison Company (Edison) and
Edison is the retail supplier of electric service in all the
communities surrounding Anaheim, and therefore, it is appropriate to
establish residential lifeline rates for Anaheim.
14. TO the extent that the Anaheim lifeline rates produce lower
revenues than would be produced by rates based on cost-of-service,
the rates charged for nonlifeline sales must be increased above the
level of rates based on cost-of-service. The difference between the
revenues from sales made at the lifeline rates and revenues from
those sales made at cost-of-service rates is the lifeline shortfall.
15. It is appropriate to increase the maximum level of the Power
Cost Balancing Account from $3,000,000 to $4,000,000 and to provide
the City Council with the opportunity to adjust the maximum amount in
the Power Cost Balancing Account to provide rate stability to
Anaheim's electric customers.
16. In allocating the lifeline shortfall to the nonlifeline
customers, it is appropriate to give consideration to both
cost-of-service and the retail rates of Edison.
17. On the basis of the preceding finding, the class revenues under
the proposed base rates as shown in Exhibit RWE-3 are reasonable and
appropriate:

WHEREAS, based on the findings hereinabove made, the Public
utilities Board of the City of Anaheim recommends to the City Council
that the Council adopt the findings of the Public Utilities Board with
respect to the matters contained herein and adopt the electric rates, as
contained herein~ and
WHEREAS, the City Council has considered the evidence and
concurs with the findings of the Public Utilities Board as set forth
hereinabove.
NOW, THEREFORE, BE IT RESOLVED that the findings of the Public
Utilities Board be, and they are hereby, adopted by the City Council of
the City of Anaheim.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that, based on the
findings hereinabove made and adopted, the budget for fiscal year 1983-84
should be modified as follows:

Production Expense - From $121,741,000 to $114,512,000
Electric Sales Revenue - From $151,712,000 to $138,487,000
BE IT FURTHER RESOLVED by the City Council of the City of
Anaheim that the Electric rates, Rules and Regulations adopted by City
Council Resolution No. 71a-478 and most recently amended by City Council
Resolution No. 83R-264 be amended as follows to wit:

SCHEDULE PCA
POWER COST ADJUSTMENT
APPLICABILITY
Applicable to all areas served by the Utility and to all kilowatt hours billed
under all rate schedules as defined under the special conditions of the rate
schedules.
PURPOSE
To provide for increases and decreases of the Utility's charges for electric
service to reflect increases and decreases 1n the total cost of power.
APPLICATION OF POWER COST ADJUSTMENT
The Power Cost Adjustment Billing Factor or Factors (PCABF), in cents per kwh,
which are set forth below, shall be applied to kilowatt hours sold on and
after the effective date, as also set forth below, and continuing thereafter
until the next Power Cost Adjustment Billing Factors become effective. The
dollar amount to be added to or subtracted from each bill due to the Power
Cost Adjustment shall be obtained by multiplying the number of kilowatt hours
for which the bill is rendered by the applicable Power Cost Adjustment Billing
Factor or Factors. The Power Cost Adjustment Billing Factor for Lifeline
Service shall be applied to all kilowatt hours purchased at the Lifeline
rate. The Power Cost Adjustment Billing Factor for other than Lifeline
service shall be applied to all kilowatt hours purchased at rates other than
the Lifeline rate.

be shown in this Section.

CALCULATION OF THE POWER COST ADJUS'lMENT BILLING FACTORS
1. The total cost of power included in the Utility's Base Rates is
computed at $11.00 per kilowatt plus 4.963 cents per kilowatt hour
plus $1,625. (Based on Southern California Edison Company's Schedule
TOU-R, FERC Docket No. ER82-427, Step 2 increase, effective 10-09-83)
2. A Power Cost Balancing Account shall be maintained. At the end
of each month, the account balance will be calculated as follows:
a. Subtract from the balance which existed at the end of the
prior month the amount, in dollars (which may be positive or
negative), by which the actual cost of power from the current
month exceeds the total cost included in the base rates, which is
defined in paragraph 1, above. The actual cost may include all
of the following:
(1) All costs of purchased power.
(2) All transmission and dispatching costs associated with
delivery of power to the Lewis Substation.
(3) Nuclear fuel cost, based on an amortization rate.
(4) Other fuel costs.
(5) Operation and maintenance expenses associated with
power generation.
(6) An estimated amount based on a rate per kwh of nuclear
fueled generation to provide funds for storage/disposal
of spent nuclear fuel and nuclear plant
decommissioning.
(7) Certain insurance costs associated with replacement
capacity costs for integrated generation resources.
b. Add the amount, in dollars, recovered from the application of
PCA Billing Factors which were effective during the month. Such
amount shall be the product of kwh of energy billed during the
month and the applicable PCA Billing Factors.
3. Within 60 days after the end of each month, the Public Utilities
Department shall prepare and distribute as set forth in part 5
following, a report which shall show:
a. The PCA Billing Factors charged during each of the preceding
twelve months.

