80R-328 RESOLUTION NO. 80R- 328 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AUTHORIZING CERTAIN OF ITS MEMBERS TO FILE A WRITTEN ARGUMENT FOR AND AGAINST A BALLOT MEASURE RELATING TO AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR THE PURPOSE OF FINANCING STORM DRAINS. WHEREAS, a special municipal election is to be held in the City of Anaheim on November 4, 1980, at which there will be submitted to the qualified electors of the City, the following ballot measure: Storm drains are urgently needed in the City of Anaheim to facilitate water runoff and to alleviate potential flood hazards. The cost of the construction of needed storm drains can be minimized by prompt action which will start YES construction before labor and material costs escalate. Financing for storm drain construc- tion can be arranged by the issuance of general obligation bonds of the City approved by a two - thirds vote of the electorate, provided that the voters of the State also approve an amendment to Article XIII A of the California Constitution to authorize such bonds. If permitted by the California Constitution, shall the City Council of the City of Anaheim NO be authorized to issue general obligation bonds in a principal amount not to exceed $10,000,000 for the purpose of financing the construction of storm drains? NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: That this City Council, being the legislative body of the City of Anaheim, hereby authorizes Councilwoman Kaywood a member (or members) of said body, to file a written argument for the ballot measure set forth in the recitals hereof in -1- accordance with Section 5013 of the Elections Code of the State of California and to change said argument until and including the date fixed by the City Clerk after which no arguments for ,,, or against said measure may be submitted. SECTION 2. That this City Council, being the legislative body of the City of Anaheim, hereby authorizes , None a member (or members) of said body, to file a written argument against the ballot measure set forth in the recitals hereof in accordance with Section 5013 of the Elections Code of the State of California and to change said argument until and including the date fixed by the City Clerk after which no arguments for or against said measure may be submitted.
