83R-190 - RESOLUTION NO. 83R-190 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM #4ENDING THE RATES, RULES AND REGULATIONS FOR THE SALE AND DISTRIBUTION OF ELECTRIC ENERGY AS ADOPTED BY CITY COUNCIL RESOLUTION NO. 7lR-478 AND MOST RECENTLY AMENDED BY CITY COUNCIL RESOLUTION NO. 82R-534. WHEREAS, the City of Anaheim maintains an electric distribution system for the furnishing of electricity to residents and inhabitants of the City of Anaheim and has adopted Electric Rates, Rules and Regulations for the sale and distribution of electric energy; and WHEREAS, it is the policy of the City Council that Anaheim's Electric Utility shall be self-supporting from charges made by the City for electric energy furnished to consumers and for services rendered in connection therewith; and WHEREAS, by Resolution 79R-190, the City Council delegated to the Public Utilities Board the authority to conduct hearings pursuant to the Public Utility Regulatory Policies Act of 1978; and WHEREAS, a hearing was held on May 5, 1983 before the Public Utilities Board and evidence was presented in connection with the proposed revision of electric rates; and WHEREAS, the Public Utilities Board considered the California Environmental Quality Act and made the following findings: 1. The largest single item requiring a revenue increase considering the period of July 1, 1982 through June 30, 1983 is power supply at an estimated cost of $105,993,000. 2. Other operating expenses and ca~ital expenditures estimated to cost $30,369,000 are due to salary increases and higher material costs. 3. Debt service requirements and an increase in reserve amounts estimated to cost $15,937,000 are required to meet financial reserves and requirements. -,.......... 4. The transfer to the general fund in an amount estimated to be $5,266,000 is authorized by the City Charter and constitutes an Intra-City transfer. -1- 01lSe050283 5. The working capital decrease in an amount estimated to be $8,732,000 is possible and still provides a reserve margin to meet current debts as they mature and thus constitutes a reserve requirement. -~ 6. The matters covered in 1 through 5 above come within Section 21080(8) of the Public Resources Code of the State of California thus the establishment of these rates is exempt from the California Environmental Quality Act. WHEREAS, a Notice of Hearing in compliance with the National Energy Act of 1978 was published as follows: 1. On April 25 and May 2, 1983 notice of the public hearing on electric rates was published in the Anaheim Bulletin and proof thereof is on file with the Secretary of the Public Utilities Board. 2. On April 25 and May 2, 1983 notice of the public hearing on electric rates, was published in the Santa Ana Register and proof thereof is on file with the Secretary of the Public Utilities Board. 3. On April 25 and May 2, 1983 notice of the public hearing on electric rates, was published in the Orange County Edition of the Los Angeles Times and proof thereof is on file with the Secretary of the Public Utilities Board. WHEREAS, the Public Utilities Board has considered the proposal of the Public Utilities Department and has considered the evidence presented at the public hearing; and WHEREAS, the Public Utilities Board has made the following findings with respect to the need for an electric rate increase: 1. The Electric System revenue requirement of the Anaheim Public Utilities Department will be established, as set forth below, on the basis of projections for the 1982-83 fiscal year consisting of the twelve months July 1, 1982 through June 30, 1983. -- 2. A reasonable estimate of the revenue requirement for power supply expenses for the 1982-83 fiscal year is $105,993,000. -2- 0115eOS0283 3. A reasonable estimate of the revenue requirement for other operating expenses for the 1982-83 fiscal year is $15,226,000. 4. A reasonable estimate of the revenue requirement for capital expenditures for the 1982-83 fiscal year is $15,143,000. 5. A reasonable estimate of the revenue requirement for debt service and reserve increase for the 1982-83 fiscal year is $15,937,000. 6. A reasonable estimate of the revenue requirement for transfer to the General Fund for the 1982-83 fiscal year is $5,266,000. 7. A reasonable estimate of the revenue requirement offsets due to other electric revenues and interest income for the 1982-83 fiscal year is $25,244,000. 8. A reasonable estimate of the revenue requirement for working capital decrease for the 1982-83 fiscal year is $8,732,000. 9. An estimated revenue requirement of $123,589,000 set forth below, is appropriate for the 1982-83 fiscal year: ITEM REVENUE REQUIREMENT Power Supply Expenses Other Operation Expenses Capital Expenditures Debt Service & Reserve Increase Transfer to General Fund Less: Other Electric Revenue and Interest Income Working Capital Decrease $105,983,000 15,226,000 15,143,000 15,937,000 5,266,000 (25,244,000) ( 8,732,000) Total Revenue Requirement $123,589,000 ~ -3- 01l5e050283 - 0115e050283 10. It is appropriate to perform cost-of-service studies in order to determine the allocated revenue requirements for the test period for the following customer classes: Residential; Small Commercial; Large Commercial; Industrial; Agricultural and Pumping; Street Lights; and MunicipaL 11. It is appropriate to a establish a test year by annnualizing the power supply costs and debt service requirements which result in an annualized base rate revenue requirements of $148,576,000. The customer class base rate revenue requirements as determined on the basis of the cost-of-service analysis are appropriate: CUSTCMER CLASS ALLOCATED REVENUE REQU IREMENTS (Cost-Of-Service Basis) (Thousands) Step 1 $ 45,523 7,896 29,808 59,855 1,498 184 3,812 Residential Small Corrnnercial Large Corrnnercia1 Industrial Agricultural & Pumping Street Lights Municipal Total $148,576 12. Section 1221 of the City Charter provides that utility rates charged to a class of consumers shall be uniform within the class and shall be based on cost-of-service for the class. Section 1221 also provides that lifeline rates may be established, which rates would not necessarily be based on cost-of-service. 13. The California Public Utilities Commission has established lifeline rates for Southern California Edison Company (Edison) and Edison is the retail supplier of electric service in all the corrnnunities surrounding Anaheim, and therefore, it is appropriate to establish residential lifeline rates for Anaheim. -4- 14. To the extent that the Anaheim lifeline rates produce lower revenues than would be produced by rates based on cost-of-service, the rates charged for nonlife1ine sales must be increased above the level of rates based on cost-of-service. The difference between the revenues from sales made at the lifeline rates and revenues from those sales made at cost-of-service rates is the lifeline shortfall. 15. In allocating the lifeline shortfall to the non1ife1ine customers, it is appropriate to give consideration to both cost-of-service and the retail rates of Edison. 16. On the basis of the preceding finding, the class revenues under the proposed base rates as shown in Exhibit RWE-3 are reasonable and appropriate: Customer Class Residential: Li feline Non1ifeline Total Residential Small Commercial Large Commercial Industrial Agricultural & Pumping Street Lights Municipal Total Revenues At Proposed Base Rates Proposed Base Rate Revenues as a % of Revenues Based Cost-of-Service $ 16,870 19,545 $ 36,415 $ 8,913 33,216 64,118 1,568 184 4,164 $148,576 60.0 112.2 80.0 112.9 111.4 107.1 104.7 100.0 109.2 100.0 WHEREAS, based on the findings hereinabove made, the Public Utilities Board of the City of Anaheim recommends to the City Council that the Council adopt the findings of the Public Utilities Board with respect to the matters contained herein and adopt the electric rates, as contained herein; and WHEREAS, the City Council has considered the evidence and concurs with the findings of the Public Utilities Board as set forth ~ hereinabove. 01l5e050283 -5- NOW, THEREFORE, BE IT RESOLVED that the findings of the Public Utilities Board be, and they are hereby, adopted by the City Council of the City of Anaheim.