b. The balances in the Power Cost Balancing Account at month

continued application of the then currently effective
Power Cost Adjustment Billing Factors.
Resulting Balances in the Power Cost Balancing Account
based on the estimates listed above.
4. The Public Utilities Department shall then develop, if necessary,
revised PCA Billing Factors to become effective at a date determined
by the Public Utilities Department. The revised PCA Billing Factors
will be designed by giving consideration to the following factors:
a. Rate stability is desirable and frequent changes in the PCA
Billing Factors are undesirable.
b. The balance in the Power Cost Balancing Account should be
maintained between a positive $4,000,000 and a negative
$250,000. It shall be the practice of the Public Utilities
Department to make appropriate adjustments to the PCA Billing
Factors, based on the estimate for the six-month forecast period,
so as to maintain the account balance within the established
limits. If, at any time the forecasted account balance at the
end of the forecast period does become greater than a positive
$4,000,000, or less than a negative $250,000, an adjustment in
the PCA Billing Factors shall be made so as to return the account
balance to within the established limits. The maximum amount in
the balancing account can be adjusted from time to time by an
action of the City Council to account for changes in power supply
costs and provide rate stability to Anaheim's electric customers.
5. The Public Utilities Department shall furnish to the Public
Utilities Board and to the C Council the report discussed in part
3 together with notice of any revised PCA Billing Factor.
6. The Public Utilities Department generally will make the revised
PCA Billing Factors effective as of the first day of the appropriate
month.

B. Billing Demand:
The billing demand in any month shall be the average kilowatt input
indicated or recorded by instruments to be supplied, owned, and
maintained by the City and at the City's expense upon the consumer's
premises adjacent to the watt-hour meter, in the 15 minute interval which
the consumption of electric energy is greater than in any other 15 minute
interval in the month, but not less than either (1) 50% of the contracted
for or connected load, or (2) 50% of the highest billing demand in the
preceding eleven months, whichever is the greater. However, in no case
shall the billing demand be less than 200 KW. Billing demand shall be
determined to the nearest KW. Whenever the measured maximum demand has
exceeded 400 KW for three consecutive months and thereafter until it has
fallen below 300 KW for 12 consecutive months, a 30 minute interval will
be used. Where the demand is intermittent or subjected to violent
fluctuations, the maximum demand may be based on a shorter interval.

SPECIAL CONDITIONS
A. The rate applies to service rendered at 240 or 480 volts at the
option of the consumer. 746 watts shall be equivalent to 1 HP.
B. Whenever, upon test, any equipment is found to be delivering more
than 125% of its capacity as indicated by its nameplate rating, the City
may disregard the nameplate rating and base its charges upon the actual
output as calculated from the test.
C. Where the use of energy is seasonal or intermittent, no adjustment
will be made for any temporary reduction of connected load. Any customer
resuming service on such connected load within 12 months after it was
disconnected, will be required to pay all charges which would have been
billed if the temporary reduction of connected load had not been made.
D. Power Cost Adjustment:
The rates above are subject to adjustment as provided for in Schedule
PCA. The applicable power cost adjustment billing factor set forth
therein will be applied to all kwh billed under this schedule.

SPECIAL CONDITIONS

Such standard lighting equipment will be attached to wood poles.
B. Other Than Standard Equipment. Where the customer requests the
installation of other than the standard equipment and such requested equipment
is acceptable to the City, the city will install the requested equipment
provided the customer agrees to advance the estimated difference in cost
installed between such equipment and standard equipment. Advances made for
this purpose will not be refunded. Facilities installed in connection with
such agreements become and remain the sole property of the City.
C. Hours of Service: Approximately 4140 hours per year.
D. Power Cost Adjustment: The rates above are subject to adjustment as
provided for in Schedule PCA. The applicable power cost adjustment billing
factor set forth therein will be applied to 20 kwh per month per 1000 lumens
for incandescent lamps, to 8 kwh per month per 1000 lumens for mercury vapor
lamps and to 5 kwh per month per 1000 lumens for high pressure sodium vapor
lamps.

SPECIAL CONDITIONS
A. Area lighting service will be furnished from dusk to dawn,
approximately 4,140 hours per year, by utility-owned luminaires supplied
from the utility's existing 120/240 volt overhead circuits and mounted on
existing utility-owned wood poles as standard equipment. Where the
service requested required the installation of additional new wood poles,
not more than one new wood pole will be installed for each luminaire in
the installation.
B. Where the customer requests the installation of other than the
standard equipment furnished by the utility and such requested equipment
is acceptable to the utility, the utility will install the requested
