*tr. Griffith presentcd a repart prepared by the Technical Services Division of
Che Library outlinine the ma.cimum ttumber of materials which could be purchased
acid proceased. by June 30. 1976. This report indicates that with a totul sum of
$50~0~~ the Library would be able to increase the collection at eac;i branch t,y
3~825 books and 235 phonograph discs. The money would be utilized as fo].lows:
544~5~0 for mAteria2s; $2.500 for suyplies and 53.000 for gart-time peraonnel
(,1~150 hours). This would increaoa the collection in each branch librnry hy g7
to 61: of capacitq~ whereae the previous projected ~pening day callection w~s
53; of capacity.
Extensive diacuasion regarding the book collections for the new branch
libraries was held between the Library Board~and C;ouncil Membare duriri~ wliich
there was a general consaneus of opinion of both bodies that all efforts
possible should be Caken to e~nhanca the collectione as much as poesible prior
to opening day. Mr. CriffiCh pointed out that nven with a supplemenCary book
budget of $50~Od0, the book cullectione would not be compZete inaamuch aa it
Cakes time to build a quality collection. whi~ch takes into ar.count the require-
menta and use of ttie community patronizing the Lfbrary. and because new
materials wauld be required as thay are published. It wac nnt~d that
contributing factore to tYe dilemma were that there have been insufficient book
funds to enable the Library to build up a coileation for these aew bran.ches and

still be changed. They conaidered that ~aith this eum they might locate an
existing building which could be rehabilitated. It was noted ehat this sum
could also be utilized as a downpayment for a buildin$ with other paymer.ts fz~m
the second and third year programs; or it might be incotporated with another
item such as open ~pace to provide a lerger budget.
Cocnmisainner Johnson observed that all four budget plans include an
expcnditure of at leaet one-quarter of the totaX sum (between 5200~000 to
5283~000) on public works tppe improv~^_:~a~~. He not.ed that these four plans do
not re$iiy isave the CounCil much of an option. iie therefore felt that the
program requirea a good public relati~ne sallinv, program to obtain public
paxticipaCion and approval for the public.work.u eegmeat.
Councilwoman Kaywcod questioned the categ.~'y entitled "youth paint anc~
pickup crews" and wsa advised that this ie ~ program to provide jobs for youth
in th~ conmunity.
Mra~ McCullough reported that this type of pragram hnA becn extremely

Councilman Seymour stated that his concern might best be expreased as

Since there are those individunls in this cammunity who believe that the
creation of a housing suthority wes detrimental Aa it would caus~ an influx of
low income families. Councilman Seymour emphasized that it is very important
that the administration of the program ensure that Che type of individual who
r.akes advantage of aocial benefit programs~ such as wel£are and suhsidized
housing, rather than being willing to work~ ie nox included in the City of
Anaheim's Ilousin~ Assistance Program. lie pointed out that should this ~itun-
tion occur because of the politics invnlved. the City might lose a very Food
progran.
