California Standar Metropolitan Stat~st~cal Areas with a com-
bined population 0 over 665,000; and
WHEREAS,ithe Orange County Consortium Cities hAve a
proven trackrecork of developing and implementing very success-
ful Housing and Co~munity Development programs within their
communities; and '
WHEREAS,I it has come to the attention of this Council
that certain other I cities in Orange County, California, have
declined funds ava~lable to them under the Housing and Community
Development Act. .
NOW, THEJtEFORE, BE IT RESOLVED by the City Council of
the City of Anahei~, as follows:
1. That th~ HCDA funds allocated by HUD to Orange
County C.~ties is money allocated for the purpose
of combating urban blight within cities, and
that whe . and to the extent th~t such funds are
declinedl by cities, said funds should be re-
allocate~ by HUD for use within bther ~iti.s in
Orange Cpunty; and
2. That th~ Orange County Consortium Cities are
I
large, c~ntrally located cities that are facing
the majolr urban blight problems within the County,
and sai~ Consortium Cities have successful HCD
program~ that warrant further financial assistance
from HUDj; and

That funjds declined by other Orange County cities
would b~st serve the purposes of the HCDA if they
were re~allocated to or among the Consortium
Cities ~or eligible HCDA projects or activities;
and

this Cit~ and to the federal administrators
responsibjle for implementing the Housing and
Communit~ Development Block Grant program.
