83R-486 - RESOLUTION NO. 83R-486 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ESTABLISHING WAGES, HOURS AND OTHER TERMS AND CONDITIONS OF EMPLOYMENT FOR EMPLOYEES IN CLASSIFICATIONS ASSIGNED TO THE FIRE EMPLOYEES UNIT, REPEALING RESOLUTION NOS. 80R-545, 82R-500, 82R-558, AND SUPERSEDING THOSE PORTIONS OF RESOLUTION NOS. 63R-9l0, 64R-467, 65R-459, 69R-603, 69R-607, 72R-502, 72R-506, 72R-507, 76R-184, 76R-509, 77R-806, 77R-807, 79R-6l5, 8lR-15l, 8lR-173 , 8lR-4l0, 8lR-4ll, 8lR-537, 8lR-538 AS THEY APPLIED TO EMPLOYEES IN CLASSIFICATIONS ASSIGNED TO THE FIRE EMPLOYEES UNIT. WHEREAS, the staff officials of the City of Anaheim have met and conferred in good faith with officials of the Anaheim Fire Association to discuss wages, hours, and other terms and conditions of employment; and WHEREAS, the parties did not reach agreement during the meeting and conferring process and considered use of impasse procedures authorized by law; and and WHEREAS, the impasse is submitted to the City Council for resolution; WHEREAS, the City Council of the City of Anaheim does find that establishing new wages, hours and other terms and conditions of employment for employees in classifications assigned to the Fire Employees Unit is in the best interests of the City of Anaheim. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that the wages, hours and other terms and conditions of employment for employees in classifications assigned to the Fire Employees Unit, as defined in the document attached hereto and incorporated by reference herein, be adopted. BE IT FURTHER RESOLVED that Resolution Nos. 80R-545, 82R-500 and 82R-558 are hereby repealed and that those portions of Resolution Nos. 63R-910, 64R-467, 65R-459, 69R-603, 69R-607, 72R-502, 72R-506, 72R-507, 76R-184, 76R-509, 77R-806, 77R-807, 79R-615, 81R-151, 81R-173, 8lR-410, 8lR-4ll, 8lR-537 and 8lR-538 as they applied to employees in classifications assigned to the Fire Employees Unit are hereby superseded; and BE IT FURTHER RESOLVED that the effective date of this resolution shall be the 7th day of October 1983. -1- THE FOREGOING RESOLUTION is approved and signed by me this 20th day of December ,1983. &rZ~~ ATTEST: ~~EIM APPROVED AS TO FORM: - 2 - l333E SUMMARY OF SIGNIFICANT CHANGES TO THE WAGES, HOURS AND WORKING CONDITIONS OF EMPLOYEES IN THE FIRE UNIT. 1. Wages: 1.1 Effective 10/7/83, increase the Fire Fighter I classification by 5.1%. 1.2 Effective 10/7/83, increase the Fire Engineer I clasification by 7.5%. 1.3 Effective 10/7/83, increase the Fire Captain I classification by 6.5%. 1.4 Effective 10/7/83, those classifications directly related to the Fire Fighter I, Fire Engineer I and Fire Captain I classifications will have their wage rates adjusted in accordance with existing salary relationships. 2. Salary Range: 2.1 Effective 12/20/83, revise the salary range to provide for a nine step salary progression for the Fire Fighter I classification, maintaining the previous six steps and adding three steps at the beginning of the range. 3. Holidays: 3.1 Effective 10/7/83, eliminate the following holidays. 3.11 February 12, (Lincoln's Birthday) 3.12 September 9, (Admission Day) 3.13 Good Friday 4. Medical Plan: 4.1 Revised plan to be a comprehensive plan that subjects all charges (medical, hospital, drug, etc.) to one deductible and one co-insurance amount. 4.2 Deductible increased to $200 per year with a maximum of two per family. 4.3 Co-insurance set at 80% of the first $5,000 and 100% of all charges in excess of $5,000 in any calendar year. 4.4 Maximum lifetime benefit increased to $1,000,000. SUMMARY OF CHANGES - FIRE UNIT PAGE 2. 4.5 Supplemental accident reduced to 100% of first $500 and 80% thereafter. 4.6 A number of cost containment provisions have been included in the plan such as second opinion on elective surgeries, pre- authorization of hospital stays, generic drugs, pre-admission testing, out patient surgery, etc. 5. Medical Plan Premiums: 5.1 For HMO prepaid plans, the City contribution shall be limited to 100% of the Kaiser plan rates or $124.36 for single party, $191.96 for two party and $258.51 for family, whichever is less. 5.2 For the City Medical Plan, the City contribution shall be limited to 1114.36 for single party, $191.96 for two party and $258.51 for family. 6. Dental Plan Premiums: 6.1 City contributions shall be limited to $11 for single party, $17.10 for two party and $24.66 for family. 7. Retired Medical Plans: 7.1 No employee hired on or after January 1, 1984 shall be eligible to participate in the retired medical plan. 7.2 Employees who retire on or after January 1, 1984 and before January 1, 1988 shall be eligible for the revised medical plan being provided active employees. The employee's contribution shall remain as currently exists: One party Two party Three party $15.00 $15.00 $45.00 The City to contribute the remainder. 7.3 Current employees retiring on or after January 1, 1988 must meet new eligibility requirements and the City's contribution to the retired plan shall be limited to the amount the City was contributing to the City Medical Plan in the year prior to retirement. ,,.-....'> -" SUMMARY OF CHANGES - FIRE UNIT PAGE 3. 8. Pension Plan for Newly Hired Employees: 8.1 Effective upon adoption by the Council of amendments to the present PERS plan, the City will revise the pension plan as follows: 8.11 8.12 8.13 2% per year at age 55. Three year final averaging. No other optional benefits. 9. Group Life Insurance: 9.1 Effective 1/1/84, eliminate total and permanent disability benefit payoff from plan. 10. Long Term Disability: 10.1 Revise current Long Term Disability Plan so as to preclude payments for occupational accidents or illnesses. 11. Language Changes: 11.1 There were numerous changes to current language in order to more clearly set forth current practices and understandings of the parties. 12. Working Condition Enhancements: 12.l A $lO,OOO fund has been created to be used in enhancing the work environment at the City's nine fire stations. 1335E
