80R-186 RESOLUTION NO. 80R-186 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM DECREASING THE PURCHASE POWER APPROPRIATION FOR FISCAL YEAR 1979-1980 AND AMENDING THE RATES, RULES AND REGULATIONS FOR THE SALE AND DISTRIBUTION OF ELECTRIC ENERGY AS ADOPTED BY CITY COUNCIL RESOLUTION NO. 7lR-478 ~ND AMENDED BY CITY COUNCIL RESOLUTION NOS. 73R-25, 73R-373, 73R-531, 74R-75, 74R-630, 75R-243, 75R-344, 75R-345, 76R-4l, 76R-377, 76R-528, 76R-8l7, 77R-464, 77R-628, 78R-458, 78R-655, 79R-292, 79R-309, 79R-669 AND 80R-81. WHEREAS, the City of Anaheim maintains an electric dis- tribution system for the furnishing of electricity to residents and inhabitants of the City of Anaheim and has adopted Electric Rates, Rules and Regulations for the sale and distribution of electric energy; and WHEREAS, it is the policy of the City Council that Anaheim's Electric Utility shall be self-supporting from charges made by the City for electric energy furnished to consumers and for services rendered in connection therewith; and WHEREAS, the cost of purchased power from the Southern California Edison Company has been lower than expected due to significantly lower wholesale fuel cost adjustments; and WHEREAS, the Public utilities Board has recommended that Schedule ECA, Energy Cost Adjustment, of the Electric Rates, Rules and Regulations be changed by expanding the limits on the balance in the Energy Cost Balancing Account by increasing the positive limit from $1,000,000 to $2,000,000; and WHEREAS, the Public utilities Board has recommended to the City Council that the non-lifeline Energy Cost Adjustment Billing Factor should be modified in accordance with Schedule ECA, Energy Cost Adjustment, of the Electric Rates, Rules and Regulations; and WHEREAS, the City Council has considered the evidence and concurs with the recommendations of the Public utilities Board. SCHEDULE ECA ENERGY COST ADJUSTMENT APPLICABILITY Applicable to all areas served by the Utility and to all kilowatt hours billed under all rate schedules as defined under the special conditions of the rate bchedules. PURPOSE To provide for increases and decreases of the Utility's charges for electric service to reflect increases and decreases in the energy component of the cost of purchased power. APPLICATION OF ENERGY COST ADJUSTMENT The Energy Cost Adjustment Billing Factor or Factors (ECABF), in cents per kwh, which are set forth below, shall be applied to kilowatt hours sold on and after the effective date, as also set forth below, and continuing thereafter until the next Energy Cost Adjustment Billing Factors become effective. The dollar amount to be added to or subtrac~ed from each bill due to the Energy Cost Adjustment shall be obtained by multiplying the number of kilowatt hours for which the bill is rendered by the applicable Energy Cost Adjustment Billing Factor or Factors. The Energy Cost Adjustmen~ Billing Factor for Lifeline Service. shall be applied to all kilowatt hours purchased at the Lifeline rate. The Energy Cost Adjustment BillinR Factor for other than Lifeline service shall be applied to all kilowatt hours purchased at rates other than the Lifeline rate. ENERGY COST ADJUSTIfENT BILLING FACTORS The Energy Cost Adjustment Billing Factors, in cents per kilowatt hour, shall be shown in this Section. The balance in the Energy Cost Balancing Account should be maintained between a positive $2,000,000 and a negative $250,000. It shall be the practice of the Public Utilities Department to make appropriate adjustments to the ECA Billing Factors, based on the estimates for the six-month forecast period, so as to maintain the account balance within the established limits. If, at any time the account balance does become greater than a positive $2,000,000, or less than a negative $250,000, an adjustment in the ECA Billing Factors shall be made so as to return the account balance to within the established limits. d. The Public Utilities Degartment shall furnish to the Public Utilities Board and to the City Council the report discussed in part b) together with notice of any revised ECA Billing Factor. e. The Public Utilities Department generally will make the revised ECA Billing Factors effective as of the first day of the appropriate month. f. Lifeline Rat~s Until such time as the City Council gives the Public Utilities Department authority to increase the charges to Lifeline customers, the ECABF for Lifeline customers will remain at the initial level of O.OOO~ per kwh.
