In contested applications, the proponents and opponent will each be given ten minutes to present his case unless additional time is requested and the complexity of the matter warrants. The Commission's considerations are not determined by the length of time a participant speaks, bLt rather bj what he says. 3. Staff Reports are part ~f the evidence deemed received by the Commission in each hear`:ug. Copies are available to the public prior to the meeting. 4. The Commission will withhold questions until the public hearing is closed. 5. The Commission reserves the right to deviate from the foregoing if, in its opinion, th~~ ends of fairness to all concerned will be sQrved. 6.
