RESOLUTION NO. 80R- 81
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM APPROPRIATING ADDITIONAL FUNDS FOR
PURCHASED POWER AND AMENDING THE RATES, RULES
AND REGULATIONS FOR THE SALE AND DISTRIBUTION
OF ELECTRIC ENERGY AS ADOPTED BY CITY COUNCIL
RESOLUTION NO. 71R-478 AND AMENDED BY CITY
COUNCIL RESOLUTION NOS. 73R-25, 73R~373,
73R-53l, 74R-75, 74R-630, 75R-243, 75R-344,
75R-345, 76R-4l, 76R-377, 76R-528, 76R-8l7,
77R-464, 77R-628, 78R-458, 78R-655, 79R~292,
79R-309, AND 79R-669.
WHEREAS, the City of Anaheim maintains an electric
distribution system for the furnishing of electricity to
residents and inhabitants of the City of Anaheim and has adopted
Electric Rates, Rules and Regulations for the sale and
distribution of electric energy; and
WHEREAS, it is the policy of the City Council that
Anaheim's Electric Utility shall be self-supporting from charges
made by the City for electric energy furnished to consumers and
for services rendered in connection therewith; and
WHEREAS, the costs of purchased power from the
Southern California Edison Company have increased significantly
due to the escalating prices of fuel oil; and
WHEREAS, the Public Utilities Board has recommended
to the City Council that the budgeted purchased power appropriation
for fiscal year 1979-80 be increased by $13,451,000 as shown in
a memorandum to the City Council dated February 21, 1980,
attached hereto and incorporated by reference herein; and
WHEREAS, the Public Utilities Board has recommended
to the City Council that the lifeline Energy Cost Adjustment
Billing Factor should be modified in accordance with Schedule
ECA, Energy Cost Adjustment, of the Electric Rates, Rules and
Regulations; and
WHEREAS, the City Council has considered the evidence
and concurs with the findings of the Public Utilities Board.
NOW, THEREFORE BE IT RESOLVED by the City Council of
the City of Anaheim that the budgeted purchased power appropriation
for fiscal year 1979-80 be increased by $13,451,000; and
BE IT FURTHER RESOLVED by the City Council of the City
of Anaheim that the electric sales revenue appropriation for
fiscal year 1979-80 be increased by $13,451,000, such revenue

to be provided by the application of the Energy Cost Adjustment
Billing Factor; and
BE IT FURTHER RESOLVED by the City Council of the
City of Anaheim that the Electric Rates, Rules and Regulations
adopted by the City Council Resolution No. 71R~478 and amended
by City Council Resolution Nos. 73R-25, 73R-373, 73R-53l,
74R-75, 74R-630, 75R-243, 75R-344, 75R-345, 76R-4l, 76R-377,
76R-528, 76R-8l7, 77R-464, 77R-628, 78R-458, 78R-655, 79R-292,
79R-309 and 79R-669 be amended as follows to wit:

ENERGY COST AD,mSTMEN'I'

APPLICABILITY
Applicable to all areas served by the Utility and to all kilowatt hours billed
unJer all rate schedules as defined under the special conditions of the rate
bchedules.
PURPOSE
To provide for increases and decreases of the Utility's charges for electric
service to reflect increases and decreases in the energy component of the cost
of purchased power.
APPLICATION OF ENERGY COST ADJUSTI1ENT
The Energy Cost Adjustment Billing Factor or Factors (ECAEF). in cents per kwh,
which are set forth below, shall be applied to kilowatt hours sold on
and nfter the effective date, as also set forth below, and continuing
thereafter until the next Energy CIJst Adjustment Billing Factors become
effective. The dollar amount to be added to or subtrac~ed from each bill due
to the Energy Cost Adjustment shall be ohtaiJled by multiplying the number of
kilowatt hours for which. the bill is rendered by the applicable Energy Cost
Adjustment Billing Factor or Factors. The Energy Cost Adjustment Billing
ractor for Lifeline ServiCE' shall be applied to all k:Uowatt hours purchased
at the Lifeline rate. 111c Energy Cost Adjustment Billing Factor for other
than Lifeline service shall be applied to all kilowatt hours purchased at rates
other than the Lifeline rate.

BE IT FURTHER RESOLVED by the City Council of the
City of Anaheim that the amended Electric Rates, Rules and
Regulations be made effective for service rendered on and
after March 1, 1980.
THE FOREGOING RESOLUTION is approved and adopted by
the City Council of the City of Anaheim this 26th day of
February, 1980.
