CODE, Section 9200; and

1S made by itself and in its behalf, and after due consideration of all evidence
and reports offered at said Hearing, does find and determine the following facts:
The properties in the surrounding area are presently zoned as R-I, Single
........... : 15 Family Residential, and the above areas can no longer meet the conditions
outlined in the R-A, Residential-Agricultural classification as they are
