69R-513 RESOLUTION NO. 69R- _.213.__ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIlItl URGING THE SANTA ANA RIVER BASIN WATER QUALITY CONTROL BOARD TO ESTABLISH AND ENFORCE HIGH STill~DARDS OF QUALITY FOR WATER IN THE SANTA N~A RIVER. WHEREAS, the City of Anaheim is the purveyor of water to approximately 165,000 water consumers in the City of Anaheim; and WHEREAS, as a water purveyor the City of Anaheim desires to provide a ~i~~ ~~~~EY potable water supply; and ~iHEREAS, water from the Santa Ana River contributes to water stored in the Santa Ana River underground basin, and WHEREAS, the City of Anaheim is dependent upon this underground basin to supply in excess of fifty (50%) percent of the water consumed in the City of Anaheim; and vlliEREAS, the Santa Ana River water quality is continu- ously deteriorating; and WHEP~AS, the present trend of water quality, if unalter- ed, will lead to totally unacceptable levels, and WHEREAS, because of the need for the City of Anaheim to maintain a quality of potable water supply from its forty wells, the City in 1966 established a laboratory under the supervision of Dr. Burton H. Moore, Ph.D., to monitor the quality and potabil- ity of water produced; stored, and distributed to water consumers at Anaheim1s Municipal Water Utility; and WHEREAS, tests performed in the City's laboratory have confirmed the presence in increasing amounts of dissolved solids and other contaminates in the Santa Ana River; and WHEREAS, at e1e time of the formulation of the standard of quality for Santa Ana River water flowing through Prado Dam, much of the land that is now encompassed by the present boundaries of the City of Anaheim, was primarily devoted to agricultural use, but now this area is occupied by industrial and domestic water consumers whose water quality requirements are substantially more exacting than those of agricultural consumers, and WHEREAS, the City of Anaheim vigorously supports the position of the Orange County Water District which has acted and is acting as the primary agency for protecting the Santa Ana River underground basin from contamination by sea water and con- taminants carried into the basin by the Santa Ana River; and WHEREAS, because the City of Anaheim occupies a geo- graphic location at the mouth of the Santa Ana Canyon, it is uniquely situated to be affected by poor water quality.
