PC89-248 ----------- FOLLOWING IS A SUMMARY OF THE PLANNING COMMISSION ACTION. NOT TO BE CONSIDERED OFFICIAL MIANTES. OPPOSITION: One interested person present. OPPOSITION CONCERNS: 1700-foot long common border; unique canyon with combination natural and man made percolation system; the church property driveway becomes the only way water gets out in heavy rain; view of massive graded slope to south; 8 to 10 houses will be looking right down on top of church property; open air type church activities in garden setting with many outside activities; noise from homes above would be intrusive to outdoor setting; also, could be noise impact from church activities on homes above; will be back in few weeks with permanent plans for this church which will be an open air worship facility. Drainage is concern to further studied. ~,.,~ ~~ / ~~ Page No. 3 10/23/89 PETITIONER'S COMMENTS: Project consistent with Specific Plan; plans ~~ designed with geological constraints relating to drainage and street ~-' grades; first tier of lots which abut church vary from 70 feet above existing topography to about 43 feet; increased amount of open space between the church and subject property; natural slope must be taken out and recompacted and put back; drainage is concern, studies have been done to determine flows, timing and patterns which indicate that area at 100-year storm existing condition is 177 cfs and their design reduces that to 175 cfs, and velocity will not be increased. Offered to add condition that prior to fin31 tract approval, they will present a drainage study for that small area to prove that they are not increasing the flow, ~;hanging the drainage patterns or increasing the velocity, over the existing condition. Should study show urstable condition off their site, it would not be their responsibility. Will offer enhanced landscaping to help the visual impact from the church property and to provide plexiglass sound attenuation fence along first row of houses. COMMISSION COMMENTS: Concerned about transitional area between subject property and adjacent church property. Wanted to be able to review and make recommendations on final grading plans. STAFF COMMENTS: Engineering - Jurisdiction of final grading plans approval lies with City Engineer; PC may consider scope and extent of transitional area. Car wash tunnel is about 110 feet from residential area; 6-foot high wall; car wash equipment is improved and. not as noisy; convenience market open until 11 p.m., gasoline pumps 24 hours a day; tunnel is long enough for blower to be inside; no noise impact to outside; discourage detailing area; no fast food type items for sale. COMMISSION COMMENTS: Questioned how customer would pay for gasoline when market was closed; condition of CUP could guarantee hours of operation; felt wall should be extended (wings) on each end of tunnel; plus for neighbors that gasoline tanks are being removed.
