A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM REQUESTING THE BOARD OF SUPERVISORS
TO CONSOLIDATE A SPECIAL MUNICIPAL ELECTION OF
THE CITY OF ANAHEIM WITH THE STATEWIDE PRIMARY
ELECTION TO BE HELD ON JUNE 3, 1980, PURSUANT
TO SECTION 23302 OF THE ELECTIONS CODE OF THE
STATE OF CALIFORNIA.
WHEREAS, Section 23302 of the Elections Code of the
State of California provides that an election called by a
city to submit to the electorate questions of propositions
may be consolidated with a statewide election if the city at
least seventy-four (74) days prior to the date of election
files a resolution of the City Council requesting the consol-
idation and setting forth the exact form of the questions or
the proposition to be voted upon; and
WHEREAS, the City Council of the City of Anaheim
desires to submit to the electorate of the City of Anaheim,
for an advisory vote only, the hereinafter specified proposi-
tion relating to the Intermountain Power Project.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim that it does hereby request the Board
of Supervisors of the County of Orange to consolidate a
special election of the City of Anaheim with the statewide
primary election to be held on June 3, 1980.
BE IT FURTHER RESOLVED that the text and form of
the proposition to be voted upon at such election shall be
as follows:
ADVISORY VOTE ONLY
Presently, Anaheim buys electricity generated
primarily by burning expensive foreign oil.
Anaheim now has the opportunity to buy a sub-
stantial amount of its future electricity
needs from Utah's coal-fueled Intermountain YES
Power Project (IPP). During 1991, the first
full year of operation for IPP, it is
estimated that Anaheim's electricity supply
would cost $303 million if it were all
purchased from Edison but $264 million if
purchased from IPP and Edison, a savings of NO
$39 million for Anaheim consumers, and an
average savings of $39 million each year
thereafter.
Shall Anaheim purchase electric power from
IPP under a long-term contract, at lowest
possible cost to Anaheim electric consumers?

BE IT FURTHER RESOLVED that the Registrar of Voters
of the County of Orange be authorized to canvass the returns
of said special municipal election which is hereby requested
to be consolidated with said statewide primary election and
said election shall be held in all respects as if there were
only one election, and only one form of ballot shall be used.
BE IT FURTHER RESOLVED that said Board of Supervisors
is hereby requested to issue instructions to said Registrar of
Voters to take any and all steps necessary for the holding of
said consolidated election.
BE IT FURTHER RESOLVED that the City of Anaheim
recognizes that additional costs will be incurred by the County
by reason of this consolidation and agree to reimburse the
County for any such costs.
BE IT FURTHER RESOLVED that the City Clerk of the
City of Anaheim is hereby directed to file a certified copy of
this resolution with the Board of Supervisors and the Registrar
of Voters of the County of Orange.
THE FOREGOING RESOLUTION is approved and adopted by
the City Council of the City of Anaheim this 11th day of March,
1980.
