RESOLUTION NO. 78R-~
A RESOLU~ON OF THE CITY COUNCIL OF THE CITY
OF ANAHE AUTHORIZING THE CLOSURE TO THROUGH
VEHICULA TRAFFIC OF CERTAIN STREETS AND ALLEYS
AT THEIR NTERSECTIONS WITH THE REALIGNED RIGHT
OF WAY O~ LINCOLN AVENUE.

WHEREAS ,~he Ci tyCouncil did, by Ordinance No. 3631,
agree to cooperateiththeAnaheim Redevelopment Agency in carry-
ing out the Redeve . ment Plan for Redevelopment Project Alpha by
undertaking actions,including, but not limited to, closing of pub-
lic streets; and
WHEREAS, bection 2ll0l(a) of the Vehicle Code of the
State of California authorizes the closure of any highway by action
of the legislativeody having jurisdiction over said highway when,
in the opinion of slaid legislative body, the highway is no longer
needed for vehicul~ traffic; and
WHEREAS, !the City Council has heretofore adopted a pre-
cise alignment for Ithe new alignment of Lincoln Avenue; and
WHEREAS, ~he City Council of the City of Anaheim has
heretofore conductep.~a duly noticed public hearing and received
evidence, both oral! and written, relating to the proposed closures
to through traffic pi the streets and alleys listed below; and
WHEREAS,r:sa.id closures are intended to implement the
redevelopment of PrpJect Alpha for which an Environmental Impact
Report has been pre;tiously prepared and certified.
NOW, THE~RE, BE IT RESOLVED by the City Council of
the City of Anaheiml as follows:
1. That the City Council does hereby find and determine:

is n~eessary to protect said residential area from
excef$sive noise, ,hazards and pollution inimical to
the geace,safety, and weltareof said residential
area.. .whichwould result should Streets not be
clos~<B. to through veh'icular traffic.
Thatiit is necessary and desirable to close. Streets
at tije p.oints indicated so as to rem.ove potential
traf~ic conflict points on the proposed Lincoln Ave-
naeItealignment and thus increase pUblic safety.
