A RESOLUTIqN OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM,PPROVING THE APPLICATION FOR GRANT
FUNDS UNDE THE ROBERTI-Z'BERG URBAN OPEN-
SPACE AND CREATION PROGRAM FOR LA PALMA PARK
IMPROVEMEN S.
WHEREAS, t~ legislature of the State of California has
enacted the Roberti~Z'Berg Urban Open-Space and Recreation Program,
which provides fund~ to certain political subdivisions of the State
of California for a~uiring lands and for developing facilities to
meet urban recreati~ needs: and
WHEREAS, t~ State Department of Parks and Recreation has
been delegated the r~sponsibility for the administration of the
program, setting up hecessary procedures governing application by
local agencies under: the program: and
WHEREAS, sa~d procedures established by the State
Department of Parks ~d Recreation require the applicant to certify
by resolution the a~roval of applications prior to submission of
said applications tOI the state: and
WHEREAS, sa~d applications contain a certification that the
applicant will complY with all federal, state, and local
environmental, publip health, relocation, affirmative action, and
clearinghouse requir~ments and all other appropriate codes, laws and
regulations prior to: the expenditure of the grant funds: and
WHEREAS, th~ project(s) applied for under this program must
be of a high priority and satisfy the most urgent park and
recreation needs wit~ emphasis on unmet needs in the most heavily
populated areas.
NOW, THEREFPRE, BE IT RESOLVED that the City Council of the
City of Anaheim ("City") hereby:
1. Approves th~ filing of an application for funding under the
Roberti-Z'berg Urban'Open-Space and Recreation Program: and
2. Certifies that said City understands the general provisions
of the agreement: an~

3. Certifies t~at said City has or will have sufficient funds
to operate and maint.in the project(s) funded under this program: and
4. Certifies t~at said City has or will have availabie prior
to commencement of a.y work on the project(s) included in this
application matching money from a nonstate source: and
5. Certifies t~at the project(s) included in this application
conform to the recre.tion element of any applicable city or county
general plan: and

6. Appoints the City Manager as agent of the City of Anaheim
to conduct all nego~iations, execute and submit all documents
including, but not ~imited to, applications, agreements,
amendments and paymqnt requests which may be necessary for the
completion of the a~orementioned project(s): and
~ 7. Authorizes land directs the City Attorney of the City of
Anaheim to sign the 'certification on Page I of said application on
behalf of said City.,
THE FOREGQING RESOLUTION is approved and adopted by the
Ci ty Council of the lei ty of Anaheim this 2nd day of October, 1984.
