RESOLUTION 0 THE CITY COUNCIL OF THE CITY OF
ANAHEIM, CAL FORNIA, APPROVING THE EXECUTION OF
THE UNITED STATES OF AMERICA DEPARTMENT OF
ENBRGY URAN UM ENRICHMENT SERVICES CONTRACT
(UTILITY S RVICES CONTRACT), CONTRACT NO.
DE-SC05-84UE 7541, FOR THE SAN ONOFRE NUCLEAR
GENERATING S ATION.
WHEREAS, as lof November 1, 1977, the City of Anaheim
("Anaheim"), Southernl California Edison Company ("Edison"), San
Diego Gas & E 1ectr ic ! Company ("SDG&E") and the Ci ty of Ri ver-
side ("Riverside"), (~ollective1y, the "Parties"), entered into
a San Onofre Uni ts 2 land 3 part ic ipa t ion agreement ("Part icipa-
tion Agreement") protiding, among other things, for participa-
tion by Anaheim in he ownership, construction, and operation
and maintenance of he San Onofre Nuclear Generating Station
("San Onofre") Units. and 3 and the Common Facilities; and
WHEREAS, th}. Participation Agreement provides, among
other things, that . he Parties shall negotiate an operating
agreement ("Opera tin. Agreement") covering the operation and
maintenance of Unit 2 and 3 and that, except as mutually
agreed, the operatinl.. Agreement is to provide for the operation
and maintenance of U its 2 and 3 in substantially the same man-
ner as the Uni t 1 0 erating Agreement provides for San Onofre
Unit 1 as supplement d by the San Onofre Units 2 and 3 Letter
Agreement; and .
WHEREAS, tht Parties have negotiated an Interim San
Onofre Uni t 2 Opera ~ ing Agreement and an amended Inter im San
Onofre Units 2 and! 3 Operating Agreement that allows the
Parties to appoint r~presentatives for the purpose of protect-
ing the Parties' in~erest and providing input into the opera-
tion and maintenance! requirements of San Onofre Units 2 and 3;
and
WHEREAS, tje appointed Nuclear Fuel Representatives
of the Parties metnd reviewed, in detail, the Department of
Energy Utility Servi es Contract.
