A RESOLUTI~.. OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM PPOSING THE FEDERALLY MANDATED
PROGRAMS I. OSED ON LOCAL GOVERNMENT BY THE
FEDERAL GO RNMENT.
WHEREAS, inirecent years the Un~ted States of America
has imposed a multiplicity of complex Federally Mandated Programs
upon the City and Cou,ties of the United States; and
WHEREAS, th, Federal Government has never asked or
required input from l,cal governments, .as to whether or not there
is any local need forJthese Mandated Programs; and
WHEREAS ,tht. cost of administering and. enforcing these
Mandated Programs ismposing a tremendous burden on local
governments; and
WHEREAS, th, Federal Government does not aid or assist
the local governments! to recover the huge burdens imposed on
said local government,.

NOW, THEREF$RE, BE IT RESOLVED by the City Council of
the City of Anaheim t.at it does hereby oppose the Federally
Mandated Programs imp~sed upon local governments, without their
wish or desire, and without consultation as to the need for
said programs withlotal governments.
BE IT FURTHt~ RESOLVED that the City of Anaheim
urgently requests Contress to pass nO further, locally mandated
programs; and
BE IT FURTH'R RESOLVED that if the need ever exists
for such programs, th~t the mandate include full funding for
the programs with no $trings attached thereto; and .
BE IT FURTHtR RESOLVED that the City Clerk is hereby
directed to send copi~s of this Resolution to both California
Senators and all U.S.. Representatives in Orange County,
California. .
